June 12, 2006
1) Blair Joint Airport Zoning Commission Chairman Gary Wachter called the meeting to order
at 7:03 p.m. Other members present were Jerry Adams, Martin Hoer and Tom VanSlyke.
Gene Meyer was absent. Others present were City Administrator and Airport Manager Rod
Storm and Assistant City Administrator Phil Green.
2) A motion was made by Tom VanSlyke and seconded by Jerry Adams to approve the minutes
from the May 31, 2005 meeting. All members present voted Aye.
3) Airport Manager Rod Storm and City of Blair Assistant Administrator Phil Green updated
the Zoning Commission on the proposed airport zoning map and version 4 of the airport
zoning regulations.
4) Chairman Wachter opened a public hearing at 7:30 p.m. to receive citizen comments and
questions regarding the proposed airport zoning map and/or airport zoning regulations.
Various questions were asked to clarify the intent of the zoning regulations and how they
would affect various properties. Questions were asked regarding how zoning would be
controlled in Douglas County. Since the section of Airport Hazard Area in Douglas County
is all at the 150' height limit, the Airport Authority will request Douglas County's assistance
in regulating towers in this area. Questions were also asked regarding permits that would be
required in the southeast Inner Approach Zone. Any structures or plantings that would be
more than 10' above the end of the nearest proposed runway would require a permit. It was
emphasized that as long as the structure or planting would not encroach into the restricted
height zone at that particular location, the permit would be approved. Since no one else
wished to speak, Chairman Wachter closed the public hearing at 7:51 p.m.
5) A motion, was made by Tom VanSlyke and seconded by Jerry Adams that the Blair Joint
Airport Zoning Commission finds and recommends the following to the Blair Joint Airport
Zoning Board, following public input at the May 31, 2005 Commission meeting, the June
23, 2005, Blair Joint Airport Zoning Board meeting and the June 12, 2006, Commission
meeting:
1) That the proposed Airport Height Zoning Regulations (version 4) are reasonable and
do not impose any requirements or restrictions which are not reasonable and
necessary to effectuate the purposes of Nebraska Statues 3 -301 to 3 -333.
2) That the regulations are necessary for the safe operation of Blair Municipal Airport
with instrument approaches.
3) That the nature of the terrain is such that the regulations will provide for the safe
operations of the Blair Municipal Airport and protect the surrounding neighborhoods.
4) That the proposed map and regulations are in conformance with the Nebraska
Department of Aeronautics (NDA) and Federal Aviation Administration (FAA)
guidelines.
Jerry Adams, Tom VanSlyke and Gary Wachter voted Aye. Martin Hoer voted Nay.
6) A motion was made by Tom VanSlyke and seconded by Martin Hoer to adjourn the meeting.
All members present voted Aye. The meeting was adjourned at 7:53 p.m.
