COUNCIL MEMBER ABBOTT INTRODUCED THE FOLLOWING ORDINANCE:
AN ORDINANCE ESTABLISHING THE OVERLAY DISTRICT MAP FOR SECTION 1006
SMI (SPECIAL MIXED USE INDUSTRIAL OVERLAY DISTRICT) OF THE CITY OF
BLAIR ZONING ORDINANCE IN REFERENCE TO CREATING AN OVERLAY DISTRICT
INTENDED TO ACCOMMODATE UNIQUE LAND USE AND OTHER DISTICTIVE
CHARACTERISTICS OF THE OLDER ESTABLISHED INDUSTRIAL AREA NORTH OF
THE RAILROAD TRACKS IN THE CENTRAL PART OF BLAIR; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, PROVIDING
WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT AND
PUBLISHING IN PAMPHLET FORM.
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF
BLAIR, NEBRASKA:
SECTION 1. That the Zoning Regulations of the City of Blair were amended by
Ordinance 2168 on July 14, 2009 adding Section 1006 SMI Special Mixed Use Industrial
District creating an overlay district intended to accommodate unique land use and other
distinctive characteristics of the older established industrial area north of the railroad tracks in
the central part of Blair. The SMI district, used in combination with the base A/ML —
Agricultural/Light Industrial and Manufacturing District, allows variations in permitted uses and
site development regulations that are adapted to the needs of this special area.
SECTION 2. That Exhibit "A" attached hereto and duly included herein by reference
adopts Zoning Map SMI- 200901, outlining the properties eligible for the SMI overlay district by
Conditional Use Permit.
SECTION 3. Be if further ordained by the Mayor and City Council of the City of Blair
that the official zoning map of the City of Blair should be changed to reflect the SMI overlay
district used in combination with the base A/ML Agricultural /Light Industrial and Manufacturing
District as established hereby.
SECTION 4. All ordinances or parts of ordinances in conflict herewith are hereby
repealed.
SECTION 5. This ordinance shall be in full force and effect from and after its passage,
approval and publication as provided by law.

NOTICE OF PUBLIC HEARING
You are hereby notified of a public hearing to consider a rezone application submitted by the
City of Blair, Nebraska concerning property which you own (as indicated below and on the
enclosed map).
On Tuesday, August 4, 2009, at 7:00 p.m. in the Blair City Council Chambers, 218 S. 16th St., the
Blair Planning Commission will hold a public hearing to consider an application submitted by the
City of Blair, 218 S 16th Street, Blair, Nebraska for a SMI — Special Mixed Use Industrial District
overlay located on Lot 16 — Lot 20 and Lot 23 — Lot 26, all in Block 14, W1/2 Lot 14 — Lot 30 and
part of Vacated State Street, all in Block 15, W18' of Lot 8 — Lot 24 and part of Vacated
Nebraska Street, all in Block 16, Lot 1— Lot 5, W 16.8' of Lot 7 and part of Vacated 17th Street,
all in Block 26, Lot 1 — Part of Lot 4 and Lot 5 — Part of Lot 7, all in Block 27, all in the City of
Blair, and TL 599, 608, 610 and 659, each located in 11- 18 -11, all in Washington County,
Nebraska.
This application will also be heard by the Mayor and City Council on Tuesday, August 11, 2009, at
7:00 p.m. in the Blair City Council Chambers.
The public is invited to attend and all interested parties will be given the opportunity to be heard.
