At the May 14, 2013 meeting of the Blair City Council, the Council approved $16,500 for the Keno Fund
Grant Request submitted by the Blair Family YMCA.
The Council specified the following allocation of Keno funds for the projects included in the application:
Pool and Spa Accessibility Equipment $12,000
Energy Efficient Lighting Retrofit 4,500
Total Funds Approved $16,500
Subsequent to this meeting, the Blair Family YMCA met with a pool equipment consultant to evaluate the
options for pool lifts for the indoor pool and the hot tub (spa). It was determined that, due to the space
limitations of the hot tub area, (low ceiling and limited floor space), installation of a pool lift would not be
feasible for the hot tub. An alternate solution was developed which involved the construction of heavy-
duty decking and stairs to enhance the accessibility of the hot tub for our mobility -impaired patrons. The
deck and stairs were constructed at a cost of approximately $800. This improved entry for the hot tub has
received very positive reviews from the users.
The YMCA will continue with our intent to purchase a pool lift for the indoor pool and possibly an
aquatic wheelchair.
Since the total investment in pool and spa accessibility equipment will be less than the $12,000 allocated
by the City Council, we respectfully request that the excess funds ($4,000 - $5,000) be re -allocated
toward the Energy Efficient Lighting Retrofit project.
With respect to the City Council's stated desire to fund a portion, but not all, of the cost of a specific
community improvement project, the Blair Family YMCA is working to secure additional grant funds to
complete the lighting project.
The re -allocation of the Keno funds, coupled with these additional grant funds, should position the
YMCA to complete the entire lighting project in the near future.
