RESOLUTION
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF BLAIR, NEBRASKA, that the salary scale for policemen
employed by the City of Blair is hereby fixed as follows:
First six months of employment: the rate of pay shall be $3. 64
per hour to be paid in 13 equal pay periods. Second six months of employment :
the rate of pay shall be $3.83 per hour to be paid in 13 equal pay periods.
Second year of employment: the rate of pay shall be $4.32 per hour to be
paid in 26 equal pay periods. Third year of employment: the rate of pay
shall be $4. 70 per hour to be paid in 26 equal pay periods.
BE IT FURTHER RESOLVED BY THE MAYOR AND CITY
COUNCIL that the .alary of a policeman at the rank of Sergeant shall be $5.43
per hour to be paid in 26 equal pay periods and that the salary of a policeman
at the rank of Lieutenant shall be 3% per hour above that of Sergeant to be
paid in 26 equal pay periods.
BE IT FURTHER RESOLVED BY THE MAYOR AND CITY
COUNCIL that upon certification of the Civil Service Commission at the end
of the 10th and 15th anniversary of employment, each policeman shall receive
an increase in pay of 3% per hour over above 'his then salary.
BE IT FURTHER RESOLVED BY THE MAYOR AND CITY
COUNCIL that the pay schedule provided hereinabove is to take effect for the
pay period of January 12, 1975 to January 25, 1975, and to continue there-
after, provided however, that said compensation shall be isubject to
annual review by Mayor and City ,Council.

WHEREAS, Walter George, Blair City Councilman for
Ward #4, has been elected to the State Legislature of the State of Nebraska,
and,
WHEREAS, Walter George has therefore submitted his
resignation in writing as a Councilman for the City of Blair.
NOW THEREFORE BE IT RESOLVED by the Mayor and
City Council of the City of Blair that a vacancy exists on the City Council of
the City of Blair by reason of the resignation of Walter George as a Councilman.
BE IT FURTHER RESOLVED that at the regular meeting
of the Mayor and City Council to be held January 28, 1975, the Mayor shall
submit to the Council the name of a qualified elector to fill the vacancy.
BE IT FURTHER RESOLVED that if said nominee is
approved, he shall thereupon take office to fill the unexpired four -year term
of Walter George as Councilman for Ward #4 in the City of Blair, the said
Walter George having taken office in June of 1972.
BE IT FURTHER RESOLVED that the City Clerk is
hereby authorized and directed to cause a notice of said vacancy to be published
in the official newspaper of the City, the same to be published one time.

his position, which said resignation was in writing and was presented to
the City Council at its regular meeting on January 14, 1975. At the next

construction of a Sanitary Outfall Sewer (EPA Project it C310407-01) to
serve said City, and,
WHEREAS, MAPCO Inc. is the Grantee under certain
Grants of Easement described in Exhibit "A" attached hereto and by this
reference made a part hereof, and,
WHEREAS, in the construction of said Sanitary Outfall
Sewer it will be necessary to encroach upon the right -of -way grant to MAPCO
Inc., by virtue of said Grants of Easement, and,
WHEREAS, Exhibit "A" mentioned hereinabove contains
certain terms and conditions under which MAPCO Inc., will grant to the City
of Blair the right to encroach upon said right -of -way.
NOW THEREFORE be it resolved by the Mayor And City
Council of the City of Blair that the terms and conditions imposed in the agree-
ment represented by Exhibit "A" are hereby accepted by the City of Blair and
the Mayor and City Clerk of the City of Blair are hereby authorized and directed

MAPCO hereby grants to the City of Blair the right to
encroach upon the right of way above described upon the
acceptance by the City of Blair of the following terms and
conditions, to -wit:
1. That prior to entry by the City of Blair upon
the above described premises, the City of
Blair will furnish MAPCO with a written
resolution of the governing body (Council,
Commissioners, etc.) accepting and agreeing
to the terms and conditions herein imposed.
2. That prior to entry by the City of Blair upon
the above described premises, the City of Blair
will furnish MAPCO with written evidence of
the permission of the owners of such land that
the interceptor sewer line may be constructed
on MAPCO's right of way.
3. That the interceptor sewer line shall be con-
structed by the City of Blair at least twenty -
five (25) feet South /West of MAPCO's existing
four (4) inch anhydrous ammonia line and shall
be no longer than three thousand four hundred
fifty five (3,455) feet between MAPCO's
engineering stations 536 + 86 and 571 + 41.
4. That the City of Blair will reimburse MAPCO
at the rate of forty dollars ($40.00) per day
for a full time inspector to be present at all
times during the construction of the interceptor
sewer line across the above described premises.
Construction for the purpose of this paragraph
shall mean from the time of entry upon such
property until the time of leaving such property
after clean -up.
5. That at all times during construction of the
interceptor sewer line across the above
described property, no more than two hundred
(200) lineal feet of ditch shall be open at
any one time.
6. That the City of Blair agrees to indemnify and
hold MAPCO harmless for all loss and /or damage
to property whatsoever, and injury to or death
of any person or persons whomsoever, including
City of Blair

all cost and expenses incident thereto however
arising from or in connection with the con-
struction, maintenance, inspection, operation,
protection, repair, replacement or removal of
said interceptor sewer line, or any defect
therein or failure thereof. Loss and damage
as used in this paragraph shall include conse-
quential loss or damage.

sanitary sewer line from the City to the new sewage disposal plant
on the Missouri River,

right of way and be built under railroad tracks owned by the Chicago

the Chicago & North Western Transportation Company to construct
said sanitary sewer line over said right of way and to execute an
Agreement between the City of Blair and the Chicago & North Western
Transportation Company detailing the terms of said license.

es loading and unloading passengers at 110 North 16th Street in the
City of Blair shall not be required to park at the curb, but shall be
allowed to park in the traveled portion of 16th Street provided how-
ever that said bus shall park as near to the curb as practical and
shall discharge passengers and unload passengers and bags as rapidly
as possible and in no event shall any bus be parked in the traveled
portion of 16th Street for a period exceeding ten (10) minutes and
provided further that the City of Blair assumes no liability by reason
of this action.

NOW THEREFORE BE IT RESOLVED that effective August 1,
1975, the Management Study Report for the City of Blair as proposed
by the Carl S. Becker Company is hereby "approved and adopted.
BE IT FURTHER RESOLVED that the recommendations for classi-
fications and salaries for employees of the Police Department, Street
Department and the staff of the City Clerk- Administrator be adopted
effective August 1, 1975, provided however that that part of said
recommendation dealing with cost of living increase and salaries is
not adopted and is therefore specifically excluded.
BE IT FURTHER RESOLVED that that .part. of said Management
Study Report referring to salaries of employees of the Blair Cemetery
and Blair Library be referred to the boards having charge of said
employees for their use and consideration.
BE IT FURTHER RESOLVED by the Mayor and City Council, in
addition to the adoption of employee classifications and salaries
as set forth hereinabove, that the following provisions shall apply
to all employees: All employees shall work a 40 -hour work week
and overtime and time and a half pay shall not be allowed except
by special request by the Department Head and approved by the Mayor
and Council.

on the following line, to -wit: Beginning at a point 25 feet South
of the South line of Section Three (3), Township Eighteen (18) North,
Range Eleven (11), East of the Sixth Principal Meridian; thence
extending Northerly along Westridge Drive to the point of termination
on the 14 ; line North of the South line of Section Three (3), Town-
ship Eighteen (18) North, Range Eleven (11), East of the Sixth Prin-
cipal Meridian in Washington County, Nebraska, as described in the
Ordinance creating said District, together with the estimate of cost
thereof in the sum of $ 15,685.00 , be and the same hereby are
accepted, approved and adopted.
SECTION 2.. BE IT FURTHER RESOLVED that said proposed work
of improvement shall proceed forthwith and that bids for the constru-
ction thereof be received by the Mayor and Council up to the hour of
7:30 o'clock, P.M., August26 , 1975, said bids to be filed with the

ding to Classification 22 -A during the six-month probationary period

22 -B, provided however that if a member of the Police Department has
completed the basic law enforcement course provided by a State of
Nebraska Certification School prior to their appointment, then and in
that event at the conclusion of the six -month probationary period
said police officer shall be classified and paid according toClassi-

from the Nebraska Humane Society to provide animal control
services to said City for the sum of $15,000.00 per annum, and,
WHEREAS, the proposed contract for the providing of
said services has been presented to the Mayor and City. Council.

WHEREAS, the Volunteer Fire Department of the City of Blair
has requested the Mayor and City Council to create a Fireman Cadet Organi-
zation and,
WHEREAS, it is in the best interest of the City of Blair that
NOW THEREFORE be it resolved by the Mayor and City Council
of the City of Blair, Nebraska, that the Blair Volunteer Fire Department is
hereby authorized to create an organization to be known as the Blair Fireman
Cadet Organization.
IT IS FURTHER RESOLVED that appointments to said organi-
zation shall be made by the Blair Fire Department and approved by the Mayor
and City Council.
BE IT FURTHER RESOLVED that the Blair Fire Department
shall promulgate rules and regulations and qualifications regarding said
Fireman Cadet Organization and membership therein subject to the following
limitations: (1) members in said organization shall be of the age of 16 years
or over; (2) the City of Blair shall maintain adequate insurance coverage or
liability regarding the members of said cadet organization; (3) the Blair
Fire Department shall not allow members of the Fireman Cadet Organization
to be directly exposed to situations which could result in danger or peril to
them; (4) members of the Fireman Cadet Organization shall not be allowed
to operate the vehicles owned by the Blair Fire Department; and (5) members
of the Fireman Cadet Organization shall not be considered as regular members
of the Blair Fire Department.
