COUNCIL MEMBER HAFER INTRODUCED THE FOLLOWING RESOLUTION:
WHEREAS, the City of Blair wishes to adopt a job description for the newly created
position of Operations Superintendent in the Public Works Department under the direction of the
Public Works Superintendent, and,
WHEREAS, the new position will be assigned a job classification and added to the city's
"Hourly Wage Schedule" to be effective immediately, and
NOW, THEREFORE, BE IT RESOLVED by the Council of the Municipality of the City
of Blair that the revised job descriptions for the positions of Director of Public Works and Projects
Superintendent, along with the new job description for the position of Operations Superintendent
as attached hereto and marked "Exhibit A" and the same is hereby adopted and approved by the
municipality and the Mayor and City Clerk of the City of Blair are hereby authorized and directed
to execute the same on behalf of the municipality.
COUNCIL MEMBER HAFER MOVED THAT THE RESOLUTION BE ADOPTED AS READ,
WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER PAULSEN. UPON
ROLL CALL, COUNCIL MEMBERS FERRARI, SANDVOLD, WOLFF, SCHANK,
PAULSEN AND HAFER VOTING "AYE" AND COUNCIL MEMBERS NONE VOTING
`NAY," THE MAYOR DECLARED THE FOREGOING RESOLUTION PASSED AND
APPROVED THIS 27TH DAY OF JUNE 2023.

Job Summary
The Operations Superintendent assists the Director of Public Works in managing and overseeing the
functions and activities of the Public Works Department. This position is responsible for supervising,
assigning work, and evaluating the performance of assigned personnel, assisting in the selection of
new employees, and evaluating and disciplining employees according to city policies and procedures.
This position also assists with various Public Works roles when either the Director of Public Works or
Projects Superintendent is absent.
Essential Job Responsibilities
• Responsible for staff development throughout the Public Works department.
• Supervises, directs, and evaluates assigned staff, processes employee concerns and problems,
directs work, counsels, disciplines, and completes employee performance appraisals; trains and
motivates staff; makes hiring and termination recommendations.
• Assists in the purchasing, maintenance, and overall oversight of all Public Works equipment and
vehicles.
• May assist in the selection of consultants, external firms, and vendors for bids and contracts.
• Assists with budget preparations and participates in the forecast of funds needed for staffing,
equipment, materials, and supplies; may monitor and approve expenditures.
• Assist with setting direction, goals, objectives, and priorities for the department.
• Investigates and responds to citizen complaints relating to public works activities and capital
projects; recommends modifications to projects as necessary.
• Establish and maintain positive working relationships with coworkers, community members, and
other agency staff.
• Performs other related duties as required.
Education
• A bachelor's degree from an accredited college or university in civil engineering, construction
technology, public administration, or a closely related field is preferred.
Experience
• Minimum of 5 years of experience in a managerial capacity and at least 3 years working in civil
engineering, construction, or municipal industries.
• Familiarity with Microsoft Office software required.
• An equivalent combination of education and experience sufficient to successfully perform the
job duties and responsibilities will also be considered.
