Any person, firm, or corporation vio- la ting any of the provisions of this Ordinance shall be guilty of a misdemeanœ and upon conviction thereof, shall be fined in any sum not less than ten dol- lars, nor not more than fifty dollars for each offense, in the discretion of the Court, and shall stand committed to the City Jail until said fine is paid." All of the grading, curbing, guttering, and paving on said streets shall be constructed and made in accordance with the grades as heretofore established, in said City of Blair, Nebraska. SECTION" 7. The special Engineer employed by the City shall make detailed plans and specifications for said improvements and an estimate of the cost thereof, and shall submit the same to the Mayor and Council of said City, and upon approval of the same by said 1~yor and Council of said city, bids for the construction of said work, shall be invited by notice published in the Enterprise of Blair, Nebraska. In advertising for bids for any and all work, the amount of the Engineers estimate of cost, shall be published therewith. Upon acceptance of any bid therefor, the t~yor and City Clerk of said City, are authorized to enter into a contract on behalf of said City for su~h work, and shall have attached thereto, the seal of said city. The Mayor and Council of .said City, shall have the right to refuse any and all bids. StCTION 8. The cost of grading, curbing, guttering, and paving said streets and all other expenses incident thereto, shall be sBecially a~sessed against the Lots and parcels of real estate in said Paving District, directly abutting upon said Streets to be improved or specially benefiting by said improve- ment in proportion to benefit received from such.improvement and in excess thereof. SECTION 9. For the purpose of paying the cost of grading, curbing, gut- tering and paving said streets and intersections in said Paving District and all expenses incident thereto, the Mayor and Council of said City shall, after completion of the work, cause to be issued b::;nds of the City of Blair,.Nebraska, to be called "District Paving Bonds in District No. 9.e.nd Intersection Paving Bonds. II The special taxes and assessments to be levied upon the property specially benefited by said improvement, when paid, shall constitute a sinking fund for the payment of said paving bonds and the interest thereon. SECTION 10. For the purpose of making partial payments as the work pro- gresses, warrants shall be issued from time to time by the Mayor and Council of said city upon certificates of the special engineer in charge of said improvement, showing the amount of work completed, said warrants not to exceed in the aggragate 30% of the cost of such improvement and such warrants shall be redeemed and paid upon the sale of the District Paving Bonds to be issued and sold as aforesaid. The Mayor and Council of said City shall have the right to refuse , any and all bids. SECTION g. The cost of grading, curbing, guttering and paving said street and all expenses incident thereto shall be specially assessed against the lots and parcels of real estate in said Paving Distriot abutting on or adjacent to said streets to be improved or specially benefited by said improvement in proportion to suoh benefit received from such improvement, and not in excess of such benefits, or of the cost of such improvements as by the Statutes in such cases made and provided. SECTION 9. For the purpose of paying the cost of grading, curbing, guttering and paving said streets including all expenses incident thereto, the l\4a.yor and Council of saidOity shall, after completion of th~ work, cause to be issued bonds of the City of Blair, Nebraska, to be called BDistr1ct Paving Bonds in District No. 13ft. The special taxes and assessments to be levied upon the property specially benefited by said' improvement, when paid, shall constitute a sinking fund for the payment of said paving bonds and the interest thereon. SEOTION 10. For the purpose of making partial payments as the work progresses, warrants shall be issued from time to time by the City Council upon certificates of the special engineer 1n charge of said improvement, showing the amount of work completed, said warrants not to exceed in the aggregate 80% of the eost of such improvement, and such warrants shall be redeemed and paid upon the sale of the District Paving Bonds to be issued and sold as aforesaid. It shall be. and hereby is made unlawful for any person, firm or corporation to own, opei;ate or manage any Pool or Billiard Hall or other hall in "Mob. tables or other devises are used tor playing Billiards, Pool or Bagatelle, for pay, within the limits of the City of Blair, Nebraska, until the owner, manager or operator thereot.shall have first procured a license therefor as hereafter provided. . SECTION 2. The Mayor and Council of said City shall have power to grant licenses for the maintenance and operatiÐb. for pay of Pool or Billiard Halls or other halls in which tables or other devises are used for playing billiards, pool or bagatelle, Provided, however, that nothing herein contained shall permit the Mayor and Council of said City to grant such a llcense when there are in operation and effect three such lieenses. The City Treasurer sháll give to the licensee so .paying a receipt therefor which when presented to the City Clerk shall be his authority for the issuance of the license aforesaid. SECTION 5. Every such Billiard or Pool table or other tables or devises so used for playing billiards, pool or bagatelle, for pay, shall be closed on each and every day at the hour of 12:00 o'clock, Midnight, and shall not ~ reopen until the hour of 7:00 o'clock in the forenoon the following day, provided that the same shall close at ,the hour of 12:00 o'clock, Midnight, on each SaturdaY night and not reopen until 1:00 o'clock in the afternoon the following day.- . , - SECTION 6. Evezy such Billiard or Pool hall or other hall in which tables or other devisee are used for playing billiards, pool or bagatelle, for pay, so licensed as aforesaid, shall be located on the ground floor, and be of such a nature that the contents thereof san be easily discernible from the street. It shall be unlawful for any such person, firm oroorpora tion so licensed as aforesaid, to indulge in, permit or allow in the room where the privilege ~ted in the license is to be exercised, any drunkeness, or indecent language, betting, gambling or habitual loafing by ~ persons whomsoever or to t permit any minor under the age of 19 years to be or'remain therein unless 'f' accompanied by the parent or guar. dian Of. such minor, or such licensee shall have) obtained a written permit from the parent or guard1an of such minor.
