COUNCIL MEMBER WOLFF INTRODUCED THE FOLLOWING ORDINANCE:
AN ORDINANCE CREATING WATER EXTENSION DISTRICT NO. 49 IN THE CITY OF
BLAIR, WASHINGTON COUNTY, NEBRASKA; ESTABLISHING THE OUTER
BOUNDARIES OF SAID DISTRICT; DESIGNATING THE SIZE, LOCATION AND
TERMINAL POINTS OF THE WATER LINES FOR SAID DISTRICT; AND REFERRING
TO PLANS AND SPECIFICATIONS AND ESTIMATE OF THE ENGINEER IN
CONNECTION THEREWITH ON FILE WITH THE CITY CLERK.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BLAIR,
NEBRASKA:
SECTION 1. The Mayor and Council of the City of Blair, Nebraska, hereby find and
determine that it is necessary and advisable to extend the municipal water system beyond the
existing system by the construction of a water main pursuant to the authority granted by Section
19 -2402, R.R.S. Neb. 1997, as amended; that said water main extension shall commence at the
related water main outside the district hereby created; that none of the properties located within
the Water Extension District hereby created are presently served by the City's existing system of
water service; and that all property within said District is either within the corporate limits of the
City of Blair or within two miles beyond such corporate limits.
SECTION 2. There is hereby created Water Extension District No. 49, the outer
boundaries of which shall encompass the following described real estate, together with the streets
upon which said properties directly abut, to -wit:
A TRACT OF LAND BEING DESCRIBED AS LOTS 1 THROUGH 7 OF HAYDEN PLACE
FIRST ADDITION, REPLAT ONE COMMENCING AT THE NORTHEAST CORNER OF
THE NORTHEAST QUARTER OF THE NORTHEAST QUARTER OF SAID SECTION 23,
SAID POINT BEING THE TRUE POINT OF BEGINNING; THENCE SOUTHERLY ALONG
THE EAST LINE OF SAID NORTHEAST QUARTER OF THE NORTHEAST QUARTER
ON AN ASSUMED BEARING OF SOUTH 02° 15' 34" EAST, A DISTANCE OF 1,317.96
FEET TO THE SOUTHEAST CORNER OF THE NORTHEAST QUARTER OF THE
NORTHEAST QUARTER; THENCE SOUTH 87° 32' 41" WEST ALONG THE SOUTH LINE
OF SAID NORTHEAST QUARTER OF THE NORTHEAST QUARTER, A DISTANCE OF
1,321.17 FEET TO THE SOUTHWEST CORNER OF SAID NORTHEAST QUARTER OF
THE NORTHEAST QUARTER; THENCE NORTH 02° 15' 12" WEST ALONG THE WEST
LINE OF SAID NORTHEAST QUARTER OF THE NORTHEAST QUARTER, A DISTANCE
OF 747.30 FEET TO AN ANGLE POINT ALONG THE WESTERLY LINE OF LOT 8
HAYDEN PLACE FIRST ADDITION; THENCE NORTH 42° 34' 52" WEST ALONG THE

THE NORTHEAST CORNER OF THE SOUTHEAST QUARTER OF THE SOUTHEAST
QUARTER; THENCE SOUTH 02° 34' 11" EAST ALONG THE EAST LINE OF SAID
SOUTHEAST QUARTER OF THE SOUTHEAST QUARTER, A DISTANCE OF 1,320.16
FEET TO THE POINT OF BEGINNING. SAID TRACT CONTAINS A CALCULATED
AREA OF 3,592,549.06 SQUARE FEET OR 82.47 ACRES, MORE OR LESS.
SECTION 3. The size, location and terminal points of the proposed improvements for
Water Extension District No. 49 are described as follows:
Commencing at the existing sanitary sewer line located in the right of way of Kellie
Street and continuing north/northeast in the right of way of Kellie Drive and terminating
at the northern end of Kellie Drive.
The proposed improvements to be constructed consist of approximately 1963 lineal feet
of water main and related appurtenances. The water main consists of polyvinyl chloride
(PVC) of 12 inch diameter with related fittings, valves, manholes, fire hydrants, service
connections and other related appurtenances as indicated on the drawings.
SECTION 4. A more detailed description of the proposed improvements is shown on the
plans and specifications on file at the office of the City Clerk, City Hall, City of Blair, 218 So.
16th Street, Blair, Nebraska 68008. Said plans and specifications are hereby incorporated by
reference as if set forth herein. Reference should be made to said plans and specifications for the
specific sizing of pipes and mains as shown above.
SECTION 5. The engineers' estimates of total construction cost for the proposed water
main improvements as heretofore filed with the City Clerk for Water Extension District No. 49 is
$128,585.00.
SECTION 6. This ordinance shall be in force and effect from and after its passage,
approval and publication as provided by law.
