--The Bureau of the Census an-nounces a summary of the fin-
ancial statistics of the State of
Nebraska for the fiscal year end-
ing June 30, 1930.The per capita
figures for 1930 are based on nn
estimated population of 1,376,000.
These statistics were compiled by
Mr. Donald Smith.
Expenditures
The payments for operation and
maintenance of the generd de-
partments of Nebraska amounted
to sr-r,o4v,:s-us; or $10.86 per wp-
itn.This includes $l,3£$,865, ap~
portionments (or education to the
minor civil divisions of the state.
In 1929 thc per capita for opera-
tion and maintenance of general
departments was $9.26,and in
1917, $3.86.About two-thirds of
the increase shown for 1080 was
due to increased payments for
operation and maintenance of
highways.The interest on debt
in 1030 amounted to $ld,l77; and
outlays for permanent improve
ments, $7,G55,545.The total pay~
ments,therefore,for operation
and maintenance of general de~
partmcnts,interest,and outlays,
were $22,5l'i',0G7.The totals ln-
clude all payments for the year,
whether mode from current rev-
ununs or from the proceeds of

In a radio address Tuesday: eve-
ning,Mark W.Woods, president
of the Woods Corporation of Lin-
coln,urged the farmers of Neb-
raska to hold their entire com
crop until a price of sixty cents
per bushel can be obtained for
the grain.He states that many
counties ln Iowa and Illinois have
f steps to perfect organiza-
ti na in each county and he be-
lieves Nebraska can be completely
organized in thirty days.
He adds, "If these three stateswill eo-operate to hold their corn
off the market dunng the nextsixtydaystheycancontrolthe
supply and secure any price with-
in reason for their grain.When
farmers can control thc supply,
demand will take care of itself."
Sixty cent com, Woods declared,
will place the corn belt back in
the buying column.He pointed
out that it would mean an increase
in return from the present crop
in Nebraska alone of approximate-
ly s4o,ooo.ooo.
"Thirty cent cum means dis-
rupted buying power, low demand,
unemployment,depression.Hold-
ing corn for G0 cents per bushel
will not prove a cure all. but it is
a step in the right direction.It
will mean an additional $40,000,-

Highway No. 38 between Omaha
and Lincoln will be paved,its
bridges constructed and ready for
motorists to use by Dec. 1,.Stats
Engineer Roy Cochran announced
in Omaha Thursday.The an-
nouncement was made before the
public highways committee of the
chamber of commerce at which
time the state engineer told of de<
velopments of other highways
leading out of the city.
Mr.Cochran told the chamber
good road advocates that the aver-
head bridge at Gretna would becompleted by Oct. 1 and the bridge
over the Platte river near- Ashland
by Dec.r.The paving of the
highway, -he said.will be finished
by Nov. 1.The state engineer furtherseid
highway No. 38 will be known in
the future as No. 6 and will be s
national highway extending from
Boston to Denver.He said lt will

Iowa-Nebraska Light and Power
Company,appeared before the
council and took up the question
of the servicecharge.He gave

was raised from fifty cents ta

cil took the matter under adviso-

Some time back the council
notified the Iowa-Nebraska light
and Power Company that the con-
tract for buying electric current
from them would terminate on
October lst and that their senrices
would no longer be needed.Mr.
Helmers told the council that the
company had received their notifica-

The railroads will be given

pickup system in twelve different
states of which Nebraska is one.
The new plan goes into operation
October lst.
The pickup system is being
asked hy more than one hundred
southwestern railways in an effort
to meet truck competition.Rates
are based ou loss than carlot ship-
ments.
The railways contend the pickup
system would enable them to re»
gain 75 per cent of the business*

icled the news of the marriage of
Mr.S. E.Kemp of this city to

way desired to force their ser-
vices upon the dty.The company
through their representative, stat-
ed.that there was no desire to
purchase the light business in

of financial conditions that the
company was glad that the offer

the plant had not been ac-
cepted as it was more than the
plant was worth.After October
lst the city will be using full
time current made at the munic-
ipal plant and the high line ques-
tion will be a matter o! history#
The grading company is ready
to begin work on Highway 30 but
on account of the railroad muh
Where the railroad cruises the
east end of Washington streetthe
work is being held up.The pro-
posed route ot this highway
through Blair is to come in on
Third street and east on Wash-
ington street and on down through
the railroad cut east to the river.
The railroad company is refusing
to move their switch although it
is on the street and thus the
work is being held up.The coun-
cil instmctcd the city attorney to
get \in touch with the state
authorities and detennine what
action to take in the matter.

with having made statements which in reality have not been made, or else they are

In order to inforin the public correctly, we have examined city records, which
are a matter of public record,and have obtained statements of real facts from
City Officials which they have given us with permission to pass on to the public.;

Any Improvements at 0ur Light Plant in favor of m aking the im provem ents as contem plated.W e the Light Com m ittee
are all agreed on the urgent need of these improvements to safeguard against any
interruption in our light service and strongly recom mend that the public sustain the
actions of your city council at the election m be held on Tuesday, Sept. 22, 1931.
If these improvements are carried out, the cost thereof will be paid substan-»
tially as follows:Fluids on hand Sept. lst, are approximately $10,500.00.Estimated
earnings from Sept. lst, to date of completion of improvem ents,about Jan. 1, 1932
will amount to about $6,000.00.This will leave an unpaid balance of approximately
$7,500.00 and this amount will be paid in the following manner: by issuing L i g h t
Fund W arrants which will be registered bearing 6% interest.These warrants and in-
terest to he paid out of earnings of the Light Plant only.At the present rate of earn-

~Petitions were circulated asking that an election be called on the proposed offer
to purchase the distributing system, and these petitions were filed, but on Septem-
ber 17, 1930, the petitions were withdrawn after the City Council had agreed to pur-
chase a part of the current requirements._
After a six months mn of the pm tune operation of the plant,it has been
decided that this manner of operation is not as economical as full time operation,
therefore, it has been again recommended that the needed improvements be carried
out at the plant..1 have been quoted as saying 'THAT WE DID NOT NEED A BOILER AT
THE PLANT-
If the City of Blair intends to manufacture all current and does not intend to
purchase any part of same, then there is no question but that they must have addi-
tional boiler capacity.
If the City of Blair intends to purchase a part of the current needed, then it
will not be necessary to install additional boiler capacity either at the px-ment time
or at any future time /
I think that anyone interested who will take the time to investigate the oper-

Financing the Improvements
Statements are made that at uresant the City Lizht Fund is bankrupt and that
the improvements contemplated should be deferred until there has been auumulated
a fund sufficient to pay for such improvements.\
The real facts are that the Light Fund as of Sept. lst,1931 had on hand
$3505.46 in cash and $7,000.00 in City Bonds that can be converted into cash ~
ly with a cash premium of $400.00.The estimated eaminzs from the Light Plant
from Sept. lst, until the date of completion of the improvements about January lst,
1932, will amount to $6,000.00.This will leave an unpaid balance of approximately
$7,200.00 on the contracts.This amount will be paid in the following manner,by
issuing Light Fund Warrants which will be registered to bear six percent interest.
These warrants and interest thereon fo be paid out of earnings of the Light Plant
only,Get this clear, THESE WARRANTS WILL BE PAID OUT OF THE EARN-
INGS FROM THE LIGHT PLANT AND NOT BY TAXES OR INCREASED ELEC-
TRIC LIGHT RATES.At the present rate of Light Plant earnings these warrants
will be taken up within six months or less after being issued.
For the legality of this method of financing the deferred payments,Atty.-
Gen. C. A. Sorensen has given Mayor Stewart his legal opinion in which he says;
"Under the provisions of this law the city of Blair may purchase any property deem-
d useful by the city council for the operation of its municipal light and power plant
and pay for the same by issuing warrants or debentures based solely on the net
eamings or the profits of the plant.The power to issue such warrants or deben-
tures includes the power to provide for payment of interest thereon."
The several contractors have agreed to this method of deferred final payments

through tax levies if it had not been for the fact that your city owns its own lnghtz

are carried out, the plant will operate more efficiently and produce current at lower
cosf, which of itself is reason enough to merit your support.Our light rata have always compared favorably with other citia of our class,
and ourservice has always been the very best.Again Mr. Taxpayer, when you go to the polls on Sept. 22, and vote ~ you

an operation from which he could
not rally.Deceased had been ailing for
the past two years bu t o f lute
his sufferings had been so acute
that he submitted to an operation
with the hopes that he might get
relief.
He was bam in Russell, Inwa,
August 29, 1871 and with his par~
ents settled at Rose Hill fifty-
five years ago where he has since
resided.In his long residence in
the one community he made
friends of everyone and he will be
