2006-06-12 (Draft Version)Blair Joint Airport Zoning Board Minutes June 12, 2006 1) Blair Joint Airport Zoning Board Chairman Gary Wachter called the meeting to order at 7:59 p.m. Other members present were Jerry Adams, Martin Hoer and Tom VanSlyke. Gene Meyer was absent. Others present were City Administrator and Airport Manager Rod Storm and Assistant City Administrator Phil Green. 2) A motion was made by Jerry Adams and seconded by Martin Hoer to approve the minutes from the June 23, 2005 meeting. All members present voted Aye. 3) A motion was made by Tom VanSlyke and seconded by Martin Hoer to receive the June 12, 2006 recommendation from the Blair Joint Airport Zoning Commission to approve the Blair Airport Zoning Map and Proposed Regulations Version 4. All members present voted Aye. 4) Chairman Wachter opened a public hearing at 8:02 p.m. to receive citizen comments and questions regarding the proposed airport zoning map and /or airport zoning regulations. Board member Martin Hoer asked for clarification regarding when permits would be required within the Inner Approach Zones and under what conditions the permits would be issued. Any structures or plantings that would be more than 10' above the end of the nearest proposed runway would require a permit. It was emphasized that as long as the structure or planting would not encroach into the restricted height zone at that particular location, the permit would be approved. Questions were asked and answered seeking clarification on how the zoning height in a given location is computed. Chairman Wachter closed the public hearing at 8:28 p.m. 5) A motion was made by Tom VanSlyke and seconded by Jerry Adams that the Blair Joint Airport Zoning Board accept the recommendation of the Blair Joint Airport Zoning Commission and adopt the proposed Blair Municipal Airport Zoning Regulations Version 4 and map as presented with the following amendment. In Section 6, Administrative Agency, add at the end of paragraph: "Until the Washington County Board of Supervisors agrees to accept the Washington County Planning Administrator to be the Administrative Agency; the City of Blair Zoning Administrator shall be the Administrator for the enforcement of these regulations." Jerry Adams, Tom VanSlyke and Gary Wachter voted Aye. Martin Hoer voted Nay. 6) A motion was made by Martin Hoer and seconded by Tom VanSlyke to adjourn the meeting. All members present voted Aye.
