12131984 13th AvenueCOUNCIL. MEETING The Mayor and City Council of the City of Blair, Nebraska, met in regular session in the Council Chambers of the City Hall on the 27th day of December, 1983, at 7:30 o'clock, P.M., the following being present: Mayor Jensen; Councilmembers: Jenny, Drbal, Kubie, Kuhr, Long, Neef, Reyzlik and Ryan. City Administrator Bullock, City Attorney Nelson and City Clerk/ Treasurer Bull. Notice of the meeting was given in advance thereof by publication in the Enterprise or the Pilot - Tribune as shown by the affidavit of publication filed in the City Clerk's office. Notice of this meeting was simultanously given to the Mayor and all members of the City Council and a copy of their acknowledgement of receipt of notice and the agenda is filed in the City Clerk's office. Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings here- after shown were taken while the convened meeting was open to the attendance of the public. Moved by Councilmember Neef and seconded by Councilmember Drbal that the rules be suspended and that the minutes of the December 13, 1983, meeting be approved but not read at this meeting for the reason that the Mayor and City Council were furnished a written copy of said minutes prior to the Council meeting. All Councilmembers present voting, Aye, Mayor Jensen declared the motion carried. Motion was made by Councilman Jenny, seconded by Councilman Ryan to approve the Lot Split of Tax Lot 222 to Parcel A, Parcel B and 100' for a Street Dedication as requested by K & D Partnership. Roll call showed all Councilmembers voted Aye. Voting Nay: None. Mayor Jensen declared the motion carried. Motion made by Councilman Ryan, seconded by Councilman Long to accept the Street Dedication of a part of Tax Lot 222 from K & D Partnership. Roll call showed all Council- members voted Aye. Voting Nay: None. Mayor Jensen declared the motion carried. At the continued Public Hearing a motion was made by Councilman Drbal, seconded by Councilman Reyzlik to approve the Special Use Permit granted to K & D Partnership for construction of a Condominium on Parcel A, Lot 222 lying in the SW4 of the NW4 of Section 13, Township 18 North, Range 11, East of the 6th P.M., Washington County, Nebraska. This Permit granted for a period of Ninety -Nine years. Roll call showed all Councilmembers voted Aye. Voting Nay: None. Mayor Jensen declared the motion carried. The Street and Alley Committee recommended to the City Council that they award the bid for a new ground dump Street Sweeper to The Highway Equipment & Supply Company for a price of $52,650.00. Motion was made by Councilman Ryan, seconded by Councilwoman Kubie to accept the bid of The Highway Equipment & Supply Company for a new Elgin ground dump Street Sweeper, as per Specifications for $52,650.00. Roll call showed all Councilmembers voted Aye. Voting Nay: None. Mayor Jensen declared the motion carried. Mr. and Mrs. H. Cooper Hansen of 3083 College Drive were present in regard to the parking on College Drive from 23rd to 32nd Street. Mr. Eugene Meyers of 3070 College Drive asked that no action be taken until a study of the entire City could be made in regard to Snow Emergency routes. Bob Hardy, Street Commissioner, stated that the State Department of Roads does traffic studies and traffic counts on all the streets and has classified College Drive as a collector Street. Motion was made by Councilman Kuhr, seconded by Council- man Drbal to postpone the Resolution indefinitely and called for the City Administrator to work with the Street and Alley Committee, City Street Commissioner and City Attorney to draft sample Ordinances on Emergency Snow Removal Routes within the City of Blair, Nebraska. Roll call showed that all Councilmembers voted Aye. Voting Nay: None. Mayor Jensen declared the motion carried. Motion by Councilwoman Kubie, seconded by Councilman Kuhr to approve Mayor Jensen's appointment of Sergeant Ed Kuhl as the Detective Sergeant in the Blair Police Department.
