Dear Council Members and Members of the Community Development Agency:
The City of Blair Planning Commission reviewed the Blight and Substandard Study for the Blair Core
Area and South Highway 30 Area, on July 7, 2020. The study recommends restructuring the current
community redevelopment areas (other than the Dana College area) and designating two new areas
as blighted and substandard under the Community Development Law as provided in the study.
The study identifies several blighted and substandard conditions in the two areas, and upon the
Planning Commission’s review, meets the standards for a blighted and substandard designation under
the Community Development Law.
Subsequent to the July 7, 2020 meeting, it came to the Planning Commission’s attention that a portion
of the South Highway 30 Area that was intended to be included within the blight and substandard
designation was omitted from the report. While our recommendation did not include such area, the
Planning Commission recognizes that it is a recommending body in this approval process, and further
has no objection to the City Council incorporating such area as part of its final approval – as may be
reflected via a supplement or amendment to the report.
The Planning Commission recommends adoption of the blight and substandard study and approval of
the blight and substandard designation with a unanimous vote.
