The Mayor directed the Clerk to call the roll, and on roll call

Whereupon the Mayor, announced that the introduction of ordinances
was now in order.
It was moved by Councilman Stewart and seconded by Councilman
Andreasen that the minutes of the proceedings of the Mayor and Council
in the matter of the passage and approval of Ordinance No,.. 926 be

WASHINGTON COUNTY, NEBRASKA, TO R. P. FLYNN & SONS, A PARTNERSHIP,
FOR FIVE HUNDRED DOLLARS.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR,

SECTION 1. That Tax Lot Forty -two (42) in Section One (1),

AN ORDINANCE LICENSING TREE REMOVAL OPERATORS; PROVIDING AN ANNUAL
LICENSE FEE FOR SUCH OPERATORS; REQUIRING SUCH OPERATORS TO BE BONDED;
REQUIRING SUCH OPERATORS TO OBTAIN A PERMIT FOR TREE REMOVALS;
•DESIGNATING THIS ORDINANCE AS SECTION 8.510 OF THE MUNICIPAL CODE
OF THE CITY OF BLAIR, NEBRASKA; REPEALING ALL ORDINANCES OR PARTS
OF ORDINANCES IN CONFLICT HEREWITH AND PROVIDING WHEN THIS ORDINANCE
SHALL BE IN FORCE AND EFFECT.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR,
NEBRASKA:
SECTION 1. Every person, firm or corporation engaged in
the business of tree removal within the City of Blair shall obtain
from the City Administrator a license :so to do. Such license fee
shall be the sum of Ten Dollars ($10.00) per year for the use of the
General Fund of the City and shall be renewed annually as of
January 1st.
SECTION 2. No such license shall be issued until
a bond is filed with the City Clerk in the amount of One
Thousand Dollars ($1,000.00) with an approved surety company,
conditioned that such person, firm or corporation will
indemnify and keep harmless the City from any and all liability
from accidents, inuuries and damages caused by the removal and
felling of such trees.
SECTION 3. Every person, firm or corporation engaged
in and licensed to remove trees shall obtain a permit for each
tree removal from the City Administrator before removal of said
tree. A fee of Three Dollars ($3.00) will be paid to the
City Clerk for each permit for the use of the General Fund
of the City.
SECTION 4. This Ordinance shall be designated as
Section 8.150 of the Municipal Code of the City of Blair, Nebraska.
SECTION 5. That all ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION 6. That this Ordinance shall be in force and
take effect from and after its passage, approval and publi-
cation as provided by law.

OF BLAIR, NEBRASKA, DECLARING THE NECESSITY THEREFOR, DESIGNATING
THE IMPROVEMENTS TO BE MADE IN SAID DISTRICT, LISTING THE PROPERTY
INCLUDED WITR IN SAID DISTRICT, PROVIDING FOR THE MANNER OF PAYMENT
OF THE IMPROVEMENTS MADE THEREIN AND PROVIDING WHEN SAID ORDINANCE
SHALL TAKE EFFECT.:
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR,
NEBRASKA:
SECTION 1. The Mayor and City Council of the City of
Blair, Nebraska, hereby declare the necessity to construct a Sanitary
Sewer on the following line, to-wit:
Beginning at a point in the center line of Nebraska Street
in the City of Blair, Washington, County, Nebraska, which said
point is directly North, of the Northwest corner of Lot Three
(3) in Larsen's Addition to the City of Blair, thence West
to a point in the center of Nebraska Street, which point is
opposite the Southwest corner of Tax Lot Four Hundred Seventy-
one (471) in Section Eleven (11), Township. Eighteen (18) North,
Range Eleven (11), East of the Sixth Principal Meridian in the
City of Blair, Nebraska.
For said purpose there is hereby created Sanitary Sewer District No. 21
of the City of Blair, Nebraska.
SECTION 2. The improvement to be made is to construct and
lay eight (8) inch vitrified clay sewer tile with manholes and Y's,
said improvements to be made according to plans and specifications
and estimate of cost to be prepared by the Special Engineer of said
District and to be filed with the City Clerk to be approved by the
Mayor and Council of said City.
SECTION 3. The property included in said Sanitary Sewer
District No. 21 and subject to special assessments to pay for the
cost and expense of said improvement is Lot Four (4) in Larsen's
Addition to the City of Blair, Block Six and Seven (6 and 7) in
Dexter's Addition to the City of Blair, Tax Lots One Hundred Thirty -
six, Four Hundred Seventy -one and Four Hundred Seventy -two (136,
471 and 472) in Section Eleven (11) Township Eighteen (18) North,
Range Eleven (11) East of the Sixth Principal Meridian, all in the
City of Blair, Washington County, Nebraska.
SECTION 4. The cost of said improvements in said Sanitary
Sewer District shall be paid out of the fund created by the levy and
assessment of the lots and parcels of land in said improvement District
benefited, and to be in proportion to said benefits, all as by the
Statutes of the State of Nebraska as made and provided.
SECTION 5. This ordinance shall take effect and be in force
from and after its passage, approval and publication as provided by
law.

BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR,)NEBRASKA:
SECTION A. DEFINITIONS: Whenever in this ordinance the following
terms are used, they shall have the meaning ascribed to them in this
section, unless otherwise apparent from the context. -
ACTIVE SERVICE: These words shall mean when a member of the
police reserve unit of the City is detailed to perform regular police
duty for which he is paid.
CHIEF: This word shall mean the Chief of fb lice.
MEMBER: This word shall mean any member of the police reserve
unit of the City.
RESERVE: This word shall mean the police reserve unit
established pursuant to this ordinance.
TRAINING SERVICE: These words shall mean when a member of the
police reserve unit of the City is attending a training session
for which he is not paid.
SECTION B. CREATED; COMPOSITON; SUPERVISION; SECRETARY -
TREASURER OF RESERVE. The Blair Police Reserve is hereby created.
The reserve shall consist of such ::number of members as shall from
time to time be determined by the Mayor and City Council, and they
shall be under the directionof the Mayor or Chief of Police. One
of such group, in addition to his other duties, shall be secretary -
treasurer of the reserve and shall keep all books, records and
accounts. The secretary - treasurer of the police reserve unit
shall present all books of accounts of the police reserve unit
for audit when requested to do so by the Mayor or City Council.
SECTION C. QUALIFICATIONS AND APPOINTMENT OF MEMBERS;
RULES AND REGULATIONS: The Mayor, by rules, shall prescribe
the qualifications and standards by which applicants for membership
in the reserve shall be governed, and persons possessing such
qualifications and conforming to such standards may be appointed
to the reserve by,the Mayor. The police reserve unit may adopt its
own rules and regulations to govern its operations in matters not
involving police training and periods of active duty. Such members
shall be appointed by the Mayor and confirmed by the City Council.
SECTION D. OATH OF THE MEMBERS: Each member shall, before
membership, take an oath to support the various governments of the
City, County, State and Federal.
SECTION E. POWERS AND DUTIES GENERALLY: The reserve is
hereby assigned the duty of preparing against the perils to life
and property that may be expected to result from an attack by
any foreign power during any war, or from any disaster that may threaten
lives and property, and any duties assigned the members shall be
deemed as training in preparation against such perils.
In the enforcement of the penal laws of the state, the penal
provisions of the city code or other ordinances of the city and the
penal ordinances of the county, and in the performance of such
duties as may be designated by the Mayor, acting Mayor or Chief
of Police, every duly authorized member of the police reserve unit,
while on active service, shall be deemed to have all t]epower of
a regular peace officer. During such tour of active service, such members
so appointed shall possess all the powers and privileges and shall
perform the duties of the regular members of the police department
of the City assigned to them by the Mayor or Chief of Police. It
shall be unlawful for anyy such member to attempt to carry out any
order, rule or regulation promulgated by authority when not wearing
a regular uniform as prescribed, or while not on active service as
defined in Section A. Any violation of this section by any member
shall cause his immediate dismissal from the reserve.
Members of the police reserve unit shall perform such other
public services. as may be ordered by the Mayor, Acting .Mayor or
Chief of Police and it shall be unlawful for any person willfully
to resist, delay or obstruct any such member in the discharge of his
duty, or in his attempt to discharge any duties of his office.

SECTION F. UNIFORMS AND FIREARMS: The uniform and equipment
to be worn and carried by the reserve shall be prescribed by the Chief of
Police and approved by the Mayor and Council. Except while on duty pur-
suant to call, members of the reserve unit shall at no time carry loaded
firearms. Unloaded firearms as an adjunct to their uniforms may be
worn during parades or other public demonstrations in which the reserve
may participate. Violation of these rules concerning arms by any member
shall be eause for his immediate discharge from the reserve unit.
SECTION G. COST AND CARE OF UNIFORMS: The City shall pay one -half
of the cost of the original uniform (one short sleeve shirt, one long
sleeve shirt, one pair of pants and one jacket) All cost of cleaning
and repair must be paid by the member, plus ones -half of the original cost.
Uniforms must be neat and clean when reporting for active service or
training sessions.
SECTION H. BADGES AND EQUIPMENT: Badges, insignias and other
equipment used by the police reserve unit shall be purchased by the
City and shall be the property of the City. Upon separation from the
reserve, all members shall return such equipment to. the Chief of Police.
Any City property . not returned to the chief must be replaced at the
members expense.
SECTION I. COMPENSATION FOR INJURIES: Members suffering injury
arising out of and in the course of duties assigned them by the Mayor
or Chief of Police are entitled to such medical care, hospitalization,
compensation and other benefits as the City may provide for other
members of the City Government.
SECTION J. COMPENSATION GENERALLY: Members shall be paid on an
hourly pay scale set by the Mayor and City Council, for time spent on
active service only. A member shall be an employee of the City for the
time during which the Mayor, Acting Mayor or Chief of Police has placed
the member on active service.
SECTION K. MINIMUM DUTY TIME: To be eligible to membership in
the reserve, each applicant must indicate His willingness to serve an
average minimum of eight hours per month in the public service for the
first two months of his service and four hours per month of training
service minimum thereafter, and where any member has failed to give
such minimum hours of training service for a period of two months, the
Chief shall inquire into, the reasons therefor and unless good reason
is shown for such failure to render the miminum hours herein required,
the Chief. may dismiss the member from the reserve. Training service
may include performance of regular policy duty in nonpay status; provided
that it is scheduled as training.
SECTION, L. SPONSORSHIP OF ATHLETIC PROGRAM: The police reserve
as a unit may sponsor and conduct a continuing athletic program to
include but not be limited -to that ;athletic activity related to
individual self defense and physical fitness.
SECTION M. MEMBERS DEEMED PUBLIC OFFICERS: The reserves shall
be deemed to be a part of the police services of the City Police
Department and shall be governed by this ordinance. Should any provision
of any police ordinance of the City conflict with this ordinanee, this
ordinance shall prevail.
SECTION N. DISMISSAL: The Mayor may dismiss any member from the
reserve unit without any hearing whatsoever, and each member shall have
the right to resign from the reserve at any time.

THE IMPROVEMENTS TO BE MADE IN SAID DISTRICT, LISTING THE PROPERTY
INCLUDED WITHIN SAID DISTRICT, PROVIDING FOR THE MANNER OF PAYMENT
OF THE STREET IMPROVEMENTS MADE THEREIN AND PROVIDING WHEN SAID
ORDINANCE SHALL TAKE EFFECT.

Nebraska, hereby declare and deem it necessary to continue the
paved portionof Nebraska Street by paving same so as to make
a continuous paved street, which said continuation does not exceed twelve
hundred (1200) feet, by paving Nebraska Street beginning at the
existing concrete paving at the westerly Right of Way of 24th Street;
running thence westerly on Nebraska Street and northerly across
Cauble Creek and terminating at the existing paving on Hansen Drive,
and for saidpurpose there is hereby created Street Improvement
District No. 99 of the City of Blair, Nebraska.
SECTION 2. The street improvement to be made is to pave
said section of said street as aforesaid, the grade of said street
to conform to the existing grades of said City of Blair, and said
improvement to be made according to plans and specifications and
estimate of cost to be prepared by the Special Engineer for
said District and to be filed with the City Clerk and to be
approved by the Mayor and Council of the City.
SECTION 3. The property included in saidStreet Improvement
District No. 99 and submect to special assessments to pay for the
cost and expenses of said street improvement is all of the privately
owned lots, parts of lots and tracts of land and the lots, parts
of lots and tracts of land owned by any minicipal or public cor-
poration and abutting upon and adjacent to said street to be
improved, to -wit:

AN ORDINANCE AMENDING SECTION 5.301 OF THE MUNICIPAL CODE OF THE
CITY OF BLAIR, NEBRASKA, BY CHANGING THE DEFINITION OF "GARBAGE"
TO ELIMINATE. REFERENCE TO OFFAL AND DEAD ANIMALS; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH AND PROVIDING
WHEN THIS ORDINANCE SHALL BE IN FORCE.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR,
NEBRASKA:
SECTION 1. That Section 5.301 of the Municipal Code
of the City of Blair, Nebraska, be and the same hereby is amended
to read:
As used in this article, the term 'garbage' shall include
all food waste and refuse, both vegetable and animal, from kitchens,
households, restaurants, food stores and other commercial establish-
ments for the preparation, consumption, sale, dealing in,
storage and processing of foods and food products.
As used in this article, the term 'refuse' shall
include tree and shrub trimmings, waste paper, scrap lumber,
ashes, scrap P laster and other building materials, packing
boxes, crates, paper and pasteboard boxes, cartons, excelsior,
waste hay, waste straw, combustible packing materials and
refuse, broken glass, tin cans and containers, surgical or
sanitary dressings and pads and other waste materials from
hospitals, nursing homes, convalescent homes and old people's
homes and waste articles, substances and materials."
SECTION 2. That all ordinances or parts of
ordinances in conflict herewith are hereby repealed.
SECTION 3. This ordinance shall be in force
and take effect from and after its passage, approval and
publication as provided by law.

the money derived from taxes for parks and park purposes for said fiscal
year and out of all other funds and moneys available therefore, the
amounts for each object and purpose as follows:
For park and park purposes, salaries and employees, maintenance

Any balance of said fund remaining over and unexpended at the end of
the fiscal year shall be transferred to the Parks and Park. Purposes Fund.
SECTION 6. That there be, and hereby is appropriated, out of the
money derived from the operation of the municipal light system and the
sale of electrical current and supplies and all other funds and money
available therefore the amounts for each object and purpose as follows:
For salaries of light commissioner and wages of department employees
operation and maintenance of municipal power distribution
system $300,000.00
For extension and improvements of municipal light power
system generator and plant improvement and line
extensions $350,000.00
Any balance of said fund remaining over and unexpended at the end of
the fiscal year shall be transferred to the Electric Light System Fund.
SECTION 7. That there be, and hereby is appropriated out of the
money derived from taxes for sewer maintenance for said fiscal year
and out of all other funds and moneys available therefore, the amounts
for each object and purpose as follows:
For salaries of employees, operation and maintenance of sewer
system and sewer treatment plant $ 20,000.00
Any balance of said fund remaining over and unexpended at the end of
the fiscal year shall be transferred to the Sewer Maintenance Fund.
SECTION 8. That there be, and hereby is appropriated out of the
money derived from the levy of taxes for the operation, maintenance
and care of the Blair Cemetery $ 6,000.00
Any balance of said fund remaining over and unexpended at the end of the
fiscal year shall be transferred to the Cemetery Fund.
SECTION 9. That there be and hereby is appropriated out of the
money derived from the levy of taxes for the payment of refunding bonds
and interest thereon and the sinking fund for said fiscal year and out
of the money derived from taxes levied for payment of intersections
and for district paving bonds, and interest out of any and all other
funds and available therefore, the amounts for each object and
purpose as follows:
For payment of principal and interest of bonds indebtedness
due or to become due and for sinking bonds funds $ 145,000.00

APPLICATIONS TO BE ACCOMPANIED BY PLATS; BY PROVIDING FOR A LICENSE

SECTION 1. That Section 6.711 of the Municipal Code of the
City of Blair, Nebraska, be, and the same hereby is, amended to read:
"SECTION 6.711 TRAILER CAMPS

Trailer camps shall be located only on well- drained sites;
each unit or trailer shall face on a driveway at least twenty feet
in width which shall give access to a public street and whic h
driveway shall as a minimum be graveled or cindered or surfaced
with crushed rock and maintained in good traveling condition with
proper lighting at night for the safety of vehicular or pedestrian
traffic thereon; no unit without self- contained toilet and shower
facilities, connected to the City sanitary sewer system, shall be
farther than one hundred fifty feet from a suitable sanitary
building housing flush toilets and shower facilities installed in
two separate rooms, one for each sex, each toilet or shower fixture
to be adequately and separately enclosed; such building in the
men's room to contain one flush toilet and one shower for each four
units or trailers assigned to use same; such building to have
adequate supplies of cold and hot water available at all times for
bathing and household use of persons living in such camp and no
part of any unit or trailer to be nearer than ten feet to any other
unit or trailer.
Each application for a trailer camp license shall be
accompanied by a plat plan showing the proposed location of each
trailer unit within the trailer camp. Each operator of a
trailer camp shall on May 1st of each year obtain an annual
license from the City to operate said trailer camp and the
application for such permit or the renewal thereof shall be made
to the City Clerk and will be accompanied by a license fee of
$1.00 for each unit and a bond in the sum of $1,000.00 to guarantee
compliance with and faithful performance of all of the terms and
conditions of the ordinances of the City of Blair relative to
trailer camps.
The Board of Health of the City of Blair will annually
inspect each trailer camp and certify to the City Licensing
Board the condition of the premises and make recommendations as
to whether such license should be renewed or granted."
SECTION 2. That all ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION 3. This ordinance shall be in force and take

CITY OF BLAIR, NEBRASKA, DECLARING THE NECESSITY THEREFOR, DESIGNATING
THE IMPROVEMENTS TO BE MADE IN SAID DISTRICT, LISTING THE PROPERTY
INCLUDED WITHIN SAID DISTRICT, PROVIDING FOR THE MANNER OF PAYMENT
OF THE STREET IMPROVEMENTS MADE THEREIN AND PROVIDING WHEN SAID
ORDINANCE SHALL TAKE EFFECT.

SECTION 1. The Mayor and City Council of the City of Blair,

bap in the street system of said City, consisting of one block, the
description of which is Park Street from its intersection with 22nd Street
West to its intersection with 23rd Street, and for said purpose there is
hereby created Street Improvement District No. 100 of the City of
Blair, Nebraska.
SECTION 2. The street improvement to be made is to
pave the street as aforesaid, the grade of said street to
conform to the existing grades of said City of Blair, and
said improvement to be made according to plans and specifications
and estimath of cost to be prepared by the Special Engineer for
said District and to be filed with the City Clerk and to be
approved by the Mayor and Council of the City.
SECTION 3. The property included in said Street
Improvement District No. 100 and subject to special assess-
ments to pay for the cost and expenses of said street improvement
is . all of the privately owned lots, parts of lots and tracts of
land and the lots, parts of lots and tracts of land owned by
any municipal or public corporation and abutting upon and
adjacent to said street to be improved, to -wit:

AN ORDINANCE CREATING SANITARY SEWER DISTRICT NO. 22 IN THE CITY OF
BLAIR, NEBRASKA, DECLARING THE NECESSITY THEREFOR, DESIGNATING THE
IMPROVEMENTS TO BE MADE IN SAID DISTRICT, LISTING THE PROPERTY IN-
CLUDED WITHIN SAID DISTRICT, PROVIDING FOR THE MANNER OF PAYMENT OF

SECTION 1. The Mayor and City Council of the City of Blair,
Nebraska, hereby declare the necessity to construct a sanitary sewer
on the following line, to -wit: Commencing at the existing sanitary
sewer on Lot Five (5) in Washington Park Addition West into Lot
Eight (8) in Washington Park Addition, all in the City of Blair,
Nebraska. For that purpose there is hereby created Sanitary Sewer
District No. 22 of the City of Blair, Nebraska.
SECTION 2. The improvements to be made is to construct
and lay eight incy (8") vitrified clay sewer tile with manholes
and Y's, said improvements to be made according to plans and
specifications and estimate of cost to be prepared by the Special
Engineer of said District and to be filed with the City Clerk
to be approved by the Mayor and Council of said City.
SECTION 3. The property included in said Sanitary
Sewer District No. 22 and subject to special assessments to
pay for the cost and expense of said improvement is Lots
Five (5) , Six (6) , Seven (7) , Eight (8) and Nine (9) in
Washington Park Addition to the City of Blair, and Tax Lot
Two Hundred Forty (240) in Section Eleven (11), Township Eighteen
(18) North, Range Eleven (11) , East of the Sixth Principal
Meridian in the City of Blair, all in Washington County, Nebraska.

SECTION 1. There is hereby created by the City of Blair,
the position of Police Sergeant in the Police Department of said City.
SECTION 2. Said Police Sergeant is to be selected by examination
by the Civil Service Commission of said City and shall be appointed by
the Mayor and City Council as provided by the Municipal Code of said
City.

SECTION 3. Said Police Sergeant shall be the second in
command of the Police Department and under the supervision of the
Chief of Police. He shall assume all of the duties of the Chief
of Police in the absence of said Chief and shall assume such
other duties as shall be assigned to him by the Mayor and Council
and the Chief of Police.
SECTION 4. The compensation of such officer shall be that
of a patrolman as adjusted periodically under the terms of the .
municipal code, plus ten (10) per cent.
SECTION 5. The incumbent of said office will not be
permitted to engagei many employment outside of his duties as
Police Sergeant,
SECTION 6. All Ordinances or parts of ordinances in
conflict herewith are hereby repealed.
SECTION 7. This ordinance shall be designated as
Section 2.262 of the Municipal Code of the City of Blair,
Neberaska.

OPENING
The Mayor and Council of. the City of Blair, Washington County,
Nebraska met in regular session at the City Council. Chambers at
7:30 o'clock P. M.. Acting Chairman Jon Stewart presided at the
meeting, and City Clerk, L. W. Svendgaard recorded the proceedings
of the meeting.
ROLL CALL
The Acting Chairman directed the Clerk to call the roll, and
on roll call Councilmen Kuhr, Sheets, Stewart, Stokes, Taylor and
Whitaker were present. Councilmen Conrad and Lutz were absent.
ORDER OF BUSINESS
ORDINANCE NO. 948
November 12, 1968
Blair, Nebraska
Whereupon Acting Chairman Stewart announced that the introductions
of ordinances was now in order.
It was moved by Councilman Whitaker and seconded by Councilman
Stokes that the minutes of the proceedings of the Mayor and Council
in the matter of the passage and approval of Ordinance No. 948 .. be
preserved and kept in a separate and distinct volume known as the
Ordinance Record of the City of Blair, Nebraska, and that said
volume be income orated in and made a part of these proceedings the
same as though spread at large herein. Councilman Kuhr called for
the question. The A .ting Chairman put the question and directed the
Clerk to call the roll for the vote thereon:
Yeas: Kuhr, Sheets, Stewart, Stokes, Taylory, Whitaker.
Nays: None.
Absent: Conrad,Lutz.
Introduction of Ordinance No. 948 of the City of Blair, Nebraska
and the matter now coming before the Mayor and Council was the
passage and approval of Ordinance No. 948, which was introduced by
Councilman Taylor and is in words and figures as follows:
AN ORDINANCE PROHIBITING CARELESS DRIVING ON THE STREETS AND ALLEYS
OF SAID CITY; PROVIDING A PENALTY FOR CARELESS DRIVING; DESIGNATING
THIS ORDINANCE AS SECTION 3. 804 OF THE MUNICIPAL CODE OF THE CITY
OF BLAIR; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT
HEREWITH AND PROVIDING WHEN THIS ORDINANCE SHALL BE IN FORCE.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
NEBRASKA:
SECTION 1, It shall be unlawful for any person to operate
any vehicle over and along the streets and alleys of said City in
a careless manner without due caution or circumspection and in a
mariner so as to endanger or be likely to endanger any person or
property.
SECTION 2. Any person found guilty of careless driving
shall be punished: jby a fine of not less than $5.00 nor more than $100.00
SECTION 3. This Ordinance shall be designated as Section
3.804 of the Municipal Code of the City of Blair, Nebraska.
SECTION 4. That =all ordinances or parts of ordinances in
conflict herewith are hereby repealed.
SECTION 5. That this ordinance shall be in force and take
effect from and after its passage, approval and publication as
provided by law.

FIRST READING
Acting Chairman Stewart directed the City Clerk to read by
title Ordinance No. 948 of the City of Blair, Nebraska. The Clerk
thereupon read the aforesaid Ordinance No. 948 by title on its
first reading.
Whereupon Councilman Whitaker moved that Ordinance No. 948
of the City of Blair, Nebraska be approved on its first reading
and its title agreed to. Councilman Stokes seconded the motion,
and Councilman Kuhr called for the question. Acting Chairman
Stewart put the question and directed the City Clerk to call the
roll for the vote thereon:
Yeas: Kuhr, Sheets, Stewart, Stokes, Taylor, Whitaker.
Nays:: None
Absent: Conrad, Lutz.
Motion:,Carried.

AN ORDINANCE AUTHORIZING AND DIRECTING THE CONVEYANCE OF LOTS
TWENTY -FIVE (25) AND TWENTY -SIX (26) IN BLOCK FOURTEEN (14) , IN
TOWNSHIP EIGHTEEN (181 NORTH, RANGE ELEVEN (11), EAST OF THE SIXTH
PRINCIPAL MERIDIAN, IN THE CITY OF BLAIR, WASHINGTON COUNTY,
NEBRASKA TO VINTON MOTOR COMPANY FOR THE CONSIDERATION OF $6,500.00.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR,
NEBRASKA:
SECTION 1. That City Lots Twenty -five (25) and Twenty -
six (26) in Block Fourteen (14), in Township Eighteen (18), North
Range Eleven (11), East of the Sixth Principal Meridian, in Washington
County, Nebraska, be deeded to Vinton Motor Company for $6,500.00,
said real estate being formerly owned by the City.
SECTION 2. That upon compliance with the laws concerning
sale of real Ostate by cities of the first class, that the Mayor and
City Clerk be and they hereby are authorized to execute and deliver
a deed on behalf of the said City to said purchaser.
SECTION 3. This ordinance, shall take effect and be in
force from and after its passage, approval and publication as pro-
vided by law.

Whereupon the Mayor declared the statutory rules in regard
to the approval and passage of ordinances suspended and that
Ordinance No. 949 might be read by title upon the first and second
readings and at large on its third reading, with the 11 yeas"r and
" nays" each time called, recorded, approved and passed at the same
meeting.
Ordinance No. 949 now comes on for the second reading. Mayor
Simpson directed the Clerk to read Ordinance No. 949 by title on its
second reading.
