Potentially Dangerous Dog Hearing

Agenda Item #1— Chairman Stewart called the meeting to order at 6:05 p.m. The following
members were present: Police Committee — Council member Stewart and Council member
Highfill. Staff. Assistant City Administrator Barrow, City Attorney Solomon, and Police Chief
Lager. Absent: Council member Hall.
Agenda Item #2 — Motion by Highfill, second by Stewart to approve the minutes from the
January 5, 2022, meeting. All members present voted Aye. Chairman Stewart declared the motion
carried.
Agenda Item #3 — Chairman Stewart opened a public meeting regarding a request by Selina
Perrenot, 517 N. 22nd St., Blair to appeal the "Potentially Dangerous Dog Declaration" for Tilly -
Yorkshire issued November 28, 2022. Chief Lager stated on November 1, 2022 at approximately
3:35 p.m. an officer was called to a residence at 507 N. 22"d St. regarding a dog bite. The resident
of that property stated his daughter always goes to get the mail and went out to get the mail out of
the box attached to the east side of their house. As she went out, the neighbors dogs were out and
one of than ran over to their yard jumping on his daughter and nipping her. Ms. Perrenot was
informed the dogs must remain secured and go through a quarantine process. Selina Perronot, 517
N. 22nd St., adopted Tilly from the Little White Dog Rescue, Inc. and presented the adoption papers
to the Committee. Motion by Highfill to receive and place on file the adoption contract submitted
by Selina Perronot. All members present voted Aye. Chairman Stewart declared the motion
carried. Ms. Perronot stated the incident happened as described and she did not have the dogs tied
down. Scott Perrenot, 517 n 22nd, Blair thanked the Committee for being here and apologized for
what happened. They take full responsibility for what happened and never let their dogs run the
neighborhood. Tilly is not aggressive; she is chipped and is usually in the back yard. Our property
insurance covers whatever would be required to pay for any medical bills occurred in this incident.
Pearl Rathjen, 527 N. 22nd St, stated Tilly is a friendly, loveable dog that only wanted to play. She
noted the Perrenot's take very good care of their dogs. Highfill asked if they had talked to the
neighbors. Mr. Perrenot stated they have not talked to the neighbors. Motion by Highfill, second
by Stewart to receive and place on file the letter received from Thone Animal Hospital in support
of Tilly. All members presented voted Aye. Chairman Stewart declared the motion carried.
Highfill asked if the girl was bit. Chief Lager stated there were scratches, but it did not require
medical attention, so the case is only classified as a potentially dangerous determination. Stewart
stressed to Selina and Scott Perrenot that they need to always have control of your dog or dogs.
City Attorney Solomon stated that if the Committee votes (1) to (1), the declaration will remain.
Motion by Highfill, second by Stewart to approve the request to remove the Potentially Dangerous
Dog Declaration for Tilly. All members present voted Aye. Chairman Stewart declared the motion
carried.
Agenda Item #4 — Motion by Stewart, second by Highfill to adjourn the meeting at 6:28
p.m. All members present voted Aye. Chairman Stewart declared the motion carried.
