The Papio-Missouri River Natural Resources District has received a complaint from the
City of Blair alleging sediment damages from excessive erosion on your property
located in Section 13, T1 8N, R11 E, Washington County, Nebraska. A copy of the
complaint is attached for your information.
The complaint was filed under the Nebraska Sediment and Erosion Control Act
(Nebraska Statutes § 2-4601-4613), and is being investigated under Rules and
Regulations adopted by the Papio-Missouri River NRD on August 10, 1995 (see
attached).
We have requested that the Natural Resources Conservation Service determine the
average annual soil loss on your property. They will be contacting you shortly regarding
this matter.

The Papio-Missouri River Natural Resources District has received a complaint
from then City of Blair alleging sediment damages from excessive erosion on the
Virgil Wrich (Tax Lot 253, 13-18-11) and Brad Wrich (Tax Lot 256, 13-18-11)
Properties located in southeastern Blair, Nebraska. The complaint letter is
attached for your information.
In addition, copies of photographs of this same area taken in 2001 indicate that
this problem is not a new occurrence.
We are requesting your assistance in investigating this complaint by determining
if, in fact, excessive erosion is taking place. Please provide this information at
your earliest convenience.

Soil Erosion and Run Off from Wrich Property
The provisions of our Erosion and Sediment Control Program are triggered by a letter from the complaining
party. In this case, the City of Blair. The letter needs to include the following:

3. Description of the type and extent of the damages that are occurring, or have occurred.
Large amounts of mud and crushed rock are washed down during rains into city streets and into storm
sewer inlets. The storm sewers become blocked with mud and rock and have to be washed out.
4. Description of the your attempts to resolve the problem.
The City of Blair has discussions this ran off problem with Virgil Wrich two or three times over the last
year or so. In the fall of 2004 the City of Blair installed a berm on the property to help control the run
off. Since that time a rock road has been installed by the property owner which has allowed the rock and
mud to run into Maple Rd. and then into the City's storm sewer system.
5. Photographs documenting the erosion and sedimentation.

6. Copies of grading and/or erosion and sediment control plans, if any.
None exist, which is the problem.
7. Any other documentation in your possession.
