BE IT ORDAINED by the Mayçr and City Council of the City of B¡air, Nebraska:
SECTION 1. That Section 52 of Chapter 1$ of the Municipal Code of Blair,
Nebraska, entitled "Violation, ,Penaltyll be and the same is hereby amended by
providing for t1?-eimposi1iion of a jail sentence not to e¡xceed thirty days in
the City jail fo~ violations of the Sections of said Chapter in addition to
the other penalti~s set forth therein.
SECTION 2. ,This ordinance shall take effect and be in force from and after ~ ,

established by Title II ,of the Social Security Act and designated Public Law 734
(Blst Congress, 2nd SessiOn) cited as 'the "Social Security Act Amendments of 19.50",
and accepting on behalf of ,the City(village) of Blair, Nebraska, its officers,
appointees ,and employeest except as specifically excluded herein, their dependènts
and survivors, 'the provisions, benefits and protection of such á,ct and subsequent
amendments thereto; authorizing the Mayor(Ohairman of the :Board of Trustees) of
this city tcimake and enter into the required agT~ements with the administrator
of, sa-id system for' the State.of Nebre.sk~, or such' other state agency for the
purpose as may be hereafter designated or created, to bring such eligibles within
the provisioJ;ls and benefits of said system; providing that such agreement shall
be retroactive.to January 1, 1951; providing for withholdings from the salaries
and wages òf eligible o£ticials, appointees and employees for the Sociæl ~ecurity
Fund herein created; providing for the segregation of such fund, contributions
thereto by the municipality and the payment of such fund from time to time to the

Seètion 1. The city of Blair, Nebraska, hereby á,ccepts fo"r itself and on

and become a part of the permanent records of such mUnicipality. Such agreement
'shall be madè retroaètive of January 1,1951 in all respects.
Section'). The employees. or .classes of employees, of this city shall
include all such employees as are n9t excluded from particip~tion in said
system by the provisions of Sect~on 4 hereof. and are hereby determined to be
within and entitled to the benefits and protection of said system.

Section 4. The following employees are hereby dete~mined to,be ~xclùded
by the termsûof this ordinanèe from participation in said system:
. (a) Any emplo1ee whose services on the effective date hereof are
employed in a position which is., covered by an existing municipal retirement
or pension s¡stem. or authorized to be so. covered by gener,g,l là.w. '
(b) Ani employeé with respect to any position not authorized for
coverage by applicable state or federal laws or regulat~ons of the fedel's.l
administrative agency. .
'Sect16n5. Withholdings from the compensatión: of eligible employees
of thlScity as found and determined by Sections) and 4 heråof are hereby
authorixed. and th.e city shall impose upon such, employees 'as to 'Ii!etvices

Section 6. .The~e is hereby created" and the city treasurer is hereby
authorized and directed to set up an account to be kno~~ as the "Social
Security Fund", into which the witbholdings authorized by Section 5 hereof
shall be p.aid; also the proceeds from thEl tax levy as hereinafter authorized.
together with any appropriations from available funds, that might be made
from time to time by municipal authority for the benefit of said ~und. Said
f~d shall be kept segregated and shaÌl be used for no other purposes than
. the provisions and abligations of this act. as herein provided to be
' accomplished by such fund.
. Section 7. The moneys in the Federal Security Fund aforesaid shall be -
paid over to the ,Tax Commissioner designated~y law as the administrator of
the Social Security Act for the State of Nebraska. as authorized and provided
by regÙlations promulgated to the end by such administrator.
Section 8. The city'tteasurer and this city shall keep such records and.
make such reports relevant to the administration of the Social Security Act
as may b~ ,required by general law. state or federal. or as provided by regulations
promuigated by either' the state or federal administrator of' the system.
Section 9. The Mayor and Council shall levy a tax, in addition to all
other taxes. of' , mills upon the dollar of the actual value of real
and personal property in this city' inorde~ to de~ray the cost of the city in
meeting the obligations arising by reason of the contracts, agreements or
stipulations authòrixed under Section 2 thereof; þrovided. the revenue raised by
such special. levy shall be used for no other purpose.
Section 10. If any provision of this ordinance. or any section or
sections,th~reof. or the application thereof to BnY: person or circumstance
is. held to. be invalid. the remainder of the ordinance and the application of
such provisions. section or sections to other persons or circumstances shall
not be affected thereby. .
Section 11'. Any ordinances. or parts or ordinances, in confÜ.ct here-

SEC'rION 1. That Section 39 entitled "Speed, General, Prima Facie", of
the Municipal Code, of the, Cityo:t' Blair, Nebraska,' be and the same is' hereby
amended by adding thereto the following, to-wit:
IIExcept that '~he speed limits on Washington Street between Fourth and
Sixth Streets will be 20 miles per hour, and on all of Eighth Street, all of
Third ~treet and on Washington Street from Fourth.Street west to the city limits,
