improvements constructed therein, which have been completed and accepted by
the Ci t7; that the cost of grading, curbing, gu.tteringt paving and improving
the streetst avenues and alleY'fJ in Paving Districts Nos. 14 to 18 inclut!ive
(other than the intersections and areas formed by the crossing of streets,
avenues end alleys) is the sum of $14,713.36; that the reasonable value of
the labor and materials, furnished by sa.1dhcontractor. in constructing said

aforesaid sura of $14,113.36; that after applying all the money already'
collected from the special assessments to the p~nt of said indebtedness in
amount of $4103.64 there still remains due from the Oity on account thereof,
including accrued interest on warråDtsof $390.28, the sum of $11,090.00;
that all conditions, acts and things requ.ired by law to exist or to be done
precedent to the issuanotl of District Paving :Bonds of said Oi ty to pa;r for

Washington, in the Státe of Nebraska, hereby acknowl~dges itself to owe and
for value reoei Ted promises to pay to bearer the sum of One Thousand Dollars
(>$1,000.00) in lawful money of ,t11e United States of Amerioa on the first day
of Febru.e.ry, 1950, with interest thereon from' the date hereof until paid at
the rate of three and three-qtJ.arters per' centum (3~) per annum, payable semi-

the Treasurer of Washington County, in the, City of Blair, Nebraska. For the
prompt payment, of this ,bond, both principal and interest, when due, the full
faith credit and resources of said City are irrevocably pledged.
This bond is redeemable by. the City on 8.13y interest date after Augu.st 1, 19_.
This bond is one of an issue of eleven bonds, numbered from 1 to 11 inolusive,
of like date and tenor except as to option date, in the denomination of
One Thousand Dollars ($1,000.00) each, of a total principal amount of Eleven
Thousand Dollars ($ll,Ooo~OO) and istssued by said City for the purpose of
paying the cost of gradingt curbing, guttering, paving and improving the
st~eets, avennes and alleys (other than the intersections and areas formed
by the crossing of streets, avenues and alleys) constructed by the City in
Paving Districts Nos. 14 to 18 inclusive, 'in strict oomplianaewi th
Section 17-432 of C.S.Supplement of Nebraska for 1939, and has been anthorized
by ordinances legally enacted and proceedings duly had by the Mayor and City
Council of said City.

It is hereby certified and warranted that all conditions, acts and things
required by law to exist or to be done precedent to and in the issuance of
thiebond, did exist, did happen and were done and performed in regular and
due form and time as requ.ired by law, and that the indebtedriess of said City t
including this bond, does not exceed 8.13y limitation imposed by law. The
special assessments levied by the City on the real estate in said Districts
constitute a Sinking fund for the payment of said bonds and the City covenants
that in oase the moneys collected from said special assessments shall not be
sufficient to pay the interest and principal of this bond as the same become
due, the Mayor and City Council will cause to be levied and collected annually
a tax on all the taxable property in the City, in addition to all other taxes,
sufficient in amount to make up the deficiency and fully pay the principal
and interest of this bond as the Same become due.

executed on behalf of the City of :Blair by being signed by its Mayor and Clerk
and by causing the official seal of the City to be affixed hereto and have
caused the interest coupons hereto attached to be executed on behalf of the
City by having affixed thereto -the engraved -facsimile signatures of its Mayor
and Clerk, and the Mayor and Clerk do by the execution of this bond, adopt as
and for their own proper signatures their respective facsimile signatures

An Ordinance amending Sec,tion ¡6, Chapter 16, of General
Revision Ordinance No. 551, declaring it unlawful to sell or
attempt to sell spiked beer or other beverages; declaring it
unlawful to permit the consumption of alcoholic liquor other
than beer upon the premises of liquor licensees, (includLng
beer) and in restaurants, cafes, coffee shops, or other public
eating houses, or in places wherein soft drinks are sold or
served; declaring it unlawful ,to consume alcoholic liquors,
other than beer upon or in the above named places; Repealing
all ordinances or parts of ordinances in conflict herewith
and repealing Section 16, Chapter 16 of General Revision

Sec. 1. That the Park Board of the City of Blair, Nebraska,
shall be and hereby are authorized and directed to purchase in
fee from the .Fremont Stoo~ Land Bank of Fremont, Nebraska, for
the consideration of fifty dollars, the following described real
estate, to wit:

paving said street exclusive of the intersect ons and areas
forme4 by the crossing of streets ,and alleys, and all e~penses'
incident thereto, shall be specially assessed against the ,lots

and draining the intersections and areas formed by the crossing
,of streets and alleys, and all expenses incident theretiO shall
be p~ld by.issuing and, selling Intersection Paving Bonde of the
City of Blair, Nebraska, as a~thorized by th~ Statutes of the
State of Nebraska, and the City Council shall levy annually a
tax upon all ~he taxable property, in the City of Bla~.suffioient
to pay the principal ,and interest of said Intersection Paving
Bonds at the time the same become due.
, Section 10. For the purpose of paying the coat of grading,
curbing, guttering, and paving said streets, exclusive of the
intersections and areas formed by the ,crQssing of streets and
alleys, including all expenses incident thereto, the Mayor and
Council of said City shall after completion of the work, cause
to be issued bonqs of the City ofBla~ Nebraska, to be called
"District Paving Bonds in Distriot ~ro. 21". The ,special taxes
and assessments tq be levied upon the property speciallY
ben~fited by said improvement, when paid, shall constitute a
,sinking fund for the payment of said paving bonds and the interest
thereon.
Section 11. For the purpose of making Partial pàyments as
t46 work progresses, warrants shall be issued from time to time
b.y the Oi ty Council upon certif'1:cates of the special engineer
in 'charge of said improvement, showing the amount of wor~ ' .

BE IT ORDAINED BY THE MAYOR A..?lTD COUNCIL OF THE CITY OF BLAIR,
NEBRASKA:
Section 1. There having been heretofore filed with the City
Clerk of Blair, Nebraska, a petition signed by more than sixty
. per cent of the resident owner~, owning property directly abutting
upon the street hereina~ter described, requesting the formation
- of a paving district and the improveme~t of said street by
grading, curbing, guttering, and paving the same, said petition
being in due form and being sufficient according to the statutes
of the State of Nebraska in such cases made and provided, there
is hereby created within the City of Blair, Nebraska, a street
, improvement district to be known and designated as "Paving
District No. 22 of the City of Blair, Nebraska" which shall includ
'all the real estate within the boundaries hereinafter defined.
Section 2. Said paving district No. 22 shall and hereby
does comprise and include all the following described real
estate which is hereby declared to be specially benefited by said

of said wor$ and material shall be invited by notice, published in
the Pllót~Tribune of Blair, Nebraska. In advertislnß for bids for

Section 9. The coat of grading, curbing~ guttering, paving
and draining the intersections and areas formed by the crossing of
streets and alleys, and all e~pensea incident thereto shall be

Nebraska, and the City Council shall levy annually a tax upon all
the taxable propert.y 1n the 01 ty of Blair sufficient to pay the
principal and interest of said Intersection Paving Bonds at the
time the same become due.
Section 10. For the purpose of paying the cost of grading,
curbing, guttering, and paving said streets, exclusive of the
intersections and areas formed by the crossing of streets and
alleys, including all expense,s incident thereto, the Mayor and
Council of saið. City shall after completion of the work, cause to
be issued bonds of the City of Blair, Nebraska, to be called,
"District Paving Bonds in Distriot No. 22". The special taxes
,and assessments to be levied upon the property specially benefited
by said improvement, when paid, shall constitute a sinking fund
for the payment of said paving bonds and the interest thereon.

Section 11. For the purpose of making partial payments as
the work progresses, warrants shall be issued from time to time
by the City Council upon certificates of the spe~ial engineer in
charge of said improvement, showing the amount of work completed,
said warrants not to exceed in the aggregate gO per cent of the
cost of such improvement, and such warrants shall be redeemeà,
and paid upon the sale of the Distriot Paving Bonds to be issued
and sold as aforesaid.
Section 12. This orcl1nance shall take effect and be in force
from and after its passage, approval and publication, aocordine to
law.

Section 6. All of the gradine:, curbing, guttering and paving on said
street shall be constructed to the established grades as fixed by the
Ordinances of said Ci 1;y.
Section 7. The special engineer employed bY' the 01 ty shall make
detail~d plans and specifications for said improvements and an estimate of
the cost thereof, and shell submit the same to the 14a;l1'or and Council of
said City, and upon approval of' the same by said Mayor and Council of said
City-. bids for the construction of said work and material shall be invited
by notice in the Enterprise of Blair, Nebraska. In advertising for bids for
any and all work and materiel, the amolmt of the Engineer's estimate of cost
shall be published therewith. Upon acceptance of any bid therefore, the
Mayor and Cit~,. Clerk of said City are authorized to enter into a contract
on behalf' of said C1 ty- for such work and materials, and shall have attached
thereto the seal of' said C1 ty. The Mayor and Council of saidCi ty shall
have the right to refuse a.1'JY' and ell bide.
Section 8. The cost of' grading, curbing, guttering end paving said
streets, excluø1 ve of the intersections and areas formed by the crossing of
streets and alle;ys, and all expenses incident theretot shall be specially-
assessed against the lots and parcels of real estate in said paving district
abutting on or adjacent to said streetI' to be improved or specially benefited
by said improvement in proportion to such benef'! t rece1 ved from such
improvement and not in excess of such benefits. or of the cost of such
improvements as by the Statutes in such cases made and provided.
Section 9. The cost of g¡'ading. curbing, guttering, paving and draining
the intersections and areas formed by the crossing of streets and alleys, and
all expenses incident thereto shall be paid by issuing and selling Intersection
Paving Bonds of' the Oi ty of' Blair, Nebras~, as authorized by the Statutes
of' the State of Nebraska, and the Oi ty Council shall levy- annually a tax
upon all the taxable property- in the Oi t7 of Blair sufficient to pay the
principal and ,1nterest of' said Intersection Paving Bonds at the time the
same become due.
Section 10. For the purpose of paying the cost of grading, curbing,
gntteringt and paving said street, exclusive of' the intersections and areas
formed by the crossing of streets and elley-s, including all expenses incident
thereto, the Mayor and Council of said City shall, after completion of the
work, cause to be issued bonds of the C1 ty of Blair, 11ebraska, to be Called
"District Paving Bonds in District No. 23". The special taxes and assessments
to be levied upon the property- specially benefited by said improvement, when
paid, shall constitute a sinldng fund for the payment of said paving bonds
and the interest thereon.
Section 11. For the purpose of making partial payments as the work
progresses, warrants shall be issued from time to time by- the City- Council
upon certificates of' the special engineer in charge of said improvements"
showing the mnouut of work completed, said warrants not to exceed in the
aggregate 80% of the cost of such" improvement, and such warrants shall be
redeemed and paid upon the sale of' the District Paving Bonds to be issued
and sold as aforesaid.
Section 12. That after the passage, approval and publication of this
Ord~nance, the Oity Clerk of said C1 t;y shall be ,and hereby is authorized
and directed to publish notice of the creation of said Paving District No. 23
for two consecutive weeks in the Enterprise, a legal weeltly newSpaper
published and of general circulation in the O.ity of Blair, Nebraska, and if
a majority- of the resident owners of the property directly abutting upon the

Councilman C. E. McComb introduced an ordinance entitled: "An

Said Ordinance was fullY and distinctly read and, on motion duly
made, seconded and adopted, it was designated as Ordinance No~ 566
and the title thereof was approved. '
Oouncilman Bannard Reeh-moved that the statutory rule requiring
ordinances to be.. fully and distinctlY read on three different
days þe dispensed with, which motion was seconded by Councilman
Delmar Feel" and the Yeas and Nays being called on the passage
of said motion, the following Counoilmen'voted ~Yea": Anderson,
Feel', Kuhr, McComb, Paulsen, Raeh.
The following- vot.ed "Nay": None. -
The motionhavlng been concurred in by three-fourths of the
Council was declared passed and ~dopted, and said statutory
rule suspended.
Thereupon said Ordinance No. 566 was read by title a second time.
and was then read at large and put upon final passage. The Mayor

Sec. 7. The special engineer employed by the City shall
make detailêd plans and specifications for said improvements and
an estimate of the cost. thereof, and shàll submit the same to the
Mayor and Counöil of said City, and upon approval of. the same by
said Mayor and Council of said City, bids for the construction of
said work and material shall be invited b~T notice published in
The Enterprise of Blair, Nebraska. In advertising for bids for
any and all work and material, the amount of the Engineer's estimate
of cost shall be published therewith. Upon acceptance of any bid
therefore, the Mayor and CityOlerk of said City are authorized
to enter into a contract. on behalf of said City for such work,
and shall have attached thereto the seál of said City. The Mayor
and Council of said City shall have the right to refuse any and
all bids. .

Sec. 9. The cost of grading, curbing, guttering, paving and
draining the intersections and areaS formed by the crossing of
stre~ts and alleys, and all expenses incident thereto shall be
paid by issuing and selling Intersection Paving Bonds of the
City of Blair, Nebraska, as authorized by the Statutes of the
State of Nebraska, and the City Council shall levy annually a tax
upon all the taxable property in the City of Blair, sufficient
to pay the principal and interest, of said Intersection Paving
Bonds at the time the same b.ecome'due. .'
Sec. 10. For the purpose of paying the cost of grading,
curbing, guttering, and paving said streets, exclusive of the
intersections and areas formed by the crossing of streets and
all~ys, including all expenses incident thereto, the Mayor and
Council o~ said City shall, after completion of the work, cause
to be issued bonds of the City of Blair, Nebraska, to be called
"Distriot Paving Bonds in DistriotNo. 24." The special taxes
and assessments to be levied upon the property specially
benefited by said Improvement, when paid, shall constitute a
áinkingf:f\u.nd for the payment of said paving bonds and the interest
thereon.

Sec. 11. For the purpose of making partial payments as the
work progresses, warrants shall be issued from t1meto time by the
City Council upon certificates of the special engineer in charge

upon the sale of the Distriot Paving Bonds to be issued and sold

in adJourned session in the Council Chambers at 7=30 o'clock P.M. Mayor.
P. O. Sorensen presided. City Clerk Henry Christensen recorded the proceedings
of this meeting.
