RESOLUTION ON USE OF AMERICAN RESCUE PLAN FUNDS
COUNCIL MEMBER HALL INTRODUCED THE FOLLOWING RESOLUTION:
Whereas, The City of Blair has held a public hearing on the use of the City of Blair's American
Rescue Plan (ARPA) funds after giving notice to the public by publication in the legal newspaper
for the City of Blair and on the City's web page, and
Whereas, said legal notice contained a link on the City's web page to a copy of the United States
Department of Treasury Interim final rule outlining the various potential uses for the ARPA
funding, and
Whereas, City staff has presented a proposed list of projects to the Mayor and City Council for
funding improvements to the City's water treatment plant to make necessary investments to expand
the water treatment plant and enhance water quality to continue to provide safe, usable, potable
drinking water for all residents, businesses, and industries at reasonable and affordable rates for
all, while promoting a green environment through energy conserving improvements, and
Whereas, the Mayor and City Council has taken public comments from all Citizens wanting to
speak on the use of any and all ARPA funds that the City has or may receive, and
Therefore, be it resolved by the City Council for the City of Blair, Nebraska, that after considering
all comments from the public and potential eligible uses of ARPA funds that the City of Blair shall
allocate all ARPA funds that the City may receive, either directly or indirectly, to the following
projects in part, or in whole:
1. Energy Efficiency project with OPPD to reduce energy use at the Water Plant.
2. Project to replace and upgrade several elements at the plant such as replace two lime feeders,
replace three up flow mixers, motors, and gear boxes, replace turbidity Counters and ammonia
analyzer, install new control panel for filters 1 — 4, and replace filter media in four filter bays, to
enhance water quality.
3. Expand the water plant to increase capacity to allow for growth and longer treatment times to
enhance water quality.
Further that staff is directed to continue to work with OPPD on energy efficiency project and to
secure engineering to move forward with improvements and expansion of water treatment plant as
appropriate.
COUNCIL MEMBER HALL MOVED THAT THE RESOLUTION BE ADOPTED AS READ,
WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER RUMP. UPON ROLL
CALL, COUNCIL MEMBERS VOTING "AYE" SHEPARD, STEWART, RUMP, WILLIS,
WOLFF, HALL AND JENSEN. COUNCIL MEMBERS _NONE VOTING "NAY", THE
MAYOR DECLARED THE FOREGOING RESOLUTION PASSED AND ADOPTED THIS
14TH DAY OF DECEMBER 2021.
