2006-01Resolution No. 2006-1
WHEREAS, the Blair Airport Authority is in the continuing development stage for the
Blair Municipal Airport; and
WHEREAS, the Blair Airport Authority is desirous of providing the Blair Municipal
Airport with all the necessary amenities to function as economically and safely as
possible; and
WHEREAS, the Blair Municipal Airport currently operates Runway 31 with a 34 to 1
approach slope and Runway 13 at a 20 to 1 approach slope; and
WHEREAS, it is necessary to operate Runway 13 at a 34 to 1 approach slope to provide
for a proposed instrument approach on Runway 13; and
WHERAS, tract B as outlined on the Airport Layout plan has a number of trees that
would protrude into the 34 to 1 providing a safety hazard to the needed 34 to 1 for
Runway 13 approach; and
WHEREAS, the Joint Blair/Washington County Airport Height Zoning Board is
proposing Height Zoning regulations that would provide for 50 to 1 zoning restriction in
the proposed Runway Protection zone for Runway 13; and
WHEREAS, most of the trees and buildings on tract B would be obstructions as defined
in the proposed zoning regulations; and
WHEREAS, any obstructions created by operation of Runway 13 at a 34 to 1 Approach
slope would pose a safety hazard to the flying public and the surrounding area if not
removed; and
WHEREAS, the Nebraska Department of Aeronautics and Federal Aviation
Administration have agreed that it is in the interest of the Airport and general public to
acquire Tract B and remove any potential flight obstructions,
NOW THEREFORE BE IT RESOLVE BY THE BLAIR AIRPORT AUTHORITY, that
the Blair Airport Authority finds it is in the best interest of the Airport and public to
proceed with the acquisition of Tract B as outlined in the Airport layout plan to remove
any flight obstructions that may result from operating the Blair Municipal Airport
Runway 13 at a 34 to 1 and resulting from the application of proposed height zoning
regulation.
BE IT FURTHER RESOLVED THAT THE BLAIR AIRPORT AUTHORITY, that upon
completion of appraisals as required by law the Airport Manager is hereby directed to
proceed with acquisition of tract B, by making required offer for acquisition and the
holding of any public hearing that may be required by law.
BE IT FURTHERRESOLVED, that the Airport manager shall be authorized to proceed
with making a preliminary application for the State and Federal grant refunds as may be
necessary for the funding of said acquisition and relocation.
Board Member D. Johnson moved for the adoption, seconded by Havekost. Members
Combs, Havekost, D. Johnson, R. Johnson and Lorenzen voting Aye and Members None
voting NAY. The Chairman Declared the Foregoing Resolution Passed and Adopted this
16th day of May, 2006.
