EXTRACT FROM THE MINUTES OF AN OFFICIAL MEETING OF THE BLAIR
AIRPORT AUTHORITY, BLAIR, NEBRASKA, SPONSOR OF THE BLAIR
MUNICIPAL AIRPORT, HELD ON July 19 , 2011.
The following resolution was introduced by Loren Havekost , read in full,
Dr. Dave Johnson moved,
seconded by Gene Meyer and considered:
RESOLUTION ADOPTING AND APPROVING THE EXECUTION OF AN
AGREEMENT TO WAIVE RECEIPT OF THE NON -PRIMARY
ENTITLEMENT FUNDS APPORTIONED TO THE BLAIR MUNICIPAL
AIRPORT IN FISCAL YEAR 2008, AND TRANSFERRING THESE FUNDS
TO ANOTHER NEBRASKA AIRPORT.
Be it resolved by the Chairman and members of the Airport Authority of Blair,
Nebraska, that:
1. The Airport Authority shall enter into an Agreement with the Federal Aviation
Administration waiving the airport's right to the specified non -primary
entitlement funds and transferring those funds to the Burwell Airport
Authority.
2. The Chairman is hereby authorized and directed to execute said Agreement on
behalf of the City.
3. The Agreement referred to hereinabove is attached hereto as Exhibit "O", and
made a part hereof by reference.
Upon calling for a vote on the resolution, All voted yea, and None voted nay,
and the resolution therefore was declared passed and approved on July 19 , 2011.

AGREEMENT FOR TRANSFER OF NON -PRIMARY ENTITLEMENTS
In accordance with section 47117(c)(2) of Title 49 U.S.C. (hereinafter called the "Act).

section 47114(d)(3)(a) of the Act.

Earlier today, Barb prepared the final Summary of Project Costs for the parallel taxiway project.
The project will under -run the grant by $33,779. The under -run is FY2008 entitlement that will
expire the end of the fiscal year. I am proposing that the airport transfer the expiring entitlement to
another Nebraska airport that has a runway reconstruction project underway. hi the past, Nebraska
airport sponsors have transferred expiring entitlement to Blair to help fand the reimbursement of
Tract AA, paving the parallel taxiway, and constructing the runway.
Please discuss the transfer at your next Airport Authority meeting. Enclosed are three copies of an
Agreement for Transfer of Non-Primaiy Entitlements and two copies of the associated resolution
(yellow cover). If acceptable, the yellow sheets of the resolution must be completed and signed by
both the chairperson and secretary. The agreements should then be completed, signed by the same
parties, and certified by your attorney. Deep one copy of the resolution and one copy of the
agreement and return the others to this office.
The transfer agreement must be certified by your attorney. We understand that your attorney will
charge for this certification and the Airport Authority has a limited budget. We are able to cover
your attorney's fee up to $100 provided the attorney submits a detailed invoice.
We strongly encourage you to transfer the expiring funds. If you have any questions, please contact
me at this office.
