2007-66RESOLUTION NO. 2007 - 66 COUNCIL,MEMBER FANOELE INTRODUCED THE FOLLOWING RESOLUTION: WHEREAS, the Mayor and City Council for the City of Blair, Nebraska, deem it in the public interest to support the Arbor Park Grant application of the Blair Community Schools for funds from the Nebraska Department of Roads Safe Routes to School Project in the City of Blair; and WHEREAS, the Blair Community Schools are proposing a trail connection on the Arbor Park Middle School properly to provide better access to the school for students and teachers; and WHEREAS, this proposed trail will give added benefit to the .extensive trail system that the City of Blair has been working to develop over the past several years within the corporate limits of Blair; NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA, that the Mayor and City Council for the City of Blair, Nebraska do hereby support the grant application submitted by the Blair Community Schools for funds from the Nebraska Department of Roads Safe Routes to School Project to be used for a proposed trail connection to the Arbor Park Middle School's property in the City of Blair, Nebraska. COUNCILMEMBER ABBOTT MOVED THAT THE RESOLUTION BE ADOPTED AS READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER SHOTWELL. UPON ROLL CALL, COUNCIL MEMBERS SHOTWELL, STEWART, FANOELE, ABBOTT, WOLFF, BIFFAR AND CHRISTIANSEN VOTING "AYE" AND COUNCIL MEMBERS NONE VOTING "NAY", THE MAYOR DECLARED THE FOREGOING RESOLUTION PASSED AND APPROVED THIS 27TH DAY OF NOVEMBER, 2007. The trail recently connected to a sidewalk south of the school allowing many students tc bike or walk to school. However, the trail skirts the outside edge of the school's extensive property (27 acres) before heading north from the property, making the journey of students approaching from the north lengthy and the trail's use by these students relatively low. The only other path for students to approach the school from the main northwest corridor is a readway outs through a heavily wooded area that has a narrow sidewalk directly abutting the roadway. This roadway is heavily traveled in the mornings and afternoons, creating an increased chance for vehicular/pedestrian conflicts. Through the development of a new connection to the existing trail, the students will be provided with a much better access to the school and home each day. This new connection will also provide a continueus loop between the existing trail system and the school's sidewalks for staff and students during recess and Physicai Education class. There are no track facilities on site, so this proposed loop connection would allow for better cardiovascular warm up activity far physical education courses than stretching and walking around the floor of the school's gym. Although the proposed trait connection is in#ended to Increase the percentage of those walking and biking to school, it is believed that the entire schcol enrollment of 525 will benefit from the opportunity the connection will provide. The trail connection wilt be constructed entirely on Arbor Park Middle School's property and therefore well maintained byihe school. This new connection will also provide a direct connection to the school's newest bicycle parking facilities, without making students traverse the extensive foot and vehicle traffic next to the existing bicycle parking facilities on the other side of the school. •~ Please Iitn/t your response to the space provided. :,..~, )~5~., .a.
