The members of the Board of Park Commissioners shall have charge
of all of the parks belonging to the City and shall have the power
to establish rules for the managements, care, and use of the same.
It shall be their duty to lay out, improve and beautify all
grounds and buildings now owned or hereafter acquired for public
parks and to employ such helpers and laborers as may be

necessary for the proper care and maintenance of such parks
and the improvement and beautifying thereof, to the extent
that funds may be provided for such purposes.

That Section 2.1005 of the Municipal Code of the City of Blair,
Nebraska be, and the same is hereby amended to read, as follows:

A11 expenditures of the Board of Park Commissioners for salaries
and wages of the board and its employees and all other expenses
for the maintenance and operation of the parks of said City

The City Recreation Board shall consist of seven members, all of
whom shall be residents of the City of Blair. Said members shall
be appointed by the Mayor by and with the consent of the City
Council. Neither the Mayor nor any member of the Council shall
be a member of said board. Members of said board shall serve

for a term of five years, and the term of at least one member
shall expire each year. The Recreation Board shall be vested
with the power to conduct the recreation program for the City
and to use the facilities of other political subdivisions,
with purpose which said facilities are intended to serve, and
Veterans Field of the City, being Lots 1 to 23, inclusive, of
Block 3, the East half of Lot 3 and Lots 4 to 11, inclusive, in
Block 4, of Prairie Park Addition to the City. Said Board
shall also have charge and control of the Municipal Swimming
Pool. Vacancies oecuring on the Recreation Board shall be filled
by appointment of the Mayor and confirmation by the Council for
the unexpired terms.
SECTION II.

AN ORDINANCE ESTABLISHING STREET IMPROVEMENT DISTRICT NO. 88 IN THE
CITY OF BLAIR, NEBRASKA, DESCRIBING THE PROPERTY OF SAID DISTRICT;
DEFINING THE LIMITS AND BOUNDARIES OF SAID DISTRICT; AND PROVIDING
FOR THE MANNER OF PAYMENT OF THE STREET IMPROVEMENTS THEREIN.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR,
NEBRASKA:
SECTION 1. A petition signed by more than
seventy -five per cent of the owners of front footage abutting directly
upon the street to be improved, as herein set forth, petitioning for
the improvement of Rose Avenue from its intersection with Adams Street
South to its intersection with Jackson Street in the City of Blair,

the City Clerk, there is hereby created Street Improvement

SECTION 2. The street to be improved in said
Street Improvement District No. 88 is Rose Avenue from its inter-
section with the South line of Adams Street South to the North
line of Jackson Street all in the City of Blair, Nebraska.
SECTION 3. The property included in said Street
Improvement District No. 88 and subject to special Assessment to
pay for the cost and expenses of said street improvement is all
of the privately owned lots, parts of lots and tracts of land and
the lots or tracts of land owned by any municipal or public corporation
and abutting on or adjacent to said street so to be improved, to -wit:
Lots 3, 4, 11 and 12 in Block 118 in the Eleventh Addition
to the City of Blair, Washington County, Nebraska, except
that part of said Lot 11 described as the North 113 feet of
the South 300 feet of the East 127 feet thereof.
SECTION 4. The street improvement to be
made in said district is the paving of Rose Avenue from its inter-
section with Adams Street South to its intersection with Jackson
Street, 25 feet in width, all of said paving to be 6 inch concrete
paving With integral curb, the grade to conform with the existing
grades in said City of Blair, and said improvements to be made
according to plans, specifications and estimate of cost to be
prepared by the Special Engineer and filed with the City Clerk
and to be approved by the Mayor and Council of said City.
SECTION 5. The cost of said improvement in
said Street Improvement District No. 88 shall be paid out of a
fund created by the levy of assessments on the lots and parcels
of land in said Street Improvement District benefited thereby in
proportion to said benefits, all as by the Statutes of the State of
Nebraska in such cases made and provided.

NATING THE IMPROVEMENTS TO BE MADE IN SAID DISTRICT, LISTING THE
PROPERTY INCLUDED WITHIN SAID DISTRICT, PROVIDING FOR THE MANNER
OF PAYMENT OF THE STREET IMPROVEMENTS MADE THEREIN AND PROVIDING
WHEN SAID ORDINANCE SHALL TAKE EFFECT.

City of Blair, Nebraska.
SECTION 2. The street improvement to be made on the street
in said district shall be to pave the same, the grade of said street
to conform to the existing grades of said City of Blair, and said
improvements to be made according to plans and specifications and
estimate of cost to be prepared by the Special Engineer for said
district and to be filed with the City Clerk and to be approved by
the Mayor and Council of said City.

DESIGNED AND INTENDED FOR THE BENEFIT OF THE REGULARLY EMPLOYED OR APPOINTED
FULL -TIME EMPLOYEES OF THE CITY; TO DEFINE THE TERMS OF SUCH PLAN; TO SET
FORTH THE BENEFITS FOR THE MEMBERS OF THE PLAN TO BE PROVIDED HEREUNDER;

PEALING ALL ORDINANCES OF PARTS OF ORDINANCES IN CONFLICT HEREWITH AND
PROVIDING WHEN THIS ORDINANCE SHALL BE IN FORCE:
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BLAIR, NEBRASKA:
SECTION I. ELIGIBILITY. All full -time employees of the City
of Blair, or appointed employees of the City of Blair with the exception
of policemen and firemen are to be eligible to participate under the pension
program. The plan so created shall be effective on July 1, 1966, and this
date may be hereinafter referred to as "effective date". An employee will
deem to be a full -time employee if he works at least thirty hours each
week in at least forty weeks in each year.
An employee to be eligible to participate in the pension plan
must have completed at least two years of service for the City, must be
at least twenty -five years of age and the maximum age for inclusion shall
be age sixty -five.
SECTION II. NORMAL RETIREMENT DATE. The normal retirement
date for any employee who is participating in the pension plan will be
the first day of the month following the attainment of age sixty -five.
SECTION III. MONTHLY PENSION BENEFIT; The Current Service
Benefit each year will be that which the employer (City of Blair) and
the employee contributions will purchase on the basis of the employee's
attained age and then existing Current Service Premium Rates. The Employer__
(City of Blair) and the employee shall each contribute 3% of monthly
earnings.
The Past Service Benefit shall be 1/2% of monthly earnings as
of the effective date for each year of credited past service. Credited
Past Service prior to the effective date shall include only the number of
full years of continuous service not in excess of ten (10) such years.
SECTION IV. GUARANTEED PENSION BENEFIT: Pension Benefits
commence on retirement date and will be paid monthly for as long as the
employee lives.
SECTION -TV; VESTING; The employee participating under the
pension program will be completely vested after reaching age fifty -five
provided the employee has completed ten years of service with the City
of Blair.
SECTION VI. CASH WITHDRAWAL BENEFIT: If an employee termin-
ates employment, he may receive in lieu of all other benefits an amount
equal to 100% of his contributions with compound interest at the rate of
3 %.
SECTION VII. DEATH BENEFIT. If an employee dies before re-
tirement, his beneficiary will, receive an amount equal to the employee's
Cash Withdrawal Benefit.
If an employee dies after retirement, his beneficiary will ,''
receive the excess of the employee's Cash Withdrawal Benefit as of his
retirement date over the sum of annuity payments actually paid the employee.
SECTION VIII. EMPLOYER WITHDRAWAL CREDITS; If an employee
terminates employment in good health and is not vested, the employer will
be credited against premiums due an amount equal to 100% of all Current
Service premiums paid for the employee with compound interest at the rate
of 3% less the Cash Withdrawal Benefit due the employee.
SECTION IX. OPTIONS. The plan includes options providing for
(1) Early Retirement and (2) Deferred Retirement with consent of employer.
SECTION X. SERVICE, ITS CONTINUITY AND COMPUTATION OF LENGTH
THERE0r "Service" shall include the actual total length of continuous
active employment as an employee, and also, but not for the computation
of the number of years of past service, the period of any leave of absence,
lay -off, or suspension, provided the employee shall return to active service
on the termination of such leave, lay -off or suspension. If after discharge
of an employee who has been or shall have been reinstated or restored to
the service of the city under the provisions of a leave of absence, he
shall have been deemed to have been granted a leave of absence.
Any employee, who, while an employee, entered into and served
or shall enter into and serve in the armed forces of the United States,
and who, within 90 days after honorable discharge or separation from active
duty with such armed forces, again became or becomes an employee of the
City of Blair, shall be deemed to have been on a leave of absence.
A person whose employment has ceased and who may have been or
may thereafter re- employed by the city, shall be deemed to have been
employed by the city only from the date of sueh re- employment.

Length of service shall be computed by taking into considera-
tion only full calendar months of service and for past service shall be
computed only on full years of service.
SECTION XI. CONTINUANCE AND AMENDMENT OF THE PLAN. It is the
expectation of the city that it will continue this plan and the payments
of its contributions hereunder indefinitely, but the same is not assumed
as a contractual obligation of the City of Blair and the right is reserved
to the city by action of its Mayor and Council at any time to discontinue
this plan and its contributions hereunder, and the contributions under the
plan for employees of each department of the city bhall be paid only from
funds appropriated for, or otherwise duly available for the payment of
such expenses of such department.
The city may at any time amend this plan, but no such amendment
shall have the affect of revesting in the city any part of the funds
theretofore contributed hereunder, nor to reduce the value of pension or
othere benefits theretofore accrued to any member or beneficiary by reasons
of contributions theretofore made; but subject to the foregoing limitations,
the city shall have the power to amend this plan in any manner in which
it seems desirable, including, but not by way of limitation, the right to
increase or diminish or modify contributions to be made by it or by members
hereunder, or to increase or diminish the benefits thereafter occuring
to any class of employees or beneficiaries,
SECTION XII. EFFECTIVE DATE. The effective date of the
pension program will be July 1, 1966.
SECTION XIII. This ordinance shall be designated as Section 2.262
of the Municipal Code of the City of Blair, Nebraska.
SECTION XIV. All Ordinances or parts of ordinances in conflict
hereciith are hereby repealed.
SECTION XV. This Ordinance shall be in force and take effect
from and after its passage, approval and publication as provided by law.

AN ORDINANCE CREATING SANITARY SEWER DISTRICT NO. 16 IN THE CITY OF BLAIR,
NEBRASKA, DECLARING THE NECESSITY THEREFORE, DESIGNATING THE IMPROVEMENTS
TO BE MADE IN SAID DISTRICT, LISTING THE PROPERTY INCLUDED WITHIN SAID
DISTRICT, PROVIDING FOR THE MANNER OF PAYMENT OF THE IMPROVEMENTS MADE
THEREIN AND PROVIDING WHEN SAID ORDINANCE SHALL TAKE EFFECT.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BLAIR, NEBRASKA:
SECTION I. The Mayor and City Council of the City of Blair,
Nebraska, hereby declare the necessity to construct a Sanitary Sewer on
the following line, to -wit:
Beginning at the intersection of Butler Street and Highway No. 30
on the East side of said Highway, thence South through Tax Lots
79, 80, 106 and 107, in Section 14, Township 18 North, Range
11, East of the 6th P.M. in Washington County, Nebraska.
For said purpose there is hereby created Sanitary Sewer District No. 16
of the City of Blair, Nebraska.
SECTION II. The improvements to be made is to construct and lay
eight (8) inch vitrified clay sewer tile with manholes and Y's, said
improvements to be made according to plans and specifications and estimate
of cost to be prepared by the Special Engineer of said District and to be
filed with the City Clerk to be approved by the Mayor and Council of said
City.

SECTION III. The property included in said Sanitary Sewer
District No. 16 and subject to special assessment to pay for the cost
and expense of said improvement is Tax Lots 79, 80, 106 and 107 in
Section 14, Township 18 North, Range 11, East of the 6th P.M., Wash-
ington County, Nebraska.
SECTION IV. The cost of said improvements in said Sanitary
Sewer District shall be paid out of the fund created by the levy and
assessment of the lots and parcels of land in said improvement district
benefited, and to be in proportion to said benefits, all as by the
Statutes of the State of Nebraska as made and provided.
SECTION V. This ordinance shall take effect and be in force
from and after its passage, approval and publication as provided by law.

SECTION .3. That there be, and hereby is appropriated out of the
money derived from the levy of taxes for street lighting purposes for said
fiscal year and out of all other money and funds available therefore, the
amount for each object and purpose as follows:
For street lighting purposes - $21,000.00

the fiscal year shall be transferred to the Street Lighting Fund.
SECTION 4. That there be, and hereby is appropriated out of the
money derived from the water works system and out of the water fund and all
other money and funds available therefore, the amount for each object and
purpose as follows:
For improvement, extension, operation and maintenance of water works
system and salary of employees $85,000.00
For extensions of distribution system, improvement of water department
hydrant rentals and service $ 300,000.00
Any balance of said fund remaining over and unexpended at the end
of the fiscal year shall be transferred to the Water Fund.
SECTION 5. That there be, and hereby is appropriated out of the
money derived from taxes for parks and park purposes for said fiscal year
and out of all other:-funds and moneys available therefore, the amounts for
each object and purpose as follows:
For park and park purposes, salaries of employees maintenance, improvement
and operation of Swimming Pool $20,000.00
Any balance of said fund remaining over and unexpended at the end
of the fiscal year shall be transferred to the Parks and Park Purpose Fund.
SECTION 6. That there be, and hereby is appropriated out of the
money derived from the operation of the municipal light system and the sale of
electrical current and supplies and all other funds and moneys available
therefore the amounts for each object and purpose as follows:
For salaries of light commissioner and wages of department employees
operation and maintenance of municipal power distribution system - - -$ 300,000.00
For extension and improvements of municipal light power system
generator and plant improvement and line extensions $ 350,000.00
Any balance of said fund remaining over and unexpended at the end
of the fiscal year shall be transferred to the Electric: Light System Fund.
SECTION 7. That there be, and hereby is appropriated out of the
money derived from taxes for sewer maintenance for said fiscal year and out
of all other funds and moneys available therefore, the amounts for each object
and purpose as follows:
For salaries of employees, operation and maintenance of sewer system
and sewer treatment plant -$ 20,000.00
Any balance of said fund remaining over and unexpended at the end of
the fiscal year shall be transferred to the Sewer Maintenance Fund.

SECTION 8. That there be, and hereby is appropriated out of the
money derived from the levy of taxes for the operation, maintenance and care
of the Blair Cemetery. - - $ 6,000.00
Any balance of said fund remaining over and unexpended at the end
of the fiscal year shall be transferred to the Cemetery Fund.
SECTION 9. That there be and hereby is appropriated out of the
money derived from the levy of taxes for the payment of refunding bonds and
interest thereon and the sinking fund for said fiscal year and out of the
money derived from taxes levied for payment of intersection and for district
paving bonds, and interest and out of any and all other funds and money avail-
able therefore, the amounts for each object and purpose as follows:
For payment of principal and interest of bonds indebtedness due or to
become due and for sinking bonds funds $ 145,000.00
Any balance of said fund remaining over and unexpended at the end
of the fiscal year shall be transferred to the Sinking Fund for the payment
of refunding bonds.
SECTION 10. That there be, and hereby is appropriated out of the
money derived from the levy of taxes for the maintenance and operation of
the Fire Department for the present fiscal year and out of all other money
and funds available therefore, belonging to said City, the amounts for each
object and purpose as follows:
For the maintenance and operation of the City Fire Department - - - - $ 10,000.00
Any balance of said fund remaining over and unexpended at the end
of the fiscal year shall be transferred to the fund for maintenance and oper-
ation of the City Fire Department.
SECTION 11. That there be, and hereby is appropriated out of the
money derived from the levy of taxes for the purpose of Purchase of Fire
Department Apparatus for the present fiscal year and out of all other money
and funds available therefore, belonging to said City, the amounts for each
object and purpose as follows:
For the purchase of Fire Deparment Apparatus
$ 15,000.00
Any balance of said fund remaining over and unexpended at the end
of the fiscal year shall be transferred to the Fire Department Apparatus Fund.
SECTION 12. That there be, and hereby is appropriated out of the
Music and Public Amusement Fund and out of all other funds and money avail-
able therefore, the amounts for each object and purpose as follows:
For music and public amusement $ 2,000.00
Any balance of said fund remaining over and unexpended at the end of
the fiscal year shall be transferred to the Music and Public Amusement Fund.
SECTION 13. That there be, and hereby is appropriated out of the
money now on hand for the Special Gasoline Road Fund and from the moneys
derived from special gasoline tax and motor registration fee, and the amounts
for each object and purpose as follows:
For construction of street improvements $ 40,000.00
Any balance in said fund remaining over and unexpended at the end of
the fiscal year shall be transferred to the Special Gasoline Tax Fund.
SECTION 14. That there be, and hereby is appropriated out of the
money derived from the levy of taxes for the purpose of paying the City's
share of the employees and officers federal Social Security Tax for the present
fiscal year and out of all other money and funds available therefore, belonging
to the said City the amount for each object and purpose as follows:
For City's share of employees and officers' Federal Social Security
Tax

Any balance in said fund remaining over and unexpended at the end of
the fiscal year shall be transferred to the Social Security Tax .Fund.
SECTION.15.. That there be, and hereby is appropriated out of the
money derived from the operation of the Blair Apartments and all other money
and funds available therefore, the amount for each object and purpose as follows:
For salaries of employees, operation and maintenance of Blair Apartments - $45,000.0C
Any balance of said fund remaining over and unexpended at the end
of the fiscal year shall be transferred to the Blair Apartment Fund.
SECTION 16. That there be, and hereby is appropriated out of the
money derived from the levy of taxes for payment of principal and interest
on Sewage Treatment Plant Bonds for said fiscal year, and out of all other funds
available therefore, the amount of each object and purpose as follows:

Any balance of said fund remaining over and unexpended at the end
of the fiscal year shall be transferred to the Sewage Treatment Plant Bond Fund.
SECTION 17. That there be, and hereby is appropriated out of the money
derived from the levy of taxes for Supervised Recreation purposes for the
fiscal year and out of all moneys and funds available therefore, the amount
for each object and purpose as follows:
For salaries of employees, purchase of equipment, maintenance of playgrounds,
and recreation centers, including the construction of necessary
buildings $ 10,000.00

AN ORDINANCE CREATING STREET IMPROVEMENT DISTRICT NO. 90 IN THE CITY OF
BLAIR, NEBRASKA, DECLARING THE NECESSITY THEREFOR, DESIGNATING THE IMPROVE-
MENTS TO BE MADE IN SAID DISTRICT, LISTING THE PROPERTY INCLUDED WITHIN
SAID DISTRICT, PROVIDING FOR THE MANNER OF PAYMENT OF THE STREET IMPROVE-
MENTS MADE THEREIN AND PROVIDING WHEN SAID ORDINANCE SHALL TAKE EFFECT.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA;
SECTION 1. The Mayor and City Council of the City of Blair,
Nebraska, hereby declare and deem it necessary to improve an unpaved gap
in the street and alley system by paving 10th Street from its intersection
with Nebraska Street South to its intersection with Washington Street in
said City, by paving the same, and for said purpose there is hereby created
Street Improvement District No. 90 of the City of Blair, Nebraska.
SECTION 2. The street improvement to be made is to pave said
section of said street as aforesaid, the grade of said street to conform
to the existing grades of said City of Blair, and said improvement to be
made according to plans and specifications and estimate of cost to be pre-
pared by the Special Engineer for said District and to be filed with the
City Clerk and to be approved by the Mayor and Council of said City.
SECTION 3. The property included in said Street Improvement
District No. 90 and subject to special assessments to pay for the cost and
expenses of said street improvement is all of the privately owned lots,
parts of lots and tracts of land and the lots, parts of lots and tracts
of land owned by any municipal or public corporation and abutting upon
and adjacent to said street to be improved,. to -wit:
Lots 1 and 12 in Block 3, Lot 1 in Block 2, in the Second
Addition to the City of Blair, and Tax Lots 84, 73, 57, 85, 74, and 43,
all in Section 12, Township 18 North, Range 11, East of the 6th P.M.,
and the right -of -way of the Chicago: Northwestern Railroad Company on said
10th Street all in the City of Blair, Washington County, Nebraska.
SECTION 4. The cost of said improvement in said improvement
district shall be paid out of the fund created by the levy and assessments
on the lots and parcels of land in said Street Improvement District benefited

ORDINANCE NO. 887
AN ORDINANCE CREATING SANITARY SEWER DISTRICT NO. 17 IN THE CITY OF BLAIR,
NEBRASKA, DECLARING THE NECESSITY THEREFORE, DESIGNATING THE IMPROVEMENTS
TO BE MADE IN SAID DISTRICT, LISTING THE PROPERTY INCLUDED WITHIN SAID
DISTRICT, PROVIDING FOR THE MANNER OF PAYMENT OF THE IMPROVEMENTS MADE
THEREIN AND PROVIDING WHEN SAID ORDINANCE SHALL TAKE EFFECT.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA:
SECTION 1. The Mayor and City Council of the City of Blair,
Nebraska, hereby declare the necessity to construct a Sanitary Sewer on the
following line, to -wit:
Beginning at the North line of Lot 6 in Marquardt's
Hillcrest Addition to the City of Blair, thence South
along 25th Street to its intersection with Elm Street,
thence East along Elm Street to the East line of
Marquardt's Hillcrest Addition to the City of Blair,
thence North along that part of 24th Avenue contained
within Marquardt's Hillcrest Addition to the City of
Blair, Nebraska.
For said purpose there is hereby created Sanitary Sewer District No. 17 of
the City of Blair, Nebraska.
SECTION 2. The improvements to be made is to construct and lay
eight (8) inch vitrified clay sewer tile with manholes and Y's, said improve-
ments to be made according to plans and specifications and estimate of cost
to be prepared by the Special Engineer of said District and to be filed with
the City Clerk to be approved by the Mayor and Council of said City.
SECTION 3. The property included in said Sanitary Sewer District
No. 17 and subject to special assessments to pay for the cost and expense
of said improvement is Lots 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18,
19, 20, 21 and 22 in Marquardt's Hillcrest Addition to the City of Blair,
Washington County, Nebraska.
SECTION 4. The cost of said improvements in said Sanitary Sewer
District shall be paid out of the fund created by the levy and assessment
of the lots and parcels of land in said improvement district benefited ,
and to be in proportion to said benefits, all as by the Statutes of the
State of Nebraska as made and provided.
SECTION 5. This ordinance shall take effect and be in force
from and after its passage, approval and publication as provided by law.

SECTION I. That Section 2.216 of the Municipal Code of the
City of Blair, Nebraska, be and the same hereby is amended to read

"SECTION 2.216 CITY CLERK; EMPLOYEES; OFFICERS; SALARIES 16 -310
The salary of the City Clerk is fixed to be $2,000.00
per year, payable in quarterly installments.
City employees and officials whose compensation is not
otherwise fixed by ordinance or state law shall be classified at
the time of employment as (1) employees on an hourly wage basis,
or (2) as employees on a monthly salary basis. At the time of employment
of any such employee or official the Mayor and Council shall fix the

of such employee or official shall not thereafter be altered from such
grade except by ordinance changing the grade of such employee or
official. The exact compensation to be paid any such employee or official

Officials on a monthly salary basis shall be classified into grades
as follows: Grade I, $100.00 per month or less; Grade II, over
$100.00 per month to $200.00 per month; Grade III, $200.00 per month
to $250.00 per month; Grade IV, $250.00 per month to $300.00 per
month; Grade V, $300.00 per month to $350.00 per month; Grade VI,
$350.00 per month to $375.00 per month; Grade V3", $375.00 per month

$450.00 per month to $750.00 per month.
Employees on an hourly wage basis shall be classified into

hour; Grade IV, $1.25 per hour to $1.30 per hour; Grade V, $1.30

SECTION 1. The minimum width of all streets in said City
hereafter dedicated to public use shall be fifty (50) feet.

BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA:
SECTION 1. That Section 2.216 of the Municipal Code of the
City of Blair, Nebraska, be and the saute} hereby is amended to read as follows:
1 "SECTION 2.216 CITY CLERK: EMPLOYEES: OFFICERS: SALARIES 16 -310
The salary of the City Clerk is fixed to be $2,000.00 per year
payable in quarterly installments.
City employees and officials whose compensation is not otherwise
fixed by ordinance or state law shall be classified at the time of employment
as (1) employees on an hourly wage basis, or (2) as employees on a monthly .
salary basis. At the time of employment of any such employee or official
the Mayor and Council shall fix the grade of such employee or official
by resolution, and the compensation of such employee or official shall
not thereafter be altered from such grade except by ordinance changing
the grade of such employee or official. The exact compensation to be paid
any such employee or official shall from time to time be fixed within the
grade by resolution of the Mayor and Council.
Officials on a monthly salary basis shall be classified into
grades as follows; Grade 1, $100.00 per month or less; Grade II, over
$1.00.00 per month to $200.00 per month; Grade III, $200.00 per month to
$250.00 per month; Grade IV, $250.00 per month to $300.00 per month; Grade
V, $300.00 per month to $350.00 per month; Grade VI, $350.00 per month to
$375.00 per month; Grade VII, $375.00 per month to $400.00 per month;
Grade VIII, $400.00 per month to $425.00 per month; Grade IX,
$425.00 per month to $450.00 per month; Grade X, $450.00 per month to
$750.00 per month.
Employees on an hourly wage basis shall be classified into grades
as follows: Grade I,.$1.0•0 per hour or less; Grade II, $1.00 per hour
to $1.10 per hour; Grade III, $1.10 per hour to $1.25 per hour; Grade IV,
$1.25 per hour to $1.30 per hour; Grade V, $1.30 per hour to $1.35 per hour;

AN ORDINANCE AMENDING SECTION 2.215 OF THE MUNICIPAL CODE OF THE CITY OF
BLAIR, NEBRASKA, BY INCREASING THE SALARY OF THE CHIEF OF POLICE: REPEALING
ALL ORDINANCES OF PARTS OF ORDINANCES IN CONFLICT HEREWITH AND PROVIDING
WHEN THIS ORDINANCE SHALL BE IN FORCE
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA:
SECTION : - I. That Section 2.215 of the Municipal Code of the City
of Blair, Nebraska, be and the same is hereby amended to read as follows:
"SECTION 2.215 CHIEF OF POLICE: SALARY 16 -310
The salary of the Chief of Police is fixed to be $5,400.00 annually,
payable semi - monthly."
SECTION_II. That all. ordinances or parts of ordinances in conflict
herewith are hereby repealed.
SECTION III. That this ordinance shall be in force and be in
effect from and after its passage, approval and publication as provided
by law.
