2023-04-12 Blair Park Board Meeting Minutes for April 12, 2023 Call to Order: The Blair Park Board meeting was called to order by President Neil Jensen at 7 p.m. Present: Neil Jensen, Joe Burns, Kristi Rounds, Todd Wick, Sarah Boeka, Betsy Anderson and Park Superintendent Pat Long. Approval of Minutes: The March 8, 2023 Minutes were approved by Sarah Boeka and seconded by Todd Wick. Old Business: 1. The Arbor Day Tree Planting will take place April 27, 2023 at the nd Hardy RV Park at 1 p.m. Ms. Rachel Aten’s 2 grade class from North School will be attending. New Business: 1. Brent Fullmer presented an update on the purposed pump track. Fundraising has begun; $42,000 has been raised and these contributions plus future donations/grant monies will be deposited with the Washington County Foundation. To keep the project on track for construction in 2024, a total of $80,000 is necessary. Mr. Fullmer also reported a total of 400 volunteer hours for bike trail maintenance and construction were logged in 2022. He noted there have been numerous positive comments regarding the development and opening up of the back side of the Black Elk Neighardt Park due to the mountain bike trail. There has also been very positive feedback on the newly constructed jump line. The board expressed their continued appreciation for Mr. Fullmer’s contributions to the mountain bike trail and the proposed pump track. 2. The Park Board is continuing its exploration for possible locations for the proposed dog park. Kristi Rounds reported fundraising has begun in support of the park. Several potential locations within the city were discussed. Neil Jensen, Kristi Rounds and Pat Long presented GIS/Wed Map Prints of the Arlington and Missouri Valley Dog Parks. Discussion ensued regarding size requirements, the need for a large dog and a small dog enclosure, types and height needs for fencing, the need for a water source, “dog toys” for the park enclosure, elevation of the dog park surface, the need for a receptacle for dog waste and types of acceptable vegetation within the enclosure. The Park Board made a field trip to Steyer Park for further discussion of this park. The 2022 shelter renovations were observed and there was additional discussion regarding the need for additional parking.
