COUNCIL MEMBER SCHEVE INTRODUCED THE FOLLOWING ORDINANCE:
AN ORDINANCE CREATING SANITARY SEWER EXTENSION DISTRICT NO. 71
IN THE CITY OF BLAIR, WASHINGTON COUNTY, NEBRASKA; ESTABLISHING
THE OUTER BOUNDARIES OF SAID DISTRICT; DESIGNATING THE SIZE,
LOCATION AND TERMINAL POINTS OF THE SANITARY SEWER LINES FOR
SAID DISTRICT; AND REFERRING TO PLANS AND SPECIFICATIONS AND
ESTIMATE OF THE ENGINEER IN CONNECTION THEREWITH ON FILE WITH
THE CITY CLERK.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF
BLAIR, NEBRASKA:
SECTION 1. The Mayor and Council of the City of Blair, Nebraska, hereby find
and determine that it is necessary and advisable to extend the municipal sanitary sewer
system beyond the existing system by the construction of a sanitary sewer main pursuant
to the authority granted by Section 19 -2402, R.R.S. Neb. 1997, as amended; that said
sanitary sewer extension shall commence at the existing related sewer line; that none of
the properties located within the Sanitary Sewer Extension District hereby created are
presently served by the City's existing system of sanitary sewer service; and that all
property within said District is either within the corporate limits of the City of Blair or
within two miles beyond such corporate limits.
SECTION 2. There is hereby created Sanitary Sewer Extension District No. 71,
the outer boundaries of which shall encompass the following described real estate,
together with the streets upon which said properties directly abut, to -wit:
A TRACT OF LAND BEING DESCRIBED AS LOTS 1 -4 AND LOT 6 OF
GIBBS SUBDIVISION, LOCATED IN THE NORTHWEST ONE -
QUARTER OF SECTION 23, TOWNSHIP 18 NORTH, RANGE 11 EAST OF
THE 6th. P.M., WASHINGTON COUNTY, NEBRASKA. BEING MORE
PARTICULARLY DESCRIBED AS FOLLOWS: COMMENCING AT THE
NORTHWEST CORNER OF SAID GIBBS SUBDIVISION, THENCE NORTH
87 °55'39" EAST (ASSUMED BEARING) ALONG THE NORTH LINE OF
SAID GIBBS SUBDIVISION A DISTANCE OF 472.40 FEET TO THE POINT
OF BEGINNING; THENCE CONTINUING ALONG SAID LINE NORTH
87 °55' -39" EAST A DISTANCE OF 849.83 FEET; THENCE THE
FOLLOWING SIX (6) COURSES ALONG THE WESTERLY LINE OF US
HIGHWAY 30 RIGHT -OF -WAY: (1)SOUTH 02 °13'26" EAST FOR 40.41 FEET
(2)SOUTH 24 °57'01" WEST FOR 151.48 FEET (3)SOUTH 40 °10'42" WEST
FOR 101.91 FEET (4)SOUTH 35 °3724" WEST FOR 37.02 FEET (5)SOUTH
35 °34'31" WEST FOR 211.42 FEET (6)SOUTH 26 °00'37" WEST FOR 240.60
FEET; THENCE SOUTH 87 °55'52" WEST FOR 567.97 FEET ALONG
THE SOUTH LINE OF SAID GIBBS SUBDIVISION; THENCE NORTH
02 °04'08" WEST A DISTANCE OF 234.29 FEET; THENCE NORTH 27 °57'22"
EAST A DISTANCE OF 240.58 FEET; THENCE NORTH 02 °04'21" WEST A
DISTANCE OF 217.14 FEET TO THE POINT OF BEGINNING.
ABOVE DESCRIBED TRACT CONTAINS 10.88 ACRES, MORE OR LESS.
SECTION 3. The size, location and terminal points of the proposed
improvements for Sanitary Sewer Extension District No. 71 are described as follows:
Commencing at the existing sanitary sewer line located in the right of way of
Pittack Street and continuing south/southwest in the right of way of 23 Avenue
and terminating at the southern end of 23 Avenue.
The proposed improvements to be constructed consist of approximately 700 lineal
feet of 8" sewer line and related appurtenances. The sewer main consists of
polyvinyl chloride (PVC) of 8 inch diameter with related fittings, 6 inch PVC
lateral lines, new manholes, service connections and other related appurtenances
as indicated on the drawings.
SECTION 4. A more detailed description of the proposed improvements is
shown on the plans and specifications on file at the office of the City Clerk, City Hall,
City of Blair, 218 So. 16th Street, Blair, Nebraska 68008. Said plans and specifications
are hereby incorporated by reference as if set forth herein. Reference should be made to
said plans and specifications for the specific sizing of pipes and mains as shown above.
SECTION 5. The engineers' estimate of total construction cost for the proposed
sanitary sewer improvements as heretofore filed with the City Clerk for Sanitary Sewer
Extension District No. 71 is $40,549.68.
SECTION 6. This ordinance shall be in force and effect from and after its
passage, approval and publication as provided by law.
