COUNCIL MEMBERWOLFF INTRODUCED THE FOLLOWING RESOLUTION:
WHEREAS, Easterseals Nebraska, a non-profit corporation, plans to develop a camp and
recreation area on part of the former Dana College campus,
WHEREAS, Easterseals desires to apply for a Community Development Block Grant
(CDBG) Tourism grant,
WHEREAS, a Memorandum of Understanding is attached marked "Exhibit A" to define
the respective rights and responsibilities between the City of Blair and Easterseals Nebraska as it
relates to a joint and cooperative action for distribution of the CDBG Tourism Grant funds
resulting in construction and maintenance of ADA -compliant infrastructure at the Easterseals
Nebraska's camp on the former Dana College grounds.
WHEREAS, the terms and conditions thereof are acceptable to the municipality.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF BLAIR, NEBRASKA, that the Memorandum of Understanding attached hereto,
marked Exhibit "A" and by this reference made a part of hereof as though fully set forth herein is
hereby approved by the City of Blair, Nebraska, and the Mayor and City Clerk are hereby
authorized to execute and deliver, on behalf of the City of Blair, Nebraska, any documents that
may be necessary for approval of said agreement.

SCHANK AND HAFER VOTING "AYE" AND COUNCIL MEMBERS NONE VOTING
"NAY", THE MAYOR DECLARED THE FOREGOING RESOLUTION PASSED AND
APPROVED THIS 28TH DAY OF JUNE 2022.

Memorandum of Understanding
Between CITY OF Blair, NE
And the Easterseals Nebraska
This agreement is made and entered into this 28'h day of June 2022, by and between City of Blair, Nebraska, a
political subdivision of the State of Nebraska, hereinafter referred to as the "CITY" and the Easterseals
Nebraska, a non-profit corporation, hereinafter referred to as "ASSOCIATION".
The purpose of this agreement is to define the respective rights and responsibilities between CITY and
ASSOCIATION as it relates to a joint and cooperative action for distribution of Community Development
Block Grant (CDBG) Tourism Grant funds and resulting construction and maintenance of ADA -compliant
infrastructure at the Easterseals Nebraska's camp on the former Dana College grounds.
The term of this MOU shall last until it is amended or dissolved with the agreement of the CITY and
ASSOCIATION through resolutions passed by the City Council and the executive board of ASSOCIATION
For purposes of this grant, both parties agree to the terms and conditions for use of these funds as follows:
1. CITY agrees to apply for federal CDBG tourism grant funds, partner with the Easterseals Nebraska and
the Metropolitan Area Planning Agency (MAPA) to oversee the Easterseals Nebraska's campgrounds
ADA -compliance improvements, pay for pre -approved invoices resulting from the construction, and
maintain financial and grant files as required by the State of Nebraska.
2. ASSOCIATION agrees to coordinate with City of Blair and the Metropolitan Area Planning Agency to
oversee ADA -compliant construction at the campgrounds, provide any matching funds to the City for
project expenses, organize any local in-kind construction services for the project, maintain the
infrastructure following construction completion of the project, and enhance marketing of the ADA -
compliant amenities for expanded attendance at the camp and other tourism events held at the
campgrounds.
In agreement to the foregoing terms:
