2008-28COUNCIL MEMBER FANOELE INTRODUCED THE FOLLOWING RESOLUTION:
A RESOLUTION TO AUTHORIZE THE CITY COUNCIL OF BLAIR, NEBRASKA AND JAMES
REALPH, MAYOR TO APPLY FOR A COMMUNITY DEVELOPMENT BLOCK GRANT, AND
TO EXECUTE ANY RELEVANT DOCUMENTS REFERENCING THE NOVOZYMES BLAIR,
INC. PROJECT.
Whereas, the City of Blair, Nebraska is an eligible local government authorized to file an application
under the Housing and Community Development Act of 1974 as Amended for Small Cities
Community Development Block Grant Program, and,
Whereas, the City of Blair, Nebraska has obtained its citizen's comments on community development
and housing needs; and has conducted public hearing(s) upon the proposed application, and received
favorable public comment respecting the application in the amount of $810,000 (including $66,887 of
City program income) for Economic Development Infrastructure Development Costs, and Direct
Financial Assistance to a For Profit Business, and Grant Administration Costs, and
NOW THEREFORE, BE IT RESOLVED BY
The City of Blair, Nebraska that the Mayor be authorized and directed to proceed with the formulation
of any and all contracts, documents, or other memoranda between the City of Blair, Nebraska and the
Nebraska Department of Economic Development so as to effect acceptance of the grant application.
COUNCIL MEMBER ABBOTT MOVED THAT THE RESOLUTION BE ADOPTED AS READ,
WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER FANOELE. UPON ROLL
CALL, COUNCIL MEMBERS STEWART, SCHEVE, SHOTWELL, FANOELE, CHRISTIANSEN,
WOLFF, BIFFAR AND ABBOTT. VOTING "AYE ", AND COUNCIL MEMBERS NONE
VOTING "NAY, THE MAYOR DECLARED THE FOREGOING RESOLUTION PASSED AND
ADOPTED THIS 12TH DAY OF AUGUST, 2008.

Novozymes Blair, Inc. represents a start-up bio chemical processing company seeking a Community
Devleopment Block Grant to help with its expansion costs and public infrastructure requirements in
Blair, Nebraska. As a result of this project. Novozvmes Blair, Inc. will create 70 fulltime equivalent
positions of which 51% will be made available to if not actually held by low to moderate income persons.
