The Mayor and City Council recently updated the Municipal Code
clarifying the requirement of residential address markings for properties
located within the city limits of Blair.
Section 8 -306 of the Municipal Code states that any principal building in
the City is required to have installed and maintained a proper number in a
conspicuous place as near as possible to the main entrance of the building
so that it is plainly visible from the street. The code was recently clarified
to now include the requirement for an apartment number or unit number to
be displayed on any building structure that contains occupancy for
multiple parties and is served by separate or individual exterior doors.
Therefore, this letter serves as a general notice to all property owners that
a unit number must be displayed by the front entrance that is clearly
visible from the street (please see the enclosed examples). If you do not
have a unit number displayed for your property, please do so within the
next (30) days. We will recheck the area to make sure all property owners
are in compliance with Municipal Code in early November.
This change was made for life safety reasons for the citizens of Blair that
reside in these types of structures in the event an E911 call is made to the
property. A first responder needs to be able to quickly determine the
location of a citizen residing in a multiple unit facility.

COUNCIL MEMBER SCHEVE INTRODUCED THE FOLLOWING ORDINANCE:
AN ORDINANCE AMENDING SECTION 8 -306 OF THE MUNICIPAL CODE OF THE CITY
OF BLAIR, NEBRASKA, TO INCLUDE THE REQUIREMENT OF DISPLAYING ALONG
WITH THE ASSIGNED ADDRESS NUMBER AN APARTMENT OR UNIT NUMBER ON
BUILDINGS SERVED BY SEPARATE OR INDIVIDUAL DOORS; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH AND
PROVIDING WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF
BLAIR, NEBRASKA:
SECTION 1. Section 8 -306 of the Municipal Code of the City of Blair, Nebraska is hereby
amended in its entirety as follows, to wit:
Sec. 8 -306 MARKING PREMISES. It is hereby made the duty of the owner, agent, lessee or
occupant of any principal building in the City to place or cause to be installed and maintained on all
buildings and premises which are used for residential, commercial or industrial purposes a proper
number in a conspicuous place as near as possible to the main entrance thereto so that it is plainly
visible from the street extending in front of said building. In the case of a building or premises that
contains occupancy by multiple parties and is served by separate or individual exterior doors, the
apartment or unit number(s) or range of numbers must also be installed and maintained on the
building along with the assigned address number so that both are plainly visible from the street
extending in front of said building and placed in a conspicuous place as near as possible to the
appropriate entrance thereto. The figures of each number shall be not less than three (3") inches in
height. Each figure shall be plain, legible and of contrasting color with its background upon which
they appear and shall be maintained in such condition at all times.
SECTION 2. That all ordinances or parts of ordinances in conflict herewith are hereby
repealed.
SECTION 3. That this ordinance shall be in force and take effect from and after its passage,
approval and publication as provided by law.

It has been brought to our attention that your residence located at the above
address does not have an address and/or condominium unit number displayed on the front
of your residence.
Enclosed please find a copy of the City of Blair Municipal Code requiring all
residential premises to exhibit on the front of the structure a number adjacent to the
principal entrance which is plainly visible from the street. Therefore, the city is asking
you to install this number on your residence.
We appreciate your cooperation in this matter and request that you resolve this
issue by Friday, June 29, 2007.

1. On the north -south streets and thoroughfares north of the north line of Washington Street the
building numbers shall begin with zero one (01) for the south ten (10') feet of street frontage
of such block and such numbers shall progress successively to the north line of such block.
2. On north -south streets and thoroughfares south of the south line of Washington Street the
building numbers shall begin with zero one (01) for the north ten (10') feet of street frontage
of such block and such numbers shall progress successively to the south line of such block.
3. On east -west streets and thoroughfares, the building numbers shall begin with zero one (01)
for the east ten (10') feet of street frontage of such block and such numbers shall progress
successively to the west line of such block.
4. Building numbers on avenues, boulevards, drives, and roads shall conform, as nearly as
possible, to those used on other City streets.
5. The number of any building shall be the block number plus the frontage number
applicable to the principal door or other entry into such building.
6. As to buildings which front upon streets and thoroughfares running in a north -south
direction, the street address of same shall be the building number as hereinbefore provided,
followed by the number or name of the street or thoroughfare on which the building fronts,
which number or name shall be preceded by the word "North" or "South ", depending on the
location of the building with reference to Washington Street.
Sec. 8 - 305 CONFLICTS. Conflicts or disputes with reference to building numbering shall be
submitted to and resolved by the City Planning Commission.
Sec. 8 - 306 MARKING PREMISES. All buildings and premises which are used for residential,
commercial or industrial purposes shall exhibit upon the front thereof, with the number facing the
street and adjacent to the principal entrance to the premise and plainly visible from the street, the
building number thereof as assigned under the provisions of this ordinance, the numbers to be not
less than three (3") inches in height and to contrast in color to the building or background upon
which they appear.
