The deficiencies noted at this time were as follows: Every space heater shall be maintained in a safe and reasonably good operating condition. It shall be properly vented to= chimney or duct leading to outdoor space and installed as to provide the proper draft and, where the space heater is located near a wall, shall be equipped with insulation sufficient to prevent overheating of the wall, and every fuel burning space heater smoke pipe shall be equipped with approved -type thimbles or guards at point where pipe goes through any wall, ceiling, or partition. All electrical equipment, wiring, and appliances shall be installed and maintained in a safe manner in accordance with all applicable laws. All electrical equipment shall be of an approved type. This dwelling has been placarded as unfit for human habitation under the authority of and in accordance with the 1976 Uniform Housing Code, City of Blair, Nebraska. This structure shall remain vacated forthwith and not re- occupied until the required repairs and improve- ments are completed, inspected and approved by the Building Inspector. The tenants have been notified to vacate the premises within ten (10) days as of date of receipt of this letter. Ample time shall be given for the repairs, demolition or the re- moval of said structure. From the date of receipt of this letter, sixty (60) days shall be granted. GROVES CHIEF OF POLICE TO ROBERT SIERT CITY BUILDING INSPECTOR SUBJECT COMPLAINT'AGAINST PROPERTY 12291 NEBRASKA STREET AT APPROXIMATELY 4:OOPM 12-19-?7 I RECIEVED A TELEPHONE CALL FROM THE RENTER OF THE ABOVE PROPERTY. SHE STATED THAT SHE WAS LIVING IN THE HOUSE AND SHE BELIEVED THAT IT SHOULD BE CON- DEMED, BECAUSE OF FAULTY WIRING AND OTHER PROBLEMS. SHE ALSO SAID THAT SHE HAS HAD PROBLEMS WITH THE PILOT LIGHT ON THE FURNACE AND THE GAS COMPANY WILL NOT REPAIR.IT. SHE STATED THAT SHE HAS CALLED THE FIRE DEPARTMENT AND THEY SENT'A MAN OUT TO INSPECT THE HOVSE. THE FIRE DEPARTMENT TOLD HER THAT THEY WOULD SEND THE OWNER A NOTICE GIVING HIM TEN DAYS TO REPAIR THE WIRING AND OTHER PROBLEMS. I CONTACTED FIRE CHIEF DON KUHR AND HE STATED THAT HE HAD NOT SENT THE NOTICEYET BUT HE WOULD DO S0. I CONTACTED YOU AT APPROXIMATELY 4:3OPM AND REQUESTED THAT YOU ACCOMPANY:ME TO THAT RESIDENCE TO SEE WHAT THE PROBLEMS WERE. AS WE APPROACHED THE HOUSE I NOTED THAT THE OUT SIDE WAS IN VERY POOR CONDITION, THE ROOF WAS BAD, THE SIDING AND THE WINDOWS WERE IN NEED OF REPAIR. I ALSO NOTED THAT THE FOUNDATION ON THE SOUTH EAST CORNER OF THE HOUSE WAS BREAKING AWAY. WHEN WE WERE INVITED INTO THE HOUSE I NOTICED THAT THE STEPS WERE MADE OF CEMENT BLOCKS JUST LAYED INTO PLACE. AS WE ENTERED THE HOUSE I NOTICED A FURNACE THAT WAS MOUNTED IN THE WEST WALL OF THE LIVING ROOM. THIS FURNACE APPEARS TO HAVE BEEN INSTALLED WITH OUT LEAVING THE PROPER AIR SPACE AROUND IT. WE WERE SHOWN THE WAY TO THE UPSTAIRS, I NOTED THAT THE STAIRS WERE VERY WEAK AND COULD BE DANGEROUS. WHEN IN THE UP STAIRS I COULD SEE OUT SIDE ALONG THE EAVES AND AROUND THE WINDOWS. WHILE LOOKING OVER THE UP STAIRS I NOTICED THAT SOME OF THE WIRING APPEARED TO BE NEW AND SOME WAS VERY OLD. IN PARTICULAR I NOTICED WHAT`APPEARS TO BE A DROP CORD LEADING FROM A SPLICE IN A WIRE TO THE FURNACE. I ALSO NOTICED THAT IT APPEARS THAT ONE WIRE SUPPLIES ALL THE POWER TO THE UP STAIRS AND OTHER WIRES ARE SPLICED TO IT IN SEVERAL PLACES. AT APPROXIMATELY 10:30 AM 12-21-77 I CONTACTED THE CEN GAS COMPANY OFFICE IN BLAIR AND QUESTIONED THEM ABOUT THE FURNACE. THE MANAGER STATED TO ME THAT HE BELIEVED THAT THE OWNER OF THE HOUSE HAD INSTALLED THE FURNACE. HE SAID THAT HE HAD RECIEVED A CALL FROM THE RENTER OF THE HOUSE DURING THE NIGHT OF 12-18-?7 STATING THAT THE FURNACE WAS OVER HEATING. HE WAS TOLD THAT THE OWNER WOULD BE PAYING FOR THE SERVICE CALL SO HE CONATED THE OWNER AND ADVISED HIM THAT THE HOUSE COULD BURN DOWN. THE OVER TOLD HIM TO LET IT BURN DOWN. THE GAS COMPANY WILL NOT REPAIR THE FURNACE BECAUSE NO ONE WILL PAY FOR IT, IN MY OPINION THIS HOUSE IS A FIRE HAZZARD AND A HEALTH HAZZARD AND SHOULD NOT BE LIVED IN UNTILL THE WIRING AND OTHER DETAILS ARE IN THE CONDITION REQUIRED BY CITY CODE.
