2023-45THIS RESOLUTION FAILED DUE TO NO COUNCIL MEMBER INTRODUCING THE RESOLUTION RESOLUTION NO. 2023-45 COUNCILMEMBER INTRODUCED THE FOLLOWING RESOLUTION: WHEREAS, Chapter 5, Article 4, Section 5-425 of the Municipal Code of the City of Blair provides that the governing body may by resolution prohibit or regulate parking on designated streets or parts of streets; WHEREAS, the City of Blair was presented with a request for two (2) fifteen (15) minute restricted parking signs to be placed near 116 S. 16th Street, Blair, Nebraska; WHEREAS, the City of Blair hereby will install two (2) fifteen (15) minute restricted parking stalls to be placed near 116 S. 16th Street, Blair, Nebraska, which shall limit any person who parks in those stalls for any purpose, to be limited to parking in the designated stall for no more than fifteen (15) minutes; WHEREAS, the restricted parking stall is not limited for use of only salon patrons; WHEREAS, the parking stalls remain open to any member of the public for any lawful purpose, for the limited time of up to fifteen (15) minutes; WHEREAS, that following the passage and publication of this Resolution it shall be unlawful for any person to fail, neglect or refuse to comply with said parking restriction. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA, that two (2) public parking stalls be designated for a maximum parking time of fifteen (15) minutes for any member of the public to use, and the Street Department of the City of Blair is hereby authorized and directed to place two (2) signs reflecting the restricted parking areas as designated herein with a maximum parking time of fifteen (15) minutes near 116 S 16th Street, Blair, Nebraska, and said resolution shall be enforceable against any person who violates said Resolution as outlined under Section 5-404 of the Blair Municipal Code, and the City Clerk, Mayor, and the City of Blair are hereby authorized and directed to execute the same on behalf of the municipality. COUNCIL MEMBER MOVED THAT THE RESOLUTION BE ADOPTED AS READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER UPON ROLL CALL, COUNCIL MEMBERS VOTING "AYE" AND COUNCIL MEMBERS VOTING `NAY", THE MAYOR DECLARED THE FOREGOING RESOLUTION PASSED AND APPROVED THIS DAY OF SEPTEMBER 2023.
