2023-43RESOLUTION NO. 2023-43 COUNCIL MEMBER ANDERSEN INTRODUCED THE FOLLOWING RESOLUTION: WHEREAS, the City of Blair is a city of the first class, duly organized under the laws of Nebraska; and WHEREAS, Great Plains Communications is a corporation lawfully organized and doing business in Blair, Nebraska, and WHEREAS, Great Plains Communications is allowing its parking lot to be utilized for the Blair Trunk or Treat event, which is a free event, open to the public, and for the benefit and enjoyment of the Blair community; WHEREAS, Great Plains Communications is requesting that the city streets from 16th and Front Street to 17th and Front Street be closed for this event on October 26, 2023 from 4:00 p.m. to 6:00 p.m. and has provided a map detailing the area; and WHEREAS, the Mayor and City Council were previously presented with the request from Great Plains Communications; and WHEREAS, Great Plains Communications has previously participated in this public event and requested street closures within the City of Blair, desires to utilize the same street closure as last year; and WHEREAS, City of Blair desires to allow Great Plains Communications to use the City roadways and for the street closures as indicated on the attached map as Exhibit A, each year for a period of three (3) years, provided that there is at least ninety (90) days' notice to the City of Blair, the dates are acceptable to the City Administrator, there were no complaints from the prior years brought to the attention of City Staff, City Council, or Mayor, and there is a Certificate of Insurance naming the City as may be requested by the City Administrator. WHEREAS, the request is acceptable to the City of Blair; and NOW, THEREFORE, BE IT RESOLVED that that the city streets from 16th and Front Street to 17th and Front Street be closed for this event on October 26, 2023 from 4:00 p.m. to 6:00 p.m. and Great Plains Communications is permitted to use the City roadways as indicated on the attached map as Exhibit A, and the roads may be closed each year for a period of three (3) years, provided that there is at least ninety (90) days' notice to the City of Blair, the dates are acceptable to the City Administrator, there were no complaints from the prior years brought to the attention of City Staff, City Council, or Mayor, and there is a Certificate of Insurance as may be requested by the City Administrator, and is hereby adopted and approved by the municipality and the Mayor and City Clerk of the City of Blair are hereby authorized and directed to execute the same on behalf of the municipality. COUNCIL MEMBER WOLFF MOVED THAT THE RESOLUTION BE ADOPTED AS READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER SANDVOLD. UPON ROLL CALL, COUNCIL MEMBERS HIGHFILL, FERRARI, SANDVOLD, WILLIS, WOLFF, ANDERSEN, PAULSEN AND HAFER VOTING "AYE" AND COUNCIL MEMBERS NONE VOTING `NAY", THE MAYOR DECLARED THE FOREGOING RESOLUTION PASSED AND APPROVED THIS 10TH DAY OF OCTOBER, 2023. BRENDA WHEELER, CITY CLERK 3 ('C)' II, i I; September 6, 2023 City Administrator and City Council of Blair, Nebraska, Great Plains Communications would like to request a street closure on Thursday, October 26, 2023, 4:00 p.m. to 6:00 p.m. from 16th and Front Street to 17th and Front Street. The reason for the closure is a Blair community Trunk or Treat event to be held in the Great Plains Communications parking lot and the street closure area. The event will entail handing out candy and allowing Blair businesses to be there handing out candy and prizes as well. There will also be a live radio remote being conducted by the local Blair radio station and will be co-sponsored by Great Plains Communications and the Washington County Chamber of Commerce.
