APPLICATION FOR KENO FUND

History, goals and objectives:
The Chamber of Commerce is a business organization that strives to
make Blair a better place to do business, through both internal and
external betterment. Enclosed is copy of our program of work for
1995 which includes our mission statement, and goals and
objectives.
Project identification:
We are proposing a joint project with the City of Blair that would
include the construction of a mini park on the vacant lot at 19th
and Washington Street. The project would also include replacing
the two "Blair .... A Promise of Quality" billboard signs on East and
South Highway 30.
Specifics - The vacant lot to the west of Blair West Pharmacy would
become a mini park with decorative sidewalk winding diagonally from
Washington Street to 19th Street. The traffic signal control box,
which is now at the corner at the front of the lot, would be
relocated to the rear of the lot. In the center would be a
circular keystone block planter and conversation area. Landscaping
would include many berms to give the area character, and an
assortment of trees and shrubs. (See appendix A) Anchoring the
southwest corner would be a ten -foot wide by three-foot high brick
and avonite sign that simply says "Blair" in 12" brass lettering.
(See appendix B) Grass and ground covering with an underground
sprinkler system would complete the setting. The City of Blair has
agreed to provide the maintenance.
As for the entrance signs, two fifteen -foot wide by three-foot high
signs of the same construction as the mini park signs would replace
the plywood billboard signs. There would be ground level lighting
for illumination at night. Professional landscaping with
decorative shrubs and ground cover would surround each sign.
Total Costs:
See appendix C.
We would ask for $15,000 out of the keno fund. This would
represent 25% of the total project cost. This would leave
$25,000.00 to be raised through private donations.

We hope to begin this project by September 1. The fall weather
would provide an opportune time for the planting of the landscape
trees and shrubs. We would anticipate requesting the money by
September 15, 1995.
