Premises: For and in consideration of One Dollar and other valuable consideration, the County hereby agrees to allow the City use of the following premises located in the Washington County Law Enforcement Building located on Block 75, City of Blair, Washington County, Nebraska, to -wit: Exclusive use of a Chief's office, Capta=in's office, Dctec- tive's office, Sergeant's office, Juvenile Liaison office, Evidence room, and Storage room. Joint use of a Squad room, General office, Booking room, Sally port, Training room and all hallways. 2. Sally Port: It is agreed that the Sally port shall be used exclusively for the parking of vehicles only during such time as prisoners or persons in custody are being loaded or unloaded. It is specifically agreed that the Sally port shall not be used for the parking of any vehicles other than for the intended purpose. 3. Term: The term of this Agreement shall be six (6) months commencing July 1, 1999, and may be terminated either by mutual agreement or by three (3) months prior written notice. This lease will automatically renew unless terminated. 4. Consideration: The City agrees to reimburse the County for twenty-five (250-.) per cent of the insurance, snow removal, lawn care, Rasmussen Maintenance Agreement, personnel expenses associated with Communications, utility and supply expense and twelve and one-half (12 1/2%) per cent of the janitor's salary incurred on account of the operation of the Law Enforcement Building, payable October 31, January 31, April 30, and July 31, during the term of this Lease. The first three 93) of say pay- ments shall be estimated amounts based on the prior year's actual expense, and the final payment shall be an amount necessary to pay the actual expenses for the current year. Reserve Fund: The City agrees to pay during the term of this Agreement, $1,000.00 to County for the Building Maintenance Reserve Fund, and the County will contribute $3,000.00 to the Building Maintenance Fund. 6. Dispatch: The Sheriff is in charge of and has control and responsibility for all dispatching operations for City and County. Both parties agree the County may terminate such dispatching services upon sixty (60) days notice to the City. So long as the County, through the County Sheriff, has full control of and responsibility for the dispatching operations, the County agrees to save harmless and indemnify the City from any and all claims, causes of action, suits, or liabilities of any nature or kind arising from the dispatching operation except such liabili- ties which may arise as the result of the negligence of the City or its employees or agents. 7. Exercise Equipment: Neither the City nor the County indemnify nor save harmless the other respective party from any liabilities which may arise as the result of the placement or use of exercise equipment in the facilities. 8. Relinquishment: In the event this Agreement is declared void for any reason, the City agrees to relinquish the area described in Paragraph 1, hereinabove, on forty-five (45) days notice. Box 466 Blair, NE 68008 Gentlemen: Subject: Joint Use Occupancy Agreement CITY Of t)tAIQ- Mick Mines, Mayor The City of Blair received a facsimile of the new Joint Use Occupancy Agreement for the Washington County Law Enforcement Facility executed by you on April 13, 1999. Under the existing agreement, the City of Blair pays Washington County about $17,000 a year for office space in the Law Enforcement Facility. The new agreement presents a substantial increase in cost to the City of Blair, but without more information, I cannot provide the City Council with a recommendation upon which they can base a decision on your proposed contract. The Blair Police Department exclusively occupies 1009 square feet of office space, and jointly occupies 753 square feet with the Sheriff. BPD also has use of the sally port and hallways. If we conclude that BPD should pay for 50% of the joint space, they would occupy a total of 1,386 square feet (excluding hallways and sally port). Given these assumptions, the cost per square foot to the City of Blair is $12.27. Please respond to the attached list of questions and I will personally communicate your request to the City Council. Will the County reimburse the City for this space under the same terms and conditions proposed in the new agreement? Washington County's valuation is $948,000,000. Blair's valuation is $240,000,000 (25.37% of Washington County). Washington County's levy is $.281570. Blair property contributes $675,768 to the Washington County budget. The budget for the Washington County Sheriff is about $684,028 ($559,028 + 125,000 est. for employee benefits). �- 1. If Blair property taxes constitute 25.37% of this budget, what services does the Sheriff provide the citizens of Blair for $171,007? The Sheriffs Communication budget is $267,000 ($219,698 + $48,000 est for employee benefits). 1. If Blair property takes constitute 25.37% of this budget, what services do the citizens of Blair receive for $67,738? Since instituting a $.75 monthly E-911 tax, Washington County has collected $415,000. Blair businesses and residents pay about 40.47% of this total, or $167,951.
