DEPARTMENT OF TRANSPORTATION i Date: January 28, 2020 To: Katie Krajicek, Taylor Eman, Joseph Haines, Luke Pitts From: Jason Dayton Sill Blair—Herman (TK), STP -75-3(107), CN 21704 Floodplain Certification (Bridge -Sized Structures) The Blair - Herman project is 9.84 miles in length and located on US -75 in Washington County, starting 0.31 miles south of the northern corporate limits of Blair at mile marker (MM) 116.35, and extending north to MM 126.19, 0.29 miles north of the northern corporate limits of Herman. The improvements on this project consist of milling and resurfacing the roadway and surfaced shoulders with asphalt, bridge repairs, bridge replacements and removing and replacing guardrail. There will be no grade raise as a result of the mill and overlay operation. However, the project will result in a grade raise along the highway at curve locations where superelevation will be corrected and locations where the roadway centerline elevations increase due to template correction. Embankment work will be limited to locations where superelevation/template correction is required, at locations where guardrail is being replaced to meet current standards, and at locations where bridges will be replaced. This floodplain certification memorandum only addresses project work for bridge -sized structures and their conveyed floodplains with an accompanying memorandum which addresses the remainder of work on the project. The following Zone A Floodplains are conveyed through bridge -sized structures: North Creek, City of Blair, Section 27 T19N R11E (SIM 11877) The base flood (100 -year event) is currently conveyed by a twin 12 foot by 12 foot. The culvert is use in place and extend as needed for this project. The project does not affect the conveyance of the flow through the culvert or change the elevation of the highway, and therefore will not cause the base flood elevation to increase. This falls within the Zone A floodplain regulations for changes in a floodplain. Stuart Creek, Washington County, Section 27 T1 9N R11 E (S075 11925) The base flood (100 -year event) of 4,400 cubic feet per second is currently conveyed by a 100 foot concrete girder bridge at a base flood elevation of 1051.9 feet and does not overtop the highway at this location. The base flood elevation was determined as part of an NDOT study for the design of the bridge completed in 2007. Bridge work will consist of deck repairs, a three inch asphalt overlay, replacement of expansion joints, and a remodeled buttress. This work will result in a three (3) inch grade raise at the bridge site. The work will not cause the base flood elevation to increase. This falls within the Zone A floodplain regulations for changes in a floodplain. Memo: Floodplain Certification — Blair -Herman, STP -75-3(107) CN 21704 Page 2 January 28, 2020 New York Creek, Village of Herman, Section 32 T20N R11 E (S075 12479) The base flood (100 -year event) is currently conveyed by a 150 foot long steel girder bridge at an elevation of 1042.9 feet and does not overtop the highway. The base flood elevation was determined as part of an NDOT study for the replacement of the bridge on this project. The project will replace the bridge with a 160 foot long concrete girder bridge. This work will result in a maximum of a 1.1 foot grade raise from the existing bridge centerline profile due to curve super elevation corrections and will have a lowered existing low structure to 1044.78 feet. The grade raise transitions to existing grade conditions within 400 feet either side of the bridge. The new low structure elevation is maintained above the analyzed base flood elevation and will not impact the overall conveyance in the floodplain from the existing conditions. Also, the grade raise extents at the bridge are maintained above the analyzed base flood elevation and will not impact conveyance in the floodplain. The work will not cause the base flood elevation to increase. This falls within the Zone A floodplain regulations for changes in a floodplain. New York Creek Tributary, Village of Herman, Section 29130 T20N R11E (S075 12533) The base flood (100 -year event) is currently conveyed by a 42 foot long concrete slab bridge at an elevation of 1039.5 feet and overtops the highway. The base flood elevation was determined as part of an NDOT study for the replacement of the bridge on this project. The project will replace the bridge with a 50 foot long concrete slab bridge. This work will result in a maximum of a 0.77 foot grade raise from the existing bridge centerline profile. The grade raise transitions to existing grade conditions within 400 feet either side of the bridge. The low road elevation at the site of 1034.69 feet will be maintained. While there is a grade raise at the site within the extents of roadway overtopping, the overall floodplain conveyance is maintained due to a longer proposed bridge with more conveyance than the existing bridge. The work will not cause the base flood elevation to increase. This falls within the Zone A floodplain regulations for changes in a floodplain. This crossing is located within a horizontal curve where the superelevation at the highway will be corrected and guardrail will be replaced. A hydrologic and hydraulic analysis of this floodplain crossing of the highway was completed for this certification. The base flood (100 - year storm event) of 4000 cubic feet per second (cfs) is conveyed by the culvert at an elevation of 1071.18 which overtops the highway. The proposed work at this location will result in a grade raise of 0.68 feet. The existing culvert is to be used in place and will not be extended. The impact of this work will increase the base flood elevation to 1071.69, a 0.51 foot increase. This falls within the Zone A Floodplain regulation's allowance of up to a 1 -foot cumulative increase in the 100 -year Base Flood Elevations for changes in a floodplain. North Creek Crossing at MM 118.77, City of Blair, Washington County, Section 27, T19N, R11E (Structure No. S075 11877) This project crosses the Zone A Floodplain of North Creek at a Twin 12' x 12' Concrete Box Culvert, 128 feet in length. The existing culvert will be used in place with no extensions or modifications. The roadway work at this location is limited to milling and overlay with no grade raise. This bridge -sized structure is certified by the NDOT Bridge Division's Hydraulics Section in an accompanying memo. Bridge repair and overlay will be performed on this structure as part of this project. As a result of the overlay on the bridge, there will be a 3 inch grade raise. Lippincott Creek Crossing No. 1 at MM 120.09, Washington County, Section 21, T19N, R11E This project crosses the Zone A Floodplain at a 54 -inch CMP, 84 feet in length. The existing culvert will be used in place with no extensions or modifications. The roadway work at this location is limited to milling and overlay with no grade raise. The existing driveway located just south of the culvert will be milled and overlaid with no grade raise. The proposed work on this project will have no impact to the base flood elevations and therefore complies with the Zone A Floodplain regulation's allowance of up to a 1 -foot cumulative increase in the 100 -year Base Flood Elevations. Lippincott Creek Crossing No. 2 at MM 120.19, Washington County, Section 21, T19N, R11E This project crosses the Zone A Floodplain at a 14 -foot span, 14 -foot rise concrete box culvert, 132 feet in length. The existing culvert will be used in place with no extensions or modifications. The roadway work at this location is limited to milling and overlay with no grade raise. The proposed work on this project will have no impact to the base flood elevations and therefore complies with the Zone A Floodplain regulation's allowance of up to a 1 -foot cumulative increase in the 100 -year Base Flood Elevations. New York Creek Crossing No. 1 at MM 124.79, Village of Herman, Washington County, Section 32, T20N, R11 E (Structure No. S075 12479) This project crosses the Zone A Floodplain of New York Creek at a 4 -span steel girder bridge, 151 feet in length. This bridge will be replaced as part of the project. The new bridge will be overlaid resulting in an additional 3 -inch grade raise. This bridge structure is certified by the NDOT Bridge Division's Hydraulics Section in an accompanying memo. New York Creek Crossing No. 2, MM 124.79 to MM 125.19, Village of Herman, Washington County, Section 32, T20N, R11E This project crosses the Zone A Floodplain of New York Creek along this segment of US -75. The following culverts are present along this segment: • 4' x 4' Concrete Box Culvert, 89 feet in length, located at MM 125.16, Station 741+58 • 30" CMP, 102' feet in length, located at MM 125.18, Station 742+84 The existing culverts will be used in place with no extensions or modifications.
