2021-25RESOLUTION SETTING THE PROPERTY TAX REQUEST RESOLUTION NO. 2021-25 COUNCILMEMBER RUMP INTRODUCED THE FOLLOWING RESOLUTION: WHEREAS, Nebraska Revised Statute 77-1601 provides that the Governing Body of the City of Blair passes by a majority vote a resolution or ordinance setting the tax request; and, WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request to increase the property taxes from the current year for the City of Blair, Nebraska; and, WHEREAS, the Mayor and City Council has determined it is in the best interests of the City of Blair that the property tax request for the fiscal year beginning October 1, 2021, be set at an amount higher than the property tax request for the prior year. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BLAIR, NEBRASKA, BY A MAJORITY VOTE, RESOLVES THAT: (1) The 2021-2022 fiscal year property tax be set at General Fund $2,023,615.80, Street Fund $287,284.40, and Debt Service $93,376.52 for a total of $2,404,276.72. (2) The total assessed value of property differs from last year's total assessed value by 6%. (3) The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property, would be $0.336763 per $100 of assessed value. (4) The City of Blair proposes to adopt a property tax request that will cause its tax rate to be as follows: General Fund $0.299984, Street Fund $0.042587, Debt Service $0.013842 or a total tax rate of $0.356413. (5) Based on the proposed property tax request and changes in other revenue, the total operating budget of the City of Blair will increase by 39%. (6) That the proposed budget for fiscal year 2021-2022 for the City of Blair will require an increase in property taxes of 6% from the previous year. BE IT FURTHER RESOLVED, that the property tax levy set for the Airport Authority for the City of Blair, for the fiscal year beginning October 1, 2021 which said levy is set at $.034538 per one hundred dollars of valuation for debt service; and BE IT FURTHER RESOLVED, that the City Clerk shall certify and forward a copy of this resolution to the County Clerk prior to October 1, 2021. COUNCIL MEMBER RUMP MOVED THAT THE RESOLUTION BE ADOPTED AS READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER STEWART. UPON ROLL CALL, COUNCIL MEMBERS STEWART, RUMP, WILLIS, WOLFF, SCHANK, HALL AND JENSEN VOTING "AYE", AND COUNCIL MEMBERS SHEPARD VOTING "NAY", THE MAYOR DECLARED THE FOREGOING RESOLUTION PASSED AND ADOPTED THIS 14TH DAY OF SEPTEMBER 2021.
