I told Jason that these properties are not similar to Evelyn's. I said the value per acre was much higher than Evelyn's. Jason stated that Evelyn should be compensated a $1.50 per square foot for the new ROW. I said that is an unreasonable counteroffer and I would need to turn the file in for condemnation proceedings. He said that would be fine. September 23, 2023 1 called Evelyn Long and told her that Jason's counteoffer was too much and I would need to turn the file into the City of Blair for condemnation proceedings. I did tell her I would try to get her a little more money than the revised offer to settle it. She said to just let it go to condemnation. I thanked her for her time and this ended our telephone conversation, October 5, 2023 1 called Eveleyn Long and informed her I was authorized to give her a $1.00 a slf for the new ROW area needed for the Hollow Road project making the revised offer to be $35,660.00. She said she would like to have a few days to think of this revised offer. I told her that was fine and I would call her back in a few days. October 10, 2023 1 called Mrs. Long and asked her if she made a decision on the revised offer of $35,660.00. She said she has and will not accept it. She also said that I could talk to her daughter, Stacy about this. I called her daughter, Stacy, who informed me that she has Power of Attorney to sign the ROW documents. I informed Stacy that her Grandma, Evelyn Long, has turned down the latest revised offer of $35,660.00. Stacy asked me if I could email her the revised statement of offer. I said I would. She said she would give her grandma a call after she reviews it. October 14, 2023 1 called Evelyn Long and informed her that the City is withdrawing the revised offer and let her know that the City will not need any of her property for the Hollow Road project. She said she is very happy and pleased that the City will not need any of her land. I then left a voice mail on her daughter's phone and informed her that the City has withdrawn the revised offer and will not need any of her grandma's property for the Hollw Road project. It is unknown if any trees are to be removed. If that is the case, the owners to be compensated per value of the trees. SUBJECT LOT The subject has a total of 19.27 Acres or 856,825 SF.
