History, goals, and objectives:
The Boy Scouts of America is an organization for boys ages 11 to 18. it was founded in Great Britain by
Lord Robert Baden-Powell in 1907. It's first intention was to teach youngsters about camping, the
outdoors, and help British Boys become better men. It was brought to America in 1910 where it became
the Boy Scouts of America. It has since grown to a nation-wide organization with hundreds of thousands
of members. Camping and the outdoors is still a major part of Boy Scouting but has grown also in what it
emphasizes and what it teaches, The modern Boy Scouts of America emphasize character, leadership,
and cheerful service above all else. Outdoor activities, rank advancement, and other fun things are what
build character and leadership skills among the scouts. The Eagle Scout is the highest rank a Boy Scout
can attain. To do this a Scout must carry out a project of service to the community. He must show
leadership in planning, developing, and carrying out the project. The project must be helpful to any
religious institution, school, or community non-profit or youth organization. I have chosen the Blair Soccer
Club as the organization I wish to help with my project. The Blair Soccer Club is a non-profit organization
which works to promote good sportsmanship in soccer to the youth of the community and for boys and
girls of all ages.
Project Identification:
I am proposing a project to build a number of sidewalks and handicap viewing areas around the soccer
fields of the Blair Youth Sports Complex connecting parking lots, concession stand, bathrooms, and, of
course, fields making it easier for handicapped or elderly people of our community to access such
facilities. This project would benefit these handicapped spectators as well as the 300 registered youth
soccer players, their parents and friends that come to watch, and their out-of-town competition as well.
Specifics -The sidewalks would be made of cement and would be four feet wide. The total length of
sidewalk of the maximum project would be somewhere close to 900 feet of sidewalk that will provide
access to the largest soccer field in the complex as well as the restrooms, concession stand, and parking
lots. We plan to construct the sidewalk so that the corners curve to make it easier for a wheel chair and
could also be used for biking, rollerblading, skateboarding, and walking. We also plan to construct it in
such a manner that the baseball or softball organizations could add on should they so desire in the future.
They should also be recessed into the ground to ground level to prevent any injury from getting wheels
caught on the edge. There would be two handicap viewing areas which would be platforms of cement with
a minimum of five feet In diameter each and having metal railings at heights of 19 inches and 38 inches.
We will erect some sort of wooden sign during the construction explaining the purpose of the project and
giving a contact number (my own for instance) in case of questions or donations and giving recognition to
those who have already contributed..
*/ have attended an official Complex Board meeting and received the approval and support of the
Board including members of baseball, softball, and soccer individually as well as collectively as a
group. There was never anything written or signed to prove the approval as they put judgement
of the project in my as well as my guides' hands, but present at the meeting to testify for my
approval were Roger Peterson, Bill Hardy, Chuck Gleeson, and John Abbott among others.
Total Costs:
We ask for $1,500 out of the Keno fund. This would represent about 50% of the total project
cost. This would leave about $1,500 which has already been raised from businesses, private
donations, and clubs such as the Rotary Club, Kiwanis Club, and the Optimists.

Estimates in these categories may vary a little. Should there be money remaining after the
planned projected is completed, I would either extend the sidewalks to reach more facilities, if
time and labor are available or, if not, I would donate the rest to the Soccer Club to do with what
they wish.
Time Frame:
We hope to begin the construction of the sidewalks by May 23 or so. The spring and summer
weather as well as the absence of school make this the best time for a high school student such
as myself to lead this type of time consuming project as well as the majority of the labor will
come from high school students. We anticipate requesting to have the money, or at least a
portion to get started, by the end of May as payment for cement is required upon delivery. I
have a personal checking account set up specifically for this project to keep the money safe. All
money that 1 already have is already credited to this account. The project should be completed
in the summer of 1997. Something like early to mid July.
