COUNCIL MEMBER WOLFF INTRODUCED THE FOLLOWING ORDINANCE:
AN ORDINANCE AMENDING THE PUD AREA #1 THAT ESTABLISHES THE LAND USES
THAT ARE PERMITTED IN PUD AREA 41 ON THE FORMER DANA COLLEGE CAMPUS
KNOWN AS TRANSFORMATION HILL IN REFERENCE TO PARKING; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, PROVIDING
WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT AND PUBLISHING
IN PAMPHLET FORM.
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF
BLAIR, NEBRASKA:
SECTION 1. That the Zoning Regulations of the City of Blair were amended by Ordinance
2349 on March 13, 2018 amending Section 1003 PUD Planned Unit Development District
allowing for an overlay district to be added to the official zoning map for the City of Blair by a
rezoning application for a PUD -1 (General PUD) district to create PUD -1 intended to establish the
land uses that will be permitted in PUD Area #1 on the former Dana College Campus. This PUD
district, used in combination with the base RM — Residential Medium Density is intended to permit
flexibility in the regulation of land development and to encourage innovation in land use and
variety in design, layout, and type of structures constructed. A PUD district also requires approved
land uses or activities be compatible with adjacent land uses and in accordance with the current
Comprehensive Plan.
SECTION 2. That Exhibit "A" attached hereto and duly included herein by reference
amends PUD Area #1 overlay district on the former Dana College Campus known as
Transformation Hill in reference to parking.
SECTION 3. All ordinances or parts of ordinances in conflict herewith are hereby
repealed.
SECTION 4. This ordinance shall be in full force and effect from and after its passage,
approval and publication as provided by law.

Transformation Hill PUD -1 Parking Overlay
Existing Structures as of Sept. 15, 2022: If minimum off-street parking and/or
loading requirements required in Schedule B (1111.04) of the Blair Zoning
Regulations cannot be reasonably provided on the same lot as the principal structure
or use, such parking requirements may be provided and shared with other off-street
property, provided that such space lies within three hundred fifty (350) feet of the
principal structure or use and meets all other parking requirement.
New Structures as of Sept. 15, 2022: All new structures are required to follow
current parking and loading requirements of Section 1111 Parking Regulations of
the Blair Zoning Regulations, except housing limited to individuals 55 -years -old and
older, in which case the parking requirement may be reduced to 1.5 parking spots
per individual unit.
SECTION 1111 PARKING REGULATIONS
1111.01 PARKING, STORAGE, OR USE OF MAJOR RECREATIONAL EQUIPMENT: No major
recreational equipment as defined in SECTION 303.01 shall be used for living, sleeping, or housekeeping
purposes when parked or stored on a residential lot or in any location not approved for such use, except
such use shall be permitted on a temporary basis for a period of not to exceed seventy-two (72) hours.
1111.02 PARKING AND STORAGE OF CERTAIN VEHICLES: Automotive vehicles or trailers of any
kind or type without current license plates shall not be parked or stored in any R Residential District other
than in completely enclosed buildings. Abandoned automobiles shall be removed in accordance with
SECTION 5-411 of the Blair Code.
1111.03 MINIMUM OFF-STREET PARKING AND LOADING REQUIREMENTS: Off -Street motor
vehicle parking and loading space shall be provided on any lot on which any of the indicated structures and
uses are hereafter established. Such space as defined in SECTION 303.01 of this Ordinance shall be
provided with vehicular access to a street or an alley. A required loading space shall include a ten (10) foot
by fifty (50) foot space with a minimum of fourteen (14) feet of height clearance. The loading space shall
be located as to avoid undue interference with public use of streets, alleys and walkways. Minimum off-
street parking and loading requirements, which shall be set forth in the Schedule of Minimum Off -Street
Parking and Loading Requirements, hereby adopted by reference and declared to be a part of this Ordinance.
If minimum off-street parking required in said schedule cannot be reasonably provided on the same lot on
which the principal structure or use is conducted the City Council, after recommendation from the Planning
Commission, may permit such space to be provided on other off-street property, provided that such space
lies within three hundred fifty (350) feet of the entrance to such principal structure or use.
