Experiences of Some Other Cities The experience of many cities on a municipal swimming pool, is that they not only pay their way, but yield a profit to the city.Municipal electric lights and water plants do not ftllnisli electrical current or water free of charge even though they are owned by the city.Where municipal pools are built a small charge is made for each swim and other accommodations. While this charge per bather is small, the gross receipts are sufficient to pay the cost of .operation, the interest on the bonds, the upkeep, and return a profit to a sinking fund for the redemption of the bonds or for park improvements. No city should contemplate a venture of this, kind without some knowledge of the possibilities from a purely financial stand- point, for first of all it costs money to build a modern pool, and this money must be raised, either by a bond issue, or popular subscription. With the population of Blair and the surrounding territory, the gross receipts of a pool properly managed ought to reach $6000.00 per year or more.At an average charge per bather of. 25c, this is only an average of 240 per day.A pool having an area of 8000. square feet wi1l.ac- comodate 400 bathers at one time A pool of this size would accomodate 900 to 1000 ~bathers in one afternoon. .\> AAmodem concrete swimming pool, bath house and purification plant of eight to nine thousand square feet of pool area can be completed for between twenty and twenty-five thousand dollars. The cost of operation for a season will be near $3000.00. This would include water, light, power, chemicals, upkeep and labor, leaving from two to three thousand dollars for interest on bonds and bond redemption./ Not a Commercial Proposition While it is not the intent of the city to operate a pool as a money making propos- tion, it would be their idea to make the pro- ject pay its own way and not be a burden to the taxpayers. Many cities place the earnings of their pools into the general park fund and thereby return it to the peo- ple in other park improvements paid for from the pool earnings. A Concrete Example The city of St. Edward, Nebraska,a community of 1800 people, has just com- pleted a modern concrete swimming pool which has been in operation since the 13th of July.In a communication received about the middle of August from the Mayor of St. Edward, the pool is reported as having had an income of $800.00 a week up to that time Those who are interested in what constitutes a modern swimming pool should visit this installation and note the improve- ment this project makes to the city and to the park in which it is situated. This chlorine content is determined by frequenttests made by the pool operator. All bathers are obliged to use the showers before and after en-tering the pool. The water of zhé s ho wn' i s several times more heavily impregnated with steriliz-ing agents than the water of the pool. This insures a sterile body for each bother before entering the pool. The proper chemical strength can be determined in a ben minute test so there is at no time need of a variation.' A few of our citizens have ex- pressed a doubt as regards the ef- ficiency of the puriiieqtion sys- tem.In ahswer to that consider the source of 0maha's water sup- ply.It is faken from the Missouri river which receives the sewerage of cities along its course includingBlair, and all the foul outpouring of our shallow creeks and streams.
