APPLICATION REQUEST FOR KENO FUND ASSISTANCE
Attention: Keno Fund Committee
As a board member for the Blair Youth Football Association, I would like to thank you
for your consideration of donating funds to our program. As we enter our third season of
play, our organization has the unique opportunity to secure a long-term affiliation with
Dana College. Blair Youth Football Association (BYFA) has agreed to the involvement
in two betterment projects involving the Football stadium, namely the procurement of
bleachers on the visitor sideline, and the rebuild of the press box. Our organization is
pleased to enter into the efforts for these projects, as it allows us to defer the construction
of a new Youth Football Complex, which would come at a much higher cost. We also
feel there is much benefit to our kids, and the community as a whole, to continue and
better our relationship with staff and administration at Dana College.
We appreciate your review and consideration of this application and look forward to

BYFA PROPOSAL FOR KENO FUNDS SUPPORT — September 28, 2001
A. Organizations Involved
In an effort to further youth sports for the children of Blair and the surrounding area,
Blair Youth Football Association (BYFA) proposes to procure and erect a new set of
bleachers, and assist in the rebuild of the press box facility at the Dana College football
stadium. BYFA is a non-profit organization founded in 1999 to create a viable youth
football instructional organization for the city of Blair and area residents. The
organization will utilize all income and earnings derived from donations and fund raising
activities solely for costs associated with the organization and its facilities.

B. Blair Youth Football Association (BYFA) - Overview
Founded in 1999, BYFA's main goal is to operate a viable youth football instructional
organization for the city of Blair and area residents. This program will not be operated
for profit, and all income and earnings derived from donations and fund raising activities
will be used solely for costs associated with the organization.
Goals
-Provide kids the opportunity to play organized football.
-Teach the fundamentals of tackle football in a safe way.
-Teach confidence, self-discipline, respect for others and motivation through teamwork.
Organization
Blair Youth Football Association is comprised of three areas:
1. Financial - In order to keep per player costs down, BYFA will seek area
corporate business and private financial support. All fundraising and private
sponsorship will be sought from this group.
2. Organizational - Responsible for all record-keeping, scheduling, promotional and
any other support duties associated with the organization. Insure player eligibility,
legal and insurance requirements are enforced. Schedule practice fields and
coordinate any other facilities required for the Association.
Player Development - Responsible for the positive instruction and development of
all players involved in the Association. Coaches will be expected to maintain a
safe, nourishing environment for all youth participants. Promote the Association's
philosophy to provide a strong emphasis on the core fundamentals of football to
include running, blocking, tackling and passing. Teamwork, commitment, work
ethic, respect and sportsmanship will be strongly emphasized.
C. System Improvements at Dana College
Blair Youth Football Association — Deliverables
Procure and erect one set on regulation stadium bleachers on visitor sideline.
Galvanized steel understructure, w/Aluminum seatboards, footboards, and risers —
49' length w/10 row height with a minimum seating capacity of 320. Bleachers
will be handicap accessible and are to be placed on a concrete slab, already in
place.
2. Assist in the re -design and re -build of the press box facility. Scope and date of
CMI to be determined.
Dana College — Deliverables
1. A firm 10 -year commitment for general use of Dana College Football Stadium for
BYFA use. This includes the general use of the field, scoreboard, press box, and
restroom facilities. BYFA agrees to request this usage only when the facilities
are not in use by the college football team. The college also agrees to provide
any such personnel necessary to set-up, operate, and maintain these facilities to
assure all facilities are functional and readily available.
