2023-40RESOLUTION SETTING THE PROPERTY TAX REQUEST RESOLUTION NO. 2023 - 40 COUNCILMEMBER SCHANK INTRODUCED THE FOLLOWING RESOLUTION: WHEREAS, Nebraska Revised Statute 77-1632 and 77-1633 provides that the Governing Body of the City of Blair passes by a majority vote a resolution or ordinance setting the tax request; and, WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request to increase the property taxes from the current year for the City of Blair, Nebraska; and, WHEREAS, the Mayor and City Council have determined it is in the best interests of the City of Blair that the property tax request for the fiscal year beginning October 1, 2023, be set at an amount higher than the property tax request for the prior year. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA, BY A MAJORITY VOTE, RESOLVES THAT: (1) The 2023-2024 fiscal year property tax be set at General Fund $2,433,534.20, Street Fund $243,022.65, and Debt Service $295,312.92 for a total of $2,971,869.77. (2) The total assessed value of property ($945,061,827) differs from last year's total assessed value ($772,469,160) by 22.34%. (3) The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property, would be $0.275849 per $100 of assessed value. (4) The City of Blair proposes to adopt a property tax request that will cause its tax rate to be as follows: General Fund $0.257500, Street Fund $0.025715, Debt Service $0.031248 or a total tax rate of $0.314463. (5) Based on the proposed property tax request and changes in other revenue, the total operating budget of the City of Blair will increase by 10%. (6) That the proposed budget for fiscal year 2023-2024 for the City of Blair will require an increase in property taxes of 14% from the previous year. BE IT FURTHER RESOLVED, that the property tax levy set for the Airport Authority for the City of Blair, for the fiscal year beginning October 1, 2023 which said levy is set at $.025202 per one hundred dollars of valuation for debt service; and BE IT FURTHER RESOLVED, that the City Clerk shall certify and forward a copy of this resolution to the County Clerk prior to October 1, 2023. COUNCIL MEMBER SCHANK MOVED THAT THE RESOLUTION BE ADOPTED AS READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER PAULSEN. UPON ROLL CALL, COUNCIL MEMBERS HIGHFILL, FERRARI, PAULSEN, SANDVOLD, WILLIS, WOLFF, SCHANK AND HAFER VOTING "AYE" AND COUNCIL MEMBERS NONE VOTING `NAY", THE MAYOR DECLARED THE FOREGOING RESOLUTION PASSED AND APPROVED THIS 12TH DAY OF SEPTEMBER 2023.
