COUNCIL MEMBER WOLFF INTRODUCED THE FOLLOWING ORDINANCE:
AN ORDINANCE SETTING AND FIXING THE COMPENSATION AND APPROVING
ADJUSTMENTS TO BENEFITS ESTABLISHED IN PERSONNEL POLICY FOR THE
EMPLOYEES OF THE CITY OF BLAIR, NEBRASKA, NOT REPRESENTED BY FOP
LODGE #83 FOR THE FISCAL YEARS 2021/2022 AND 2022/2023; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT AND
PROVIDING FOR PUBLICATION OF THIS ORDINANCE IN PAMPHLET FORM.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BLAIR,
NEBRASKA.
SECTION 1. That, effective, October 1, 2021, the salary of the employees, not
represented by FOP #83, of the City of Blair, Nebraska shall be as set forth on the "Hourly Rate
Schedule," marked Exhibit "A" attached hereto and incorporated by this reference herein, and said
"Hourly Rate Schedule" is hereby accepted for a two-year period, subject to the increase referred
to in Section 2 and Section 3 herein below. In addition to the increase in salary as set forth
hereinabove, all employees of the municipality, not represented by FOP Lodge #83, shall be
entitled to coverage under the health and accident insurance, life insurance and such other benefits
as may be designated by the personnel manual.
SECTION 2. That, effective with the start of the first pay period after October 1, 2021,
the hourly salary rate for all employees not covered by the contract between FOP Lodge #83 and
the City of Blair shall be increased Four percent (4.0%) as set forth on exhibit "A" (Hourly Rate
Schedule).
SECTION 3. That effective with the start of the first pay period after October 1, 2022, the
Hourly Rate Schedule for all employees not covered by the contract between FOP Lodge #83 and
the City of Blair shall be increased three and three fourths' percent (3.75%) for all pay grades
above grade 16 and four percent (4%) for all pay grades 16 and below.
SECTION 4. That the City personnel policy shall be amended to include the benefits as
outlined in Exhibit `B" attached hereto and incorporated by this reference herein.
SECTION 5. All employees represented by FOP Lodge 483 shall continue to be governed
by the salary schedule and personnel policy as outlined in the most recently approved union
contract.
SECTION 6. That the wage, salary and benefit compensation established herein be and
hereby is accepted for a two-year period which consists of the 2021/2022 fiscal year and the
2022/2023 fiscal years.
SECTION 7. That all ordinances or parts of ordinances in conflict herewith are hereby
repealed.
SECTION 8. That this ordinance shall be in full force and effect from and after its passage,
approval, and publication as provided by law.

Ordinance 2455
The personnel policy for the City of Blair covering all employees, except for the items covered
by the contract with the FOP #83 that are exclusive to the FOP #83, is hereby amended as
follows:
a. Pension plan for all Civilian employees shall be amended by increasing the dollar -for -dollar
match by 1% to seven percent (7%). (Estimate implementation date first pay period after
January 1, 2022.)
b. Amend personnel policy to include Christmas Eve, when falling on Monday through Friday, as
a full 8 -hour regular holiday rather than 4 hours.
c. Amend On Call reimbursement from $125.00 per week to $135.00.
d. Amend Clothing and uniform allowance, winter wear, from $125.00 annually to $200.00.
e. Amend Compensatory time that an employee can maintain up to 100 hours of compensatory
time on the books, with no maximum earned per year.
f. Amend Compensatory time that an employee with compensatory time earned may cash in a
maximum of 40 hours annually, by notifying HR in writing on form provided by HR no later than
November 1 of each year. Reimbursement will be made with the last pay period in November.
Minimum request for payout shall be 10 hours.
g. Amend vacation effective April 1, 2022, to read, "no employee shall earn vacation after
accumulating vacation in excess of the amount of current annual earning plus sixty (60) hours".
On April 1st any employee with more vacation hours on the books than the amount of current
annual earning plus sixty (60) shall maintain those hours but will not earn additional hours until
vacation hours are below the current annual earning plus sixty (60).
