The P-MRNRD, the City of Blair and Washington County entered into an Interlocal Agreement to design, construct, connect and operate the system back in 2004. The parties have amended the Interlocal a few times over the years, including the parties mutually agreeing that Washington County would no longer participate in the project. I am reaching out to you because Justin Novak, with the P-MRNRD, and Al Shoemaker have discussed transferring ownership rights of the water tower and the connecting lines to the City of Blair. Justin asked me to prepare an addendum to the Interlocal Agreement to accomplish this transfer. Under the original agreement, the City of Blair was take ownership when the debt service of the revenue bonds was paid off (Original Interlocal Agreement, para. 30). However, P-MRNRD and the City of Blair now agree that it would be best for the City of Blair to take ownership because it is already responsible for the water tower maintenance. I am <a,taching the proposed Fourth Addendum, the Original Interlocal Agreement, the previous addenda and relevant deed and easement. Copy of the Easement is attached hereto as Exhibit A; NOW, THEREFORE, pursuant and subject to the terms of the Interlocal Agreement and in consideration of the mutual covenants set forth below and other good and valuable consideration, the receipt and sufficiency of which are hereby acknowledged, Assignor and Assignee agree as follows: I .
