COUNCIL MEMBER FERRARI INTRODUCED THE FOLLOWING RESOLUTION:
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR,
NEBRASKA:
WHEREAS, the City of Blair, Nebraska, proposed to apply for assistance from the
TRANSPORTATION ALTERNATIVES PROGRAM for the purpose of constructing the East
River Road Connector Trail. This ten -foot -wide concrete trail will be 4,300 Linear Foot (LF) in
length and be constructed within existing rights-of-way along Grant Street, North 4th Street, and
East River Road. It will connect a dead-end trail east of 5th & Grant Street to existing concrete
trail along East Jackson/Blaine Street.
WHEREAS, the City of Blair, 'Nebraska commits to the project's development,
implementation, construction, maintenance, management, financing, and
WHEREAS, the Cty'of Blair, Nebraska understands that property right-of-way may be
necessary for completion of proposed project. The Local Public Agency, also understands that
it may be necessary to acquire such property by condemnation which is defined as the legal
process by which a governmental body exercises its right of "eminent domain" to acquire private
property for public use. Condemnation includes a resolution of public need, an offer to purchase,
and, if a negotiated purchase is not possible, then a condemnation suit.
WHEREAS, the proposed application and potential need to use condemnation to acquire
property rights-of-way were made available for public review at a properly announced meeting of
the Ciiy of Blair, Nebraska;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE
CITY OF BLAIR NEBRASKA that the CITY OF BLAIR NEBRASKA applies for assistance
from the TRANSPORATION ALTERNATIVES Program for the purpose of constructing the

COUNCIL MEMBER FERRARI MOVED THAT THE RESOLUTION BE ADOPTED AS
READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER SCHANK.
UPON ROLL CALL, COUNCIL MEMBERS FERRARI, HAFER, HIGHFILL, PAULSEN,
SANDVOLD, SCHANK, WOLFF, AND WILLIS VOTING "AYE", AND COUNCIL
MEMBERS NONE VOTING "NAY", THE MAYOR DECLARED THE FOREGOING
RESOLUTION PASSED AND APPROVED THIS 11TH DAY OF APRIL 2023.
