2024-04-10 Blair Park Board Meeting Minutes for April 10, 2014 Call to Order: The Blair Park Board meeting was called to order by President Neil Jensen at 7 p.m. Present: Neil Jensen, Todd Wick, Kristi Rounds, Sarah Boeka, Betsy Anderson and Park Superintendent Pat Long. Also in attendance was City Administrator Phil Green. Approval of Minutes: The March 13, 2024 minutes were approved by Kristi Rounds and seconded by Todd Wick. Approval of Bills: No bills were submitted for approval. Old Business: 1. The Dog Park design and fencing specifications are being completed and will be available soon. New Business: 1. Construction has begun on Generations Park. The construction fencing has been installed and the grading is underway. The completion date is scheduled for November 2024. 2. The Arbor Day tree planting celebration is scheduled at 1 p.m. on April 25, 2024 at the Rich Warrick Ice Rink. Students from Blair Schools will be in attendance. The NRD will be supplying seedlings to give to each student to take home for planting. 3. A variety of trees have been ordered for the replanting of the Deerfield Subdivision islands. As the replanting is completed the area will be mulched. 4. Josh Nichols, a staff member of the Park Department, presented an updated and refined proposal for the Hardy R.V. Park. His proposal included:  Construction of a new heated bathroom/shower facility which would also include storage.  The addition of two new pull-through parking pads.  Extension and widening of the asphalt drive to accommodate the turning radius for the larger RV’s.  An increase in the electrical power hookup to 50 amps to accommodate today’s larger vehicles.  A change in the length of stay to 14 days with a 14 day interval prior to the next stay.  An increase in the camping fees to $25 for RV’s and $15 for tents. These new fees would be comparable to other nearby camp sites.  Simplifying the verbiage on the Rules and Regulations signage as well as updating the city destination map.  Utilizing a computer-based tracking system and spreadsheet to record daily RV/tent usage and fees.  The creation of a line item on the Park Department budget for the RV Park. A motion was made by Sarah Boeka and seconded by Kristi Rounds to present before the City Council the increase in daily pricing at the Hardy RV Park from $17.50 to $25.00 for RV’s and $12.50 to $15.00 for tents. In addition, changing the length of stay from the current 5-day stay followed by a 7-night absence to a 14-day stay followed by a 14-night absence. The motion carried. A motion was made by Betsy Anderson and seconded by Neil Jensen to present before the City Council the proposal to update the Hardy RV Park to include two additional pull thru RV parking pads, extending and widening the asphalt drive to accommodate the wider turning range of the larger RV’s, increasing all the power outlets to 50 amps, building a new bathroom/shower facility, creating new signage to include updated rules and regulations including a new city destination map, authorizing a computer-based tacking system and spreadsheet to record the fees and daily usage activity and creating a line item on the Park Department budget for the Hardy RV Park.
