Assistant Administrator Green stated this type of business is a permitted use in the AJML (Agricultural/Light Industrial and Manufacturing Zoning District) but due to the fact it is within 500 feet of a residential zoning district, it requires a conditional use permit. This permit was last approved in 2003. Staff has received no complaints regarding the business nor has any particular concerns regarding renewal. Tari Pruett was present to answer questions and stated she has no plans to change the operation from what it has been over the past five (5) years. The Planning Commission recommended approval of the conditional use permit for five (5) years. There were no comments from the floor or in writing. Mayor Realph closed the public hearing. Motion by Scheve, second by Fanoele to approve the request by Tari Pruett for a Conditional Use Permit for Logos Plus, 1541 Nebraska Street, Blair, for five (5) years. Agenda Item #6 - Mayor Realph opens a Public Hearing to consider a Conditional Use Permit application submitted by flj}I1j] Storage, LLC, PO Box 222, Blair, Nebraska to construct an outdoor storage facility for recreational vehicles on Lot 2, South Acres 2nd Addition, Washington County, Nebraska for ten (10) years. Assistant City Administrator Green stated the proposed application would construct an outdoor storage facility for recreational vehicles on Lot 2 of South Acres Second Addition. The request is for ten (10) years and the zoning is A/ML (Agricultural/Light Industrial and Manufacturing District) which requires a conditional use permit for storage. Green stated the application was submitted with a statement indicating they would allow storage of wrec~ed vehicle~ a~ the request of l~,: enfor~me~t. However, in r~spo~e to ~e statement on the application, th~ Plannmg Cornnussion added an additional stipulation to the followmg stipulatiOns recommended by Staff: -1) Al of the driveway located in the joint ingress/egress easement is hard surfaced immediately, 2) The driveway to th gate and a 12' wide drive lane through the facility must be hard surfaced within (24) months of occupancy, and 3) No wrecked vehicles allowed on the property. He also noted all vehicles stored on the property would need to be licensed and operable. Green stated a storm water management plan is required at the site as part of the building construction permit. Curt and Deanna Jensen were present to answer questions regarding their request. Motion by Abbott, second by Christiansen to approve the Conditional Use Permit for lODJ Storage for an outdoor storage facility for recreational vehicles on Lot 2, South Acres 2nd Addition, Washington County, Nebraska for ten (10) years with the following stipulations: 1) The driveway to the gate and a 12' wide drive lane through the facility must be hard surfaced within (24) months of occupancy with 6" asphalt or concrete, 2) no wrecked vehicles allowed to be stored on the property, and 3) Driveway in the joint ingress/egress easement hard surfaced immediately. All Council members present voted Aye. Mayor Realph declared the motion carried. Agenda Item #7 - City Administrator Storm presented an engineering agreement with HGM Associates for an addition of meeting rooms at the South Fire Station (Downtown). Storm stated the design would be for the addition to the east side of the building approximately 30' to 36' in width by 80' to 85' in length. Due to the Fire Department no longer being able to use the upstairs, the city is committed to funding meeting room space for the Department for training purposes. The facility would be approximately 3000 sq. ft. with a kitchen, storage area and chief s office. Any construction at the North Station would require additional land acquisition so it is more cost effective to construct an addition at the South Station. The estimated cost of this project would be $350,000 to $400,000. Chief Dave Aten stated they usually have approximately 58 members present with the potential to grow to 80. They also sometimes house training sessions for surrounding communities which would then require occupancy of200 to 250. A $200.00 refundable deposit is being collected for any residential remodel, addition or accessory building valued under $10,000. /'-~ ~undable deposit is being collected for all misc. permits. The City reserves the right to not refund this deposit if any of the following conditions occur during the construction period: 1) Theft of water service by the plumber, owner or general contractor. 2) All permits have not been obtained, 3) All required inspections have not been obtained. 4) Occupancy occurs prior to a final inspection. 5) The project is completed without a final inspection being done. 6) Storm Water Management Plan inspection not obtained. (If Required) If any or all of these situations occur during construction, you may forfeit your deposit.
