Dear Dale:
On Thursday, October 9, 1997, I performed a walk through investigation of the existing Blair Flour Mill.
The structure has been essentially vacant for several years and has fallen into a serious state of disrepair.
Two sections of the brick foundation wall have collapsed into the basement, both of which are load-
bearing walls which support the floor framing. Some ineffective wood bracing has been installed in one
location to stabilize the foundation wall. Other areas of the foundation wall have bulged out
dangerously. The brick walls have experienced serious loss of mortar joints throughout the building.
The brick exterior walls have pulled away from the floor joist on the north and south sides of the
building as much as three to four inches. The floor sheathing and beams have deteriorated in areas due
to moisture damage such that people could fall through the floor in a number of areas. No windows
exist anywhere throughout the building; this contributes to the moisture deterioration and allows vandals
easy access into the building.
Several of the brick columns, supports, and wood columns have deteriorated to the extent that they serve
no structural purpose. The roofing is completely gone, with large holes, again allowing moisture which
accelerates deterioration.
Basically, the structure is unsafe for any occupants. The building is not secure and people could easily
.a'tinto the facility and become badly injured. I would recommend that the facility be condemned and

1. Notice of Danger. Notice is hereby given that an inspection has been
performed on the building located on the above described real estate and that the building has
been found to have dangerous conditions. We are enclosing a copy of a report issued by HGM
Associates, Inc. setting forth a summary of the dangerous conditions of the premises.
2. Demolition and Securement of Building. It appears that the building is in such
a state of deterioration that it is beyond repair. Therefore, the following is a statement of action
that you are hereby required to complete, to-wit:
a. The building shall be demolished within sixty (60) days and that all

required permits be secured therefore also within sixty (60) days from the
date of this order.
b. The building shall be vacated immediately.
c. The building and premises shall be secured, within seven (7) days, so as to
prevent access thereto by unauthorized personnel. Such security shall
include, at a minimum, the following:
1. A barrier fence shall be erected around the entire building with
"NO TRESPASSING" signs conspicuously attached hereto;
11. All doors, windows or other openings into the building shall be
sealed or otherwise barricaded.
3. Failure to Perform Duties. If the required security fence, barricading of
the building or demolition are not commenced within the time specified, City of Blair Officials
may proceed to cause the work to be done and charge the cost thereof against the property or its
owners, or both, as authorized by law.
4. Appeal Rights.
1. Any person having any record title or legal interest in the building or
premises may appeal from this Notice and Order or any other action of the
City of Blair Officials to the Board of Housing Appeals, provided the
appeal is made in writing and filed with the City Clerk for the City of
Blair, Nebraska within thirty (30) days from the date of service of this
Notice and Order; and,
2. Failure to appeal timely will constitute a waiver of all rights to an
administrative hearing and determination of the matter.
