2008-42RESOLUTION NO. 2008 - 42 COUNCILMEMBER FANOELE INTRODUCED THE FOLLOWING RESOLUTION: BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA, as follows: SECTION 1. The City of Blair is considering the annexation of certain real estate contiguous to the City of Blair, Nebraska extending the corporate limits of the City of Blair to include the real estate which is generally described as Tax Lots 210, 219, 230, 231, 234, 235, 236, 237, 239, 267, 271 and 272 of Section 7, Township 18 North, Range 12 East of the 6 P.M. and Lots 1 -4 of Eriksen Subdivision, Lot 2 of Industrial Point all in Section 7, Township 18 North, Range 12 East of the 6 P.M., including those portions of 1 Street, Sheridan Street and all of Wetlands Road adjoin the above listed Tax Lots in Washington County, Nebraska. SECTION 2. A public hearing on the proposed annexation to receive testimony from interested persons will be held before the Planning Commission on January 6, 2009 and the Mayor and City Council, City of Blair, Nebraska on January 13, 2009, both commencing at 7:00 p.m., or as soon thereafter as the same may be heard, at the City Council Chambers, 218 South 16 Street, Blair, Nebraska 68008. SECTION 3. The plan and map delineating the land proposed for annexation and provision of City services to the above described real estate is attached to this Resolution marked "Exhibit A" and is available for inspection during regular business hours in the office of the City Clerk, 218 South 16 Street, Blair, Nebraska 68008. SECTION 4. A map to scale delineating the land proposed for annexation shall be published with this resolution. WHEELER, CITY CLERK 2009 CITY OF BLAIR ANNEXATION PLAN CHARACTER OF THE AREA Because of the nature of their respective locations, all of the lands, lots, tracts and streets included in this annexation plan are urban or suburban in character, including any land currently used for agricultural purposes. The lands, lots, tracts and streets included in this annexation plan are contiguous or adjacent with the current city limits of the City of Blair. ANNEXATION PLAN — COST IMPACT ON PROVIDING SERVICES It is the intent of the City of Blair to provide the same level and quality of service to existing and new annexed areas in the most orderly and timely manner as feasible. With all change however there is a leaning curve and an adjustment time period when the citizen must become informed as to what services are available and how to access said services. Similarly, time and experience is required for City personnel to become aware of the operations, conditions and location of facilities that are to be assumed by the City. It is the City of Blair's intent to provide service to all newly annexed areas in the City in a manner that is at least equal to the areas already within the City. The estimated population of the proposed annexation area is two (2) people and the land area of the proposed annexation is 56.3 acres. FIRE AND RESCUE SERVICES Fire and rescue services currently are provided to the entire area proposed within this annexation plan through the Blair Rural Fire District. Accordingly, manpower and equipment now available within the Blair Fire and Rescue Department is deemed adequate to maintain the same level of excellent service now being provided. The Blair Fire and Rescue Department has a total of 57 volunteers consisting of a Chief, two (2) Assistant Chiefs, One Rescue Chief, Two Rescue Captains, 40 EMT certified rescue staff and 17 firefighters. All members of the Blair Fire and Rescue Department are highly trained and well equipped with the latest personnel protection and gear. The department has the following equipment for fire and rescue service for the City of Blair and the Rural Fire District which includes the annexation area. A 1992 International Tanker, 1996 E -One Pumper, 2005 Dodge Ram 1500 Truck, 2002 E -One Tanker/Pumper, 2004 E -One 100' Aerial Truck, 1995 Ford Bronco Truck, 1978 Flat Bottom Boat, 1998 E -One Equipment Truck, 1989 Grass Fire Truck, 2004 Decontamination Trailer, 2006 E -One Pumper, 2005 F -450 Rescue Squad, and 1999 F- 350 Rescue Squad. All of the equipment is housed in two fire stations inside the current city limits and they are located at Highway 75 and Nebraska Street and 16 and Lincoln Streets. The response time for this area will not be effected by this annexation. The proposed annexation area is currently served by the Washington County E911 service and this service will not change with the annexation to the City of Blair. The currant budget for the Blair Fire and Rescue Department including rural district is $306,400 for FY09 and there is no anticipated increase in the department's budget needed for the proposed annexation. Police The City of Blair Police Department is currently manned with a seventeen (17) person full -time certified force, consisting of a Police Chief, Lieutenant, two Sergeants, two investigators, one drug task force officer and eleven uniformed officers. The department has two full -time clerical support staff, as well as one full -time and two half -time animal control officers. The Police Department provides 24 hour service, including street patrols. The Blair Police Department prides itself in providing prompt, professional service. Citizens can expect the average non - emergency call to be responded to in minutes. The Police Department answers all calls for service no matter what the nature may be. If a citizen calls for police, they are assured that they will speak to an officer Emergency call response times for the City are between 3 and 5 minutes. The Blair Police Department understands that it neither has the manpower, expertise or resources to be able to perform all services for all types of law enforcement issues. For that reason, the Blair Police Department has developed an excellent relationship with the Washington County Sheriff's Department, the Omaha Police Department and the Nebraska State Patrol. In addition, the City has interlocal agreements with Douglas County Crime Lab, Dodge and Cumming Counties and the City of Fremont. Each agency has levels of expertise that may be needed in Blair from time to time. Through interlocal agreements or service contracts, the City of Blair has, and will continue, to utilize these larger agencies when needed to perform duties in the City of Blair. Based on the Blair population from the 2000 census of 7512, the City provides one full - time officer for every 442 residents. The annexation area will add two (2) new residents to the City of Blair which will not adversely affect the ratio of officers to population, so no additional staff is planned for the Blair Police Department as a part of this annexation. PUBLIC WORKS DEPARTMENT — STREETS The Blair Public Works Department is responsible for 137 Lane Miles of city streets and state highways within the city limits The department has six (6) full -time employees with one supervisor and five (5) equipment operators. The annexation will add 1.28 lane miles of streets to the City of Blair system which will increase the lane mileage by 0.9 %. The annexation will transfer 1.28 lane miles of Washington County Roads to the City of Blair system. This will represent a total increase of 0.9% of lane miles of roads the city will be responsible for the maintenance of within the annexation area. 3 Avenue, 1 Street and Colfax Street are portland cement concrete (PCC) urbanized roads. Sheridan Street is a gravel road. When there is sufficient traffic on Sheridan Street the city will pave it as an urban street with storm sewer. The estimated cost to pave Sheridan Street is $158,000 with the costs assessed to benefitted property owners. Snow removal from city streets is the responsibility of the Blair Public Works Department and there currently are 14 pieces of snow removal equipment available to the department staff to clear the city streets. Generally snow is cleared from city streets within eight -hours after the snow fall has concluded and the additional lane miles of roads within the annexation plan will not change that goal. Other services provided by the Blair public works department streets division are street sweeping, crack sealing on hard surfaced roads, grading of rock roads, storm drainage maintenance, street repairs of hard surfaced roads and right -of -way clearing of trees and debris. Many of these services are currently being provided to the streets located within the annexation area. The balance of services not currently provided for the existing streets within the annexation area will be extended to the annexation area without any additional personnel or equipment purchases and will not adversely affect the currant level of service to the existing citizens. Water Department The City of Blair provides its citizens water from a treatment plant on the Missouri River and draws water from the Missouri River for treatment with a 17 MGD water treatment plant. The City averages 12 MGD of water needs per day. The annexation area is currently served with City water with a 12- inch water main on Grant Street, 6 -inch water mains on 1 Street and Colfax Street. These water mains are sized sufficiently to provide water service including fire protection for any development in the annexation area. The City's utility department is currently maintaining the existing water mains in the annexation area, so there are no anticipated increases in staffing needed for the annexation area. The current connection fee to City water mains outside the City limits is $3000 with 150% monthly water rates of that for City customers. After the annexation, the connection fees to connect to City water mains will be $0.00 and the water rates for the customers in the annexation area will be the same as for other City residents, a savings of 1/3 off the non - resident water rates. Waste Water Department The City of Blair provides its citizens waste water collection and treatment with a 2 MGD waste water treatment plant. Currently the City is averaging 1 MGD of waste water treatment per day. The annexation area has only one house that is not currently connected to the city's waste water collections system. Using 5000 gallons of flow per day from this house will not adversely affect the capacity of the city's waste water treatment plant. There are no anticipated increases in staff for the City waste water treatment plant needed for the annexation area. The city currently has 8 -inch sanitary sewer mains on 3 Avenue, Colfax Street and 1 Street serving all the properties along these streets. The only area not currently served with sanitary sewer service is one house on Sheridan Street which can be served with an extension of the existing 8 -inch sanitary sewer main on 3 Avenue to the east along Sheridan Street for a distance of 500 feet. The estimated cost for this sanitary sewer main extension is $25,000 which would be assessed to benefited property owners served by the sanitary sewer main extension. Parks and Recreation The City parks are available to existing and new residents in the annexation area. The City has 10 City Parks encompassing 125.2 Acres. There are no anticipated increases in staff for the annexation area. There are no current or planned parks within the annexation area. Citizens of Blair enjoy a number of opportunities for recreation within the City ranging from Little League Baseball, Softball, and Soccer. Individuals within the annexation area will also be able to enjoy these same opportunities without paying out of town rates for the privilege of participating in these activities. Administration The annexation area is within the City of Blair's two mile zoning jurisdiction, so the area is already served by the City's Planning Department. There are no anticipated increases for staff for the annexation area. Building Insuection and Code Enforcement The Building Inspection and Code Enforcement Department currently has one full -time inspector and a full -time support staff The annexation area is developed and undeveloped property with strong continuing development potential. The Department has the ability to handle the proposed development within the annexation area and any additional development planned in the future. There are no anticipated increases in staff needed for the annexation area. Library The City has a full service library that serves the citizens of Blair. The library has a staff of three full -time librarians and four part-time employees. The residents of the annexation area are currently not able to enjoy the services provided by the City's library free of charge due to Washington County not entering into an interlocal agreement with the City for library services for rural areas of the County. Blair does allow rural residents to utilize the City library but they must pay $25 annually for the privilege of checking out any materials from the library or utilizing any of the many services offered by the City library. Residents of the annexation area will be able to utilize the City library without fees as citizens of the City. Impact to the residents of Blair is minimal and will not necessitate an increase in taxes or utility fees as a result of the proposed annexation as also shown in the above tables. As the area develops tax revenues will offset any impact to the city of Blair for increases in services. ORDNANCE NUMBER COUNCIL MEMBER INTRODUCED THE FOLLOWING ORDINANCE: AN ORDINANCE OF THE CITY OF BLAIR, NEBRASKA, ANNEXING AND EXTENDING THE CORPORATE LIMITS OF THE CITY OF BLAIR TO INCLUDE THE REAL EASTATE WHICH IS GENERALLY DESCRIBED AS TAX LOTS 210, 219, 230, 231, 234, 235, 236, 237, 239, 267, 271 and 272 OF SECTION 7, TOWNSHIP 18 NORTH, RANGE 12 EAST OF THE 6 P.M. AND LOTS 1 -4 OF ERIKSEN SUBDIVISION, LOT 2 OF INDUSTRIAL POINT ALL OF SECTION 7, TOWNSHIP 18 NORTH RANGE 12 EAST OF THE 6 P.M. INCLUDING THOSE PORTIONS OF 1 STREET, SHERIDAN STREET AND ALL OF WETLANDS ROAD ADJOINING THE ABOVE LISTED TAX LOTS IN WASHINGTON COUNTY, NEBRASKA WHICH IS MORE SPECIFICALLY DESCRIBED HERINAFTER IN THIS ORDNANCE. That the real estate hereinafter described be, and the same is hereby annexed and included within the corporate limits of the City of Blair, Nebraska, and said real estate and the persons thereon shall hereafter be subject to all of the rules, regulations, ordnances, taxes and all other burdens and benefits of other persons and territory included within the corporate limits of the City of Blair, Nebraska.
