SUBJECT: Blair, NE 2020 Water Treatment Plant SCADA Upgrade
Mr. Shoemaker,
Thank you for the opportunity to provide the following proposal for the upgrade of your existing SCADA
computers and software. The proposal will upgrade the existing (2) SCADA computers in the control room, (5)
remote computers located in plant process control panels, and the public works office computer. The (2) control
room work stations will be housed in an environmentally controlled enclosure. Four monitors will be included for
each of those workstations. The process control panel monitors will not be upgraded. The public works office
computer will include replacement of the work station and monitor.
Our proposal includes equipment and services as detailed below.
A One (1) Control Room Workstation Enclosure to include enclosed free-standing enclosure, 120 Vac
power, air-conditioned for installation in between the (2) desks in the control room.
Enclosure shall be complete with 120 Vac power distribution, air -conditioner, UPS, and space
for (2) desktop work stations.
B Two (2) Control Room Computer Workstations to replace the existing computer workstations in the
control room for mounting in the enclosure in Item A.
SCADA computers shall include Dell Ispiron Series tower computers with Windows 10
Professional 64 Bit Operating System, Microsoft Office Professional 2019, Intel Core i5-7600
processor, 32 GB (2X16GB) 2400 Mhz DDR4 memory, Intel integrated graphics, 8X DVD+/ -
RW disk drive, 1 TB hard drives with RAID 1 configuration, 3 -year ProSupport with next
business day onsite service after remote diagnosis, Dell Quiet Keyboard, and 6 -button laser
mouse.
Each work, station will be provided with four monitors and desktop mounted stands.
C One (1) Public Works Office Desktop Computer Workstation to replace the existing computer
workstation in the public works office.
SCADA computer shall include Dell Optiplex Series computer with Windows 10 Professional
64 Bit Operating System, Microsoft Office Professional 2019, Intel Core i5-7600 processor, 32

D Five (5) Process Control Panel Workstations to replace the existing computer workstations in the CP -
503, CP -902, FCC -901, CP -1202, and CP -101. The existing panel mounted monitors will be
reused.
SCADA computers shall include Dell Optiplex Series computer with Windows 10 Professional
64 Bit Operating System, Intel Core i5-7600 processor, 32 GB (2X16GB) 2400 Mhz DDR4
memory, Intel integrated graphics, 8X DVD+/ -RW disk drive, 1 TB hard drive, 3 -year
ProSupport with next business day onsite service after remote diagnosis.
E Eight (8) Wonderware SCADA Software Upgrades of existing licenses as listed below and addition of
(1) new license.
(7) InTouch Runtime licenses with I/O drivers for installation on the (2) control room
work stations and (5) process control panel work stations.
(1) InTouch Runtime Read -Only license for installation on the Public Works Office
computer.
All software files and media will be licensed in the city's name and turned over to the city upon
completion.
F One (1) Lot of system setup and software configuration to include the following:
1. Backup all critical data from the existing computers.
2. Unpack and setup of the new computers.
3. Install Windows operating system, Wonderware Graphic User Interface
Software, MS -Office Suite, all associated drivers, and reinstall site
specific user information and files.
Your net price for Item A thru F, FOB factory with freight allowed to jobsite including one
(1) year warranty from date of startup (not to exceed 18 months from date of
shipment) ...................$ 91,730.00 PLUS TAX.
Screen Enhancement Programming Services
G One (1) Screen Enhancement Programming Services to include modernization of the existing Water
Treatment Plant Process Control Screens.
Your net price for Item G programming services .....................$ 23.110.00 PLUS TAX.
The above price for Item A thru G does not include any:
1. Sales or use taxes.
2. Bond costs.
3. License fees or permits of any kind.
4. Replacement of the panel mounted operator interfaces.

6. Upgrades of the Wastewater Treatment Plant SCADA hardware or software.
