I reviewed the applications and address them as follows: Request from Scott Pearson The request appears to be in com- pliance with the City requirements. The project would be eligi- ble. As I recall, Mr. Pearson had previously submitted a request for funds, however, did not have the approval of the Youth Com- plex Board. Request from YMCA, Pool Improvement The request does not appear to meet all of the requirements of the application policy. There is no technical data attached and if there is none, that should be specified. Additionally, the time frame of the project and the anticipated time of expenditure of funds and requested date of draw was not specified. Additionally, I have some question as to whether the items to be purchased constitute a capital expen- diture project. I have some concern the items are more of the nature that will need to be replaced on a routine basis and, therefore, become budgetary items. Reauest from YMCA, Children's Play Area I have the same concern with this request from the YMCA as the other request. There are certain items specified in the application policies which are not included. They have included a drawing and specification of the play area, however, it does not specify where it be located. For the City to have ownership, the location is critical and must be specified. Even if it did, the requested expenditures appear to be clearly budgetary items.
