Dear Mr. Combs.
On April 16, 2020, three bids were opened for this project. The bidders and their bid amounts
are listed below and on the attached bid tabulation.
No errors in calculations were foundin the bid proposals.
Midwest DCM of Omaha, Nebraska, was determined to be the apparent low bidder. Their bid
was $23,326.00 (17.5%) lower than the engineer's estimate.
Midwest DCM provided a 5% bid bond as a bid guaranty in accordance with the contract
documents.
Midwest DCM met the Bidder Qualification requirements listed in the Instructions to Bidders,
page IB -4.
Midwest DCM acknowledged Addendums No. 1 and No. 2.
Midwest DCM was not found on the Debarred Prime, found at
Midwest DCM has completed several projects at Offutt Airforce Base in the past and has
significant experience with paving associated with the Commercial Building industry.
Olsson has evaluated the bids and has determined Midwest DCM to be responsive and
responsible and find that the proposed contract price is considered fair and reasonable. It is our
understanding that the Airport Authority intends to award the contract to Midwest DCM of
Omaha, Nebraska at their upcoming Airport Authority meeting on April 21, 2020 contingent
upon NDOT concurrence.
