RE: Keno Fund Project Application
Dear Blair City Council,
Purpose: The Blair Soccer Association is requesting assistance through the Keno Fund in
contributing to the construction of a modern facility to include
concessions/storage/bathrooms all in one strategically located building at the soccer
complex.
(See attached for a draft of the facility)
On behalf of the Blair Soccer Association we would like to request $25,000.00 as the
final dollars needed to move forward with a brand new facility to be located on soccer
complex to replace the existing bathrooms.
1. The BSA is a 501(c) (3) non-profit entity, as evidenced by the annual tax return
prepared by our outside accountant. The return is available upon request.
2. Our request is for a new concession/bathroom/storage facility and not
for the financing of on-going operational expenses of the Association.
3. The benefits associated by having a new concessions/storage/bathroom facility
located at the Blair Youth Sports Complex will be a facility that the community of
Blair can benefit from and enjoy for many years to come. It is our hope that by
having a new facility we will be able to increase ongoing revenue to the club
through more player registrations, concession sales, and the ability to host an
annual tournament that will bring in revenue both to the club and the city. We
also see this facility as a place for people to gather during or between games,
shelter in the case of inclement weather, and storage for our goals during the
winter to prevent theft and wear and tear. Last and most importantly we see this
as a progression for the club to give more kids the opportunity to learn and
develop valuable life skills through the game of soccer.
4. The BSA does have a substantial deposit set aside for this project as later outlined
in this memorandum.
5. We have done multiple fund raisers over the last few years to put us in a position
to make this facility a reality. Also, we have verbal commitments for a bank loan
as well as one other local sponsor as of today to help us achieve our goal.
6. Any funds received would be used specifically to fund our new facility and would
not be diverted for other uses.
7. Our goal is to break ground by spring 2013.
The BSA each spring and fall sponsors dozens of recreational and competitive soccer
teams, including officiated games and, sponsored league play. The BSA utilizes land
located within the grounds of the Blair Youth Sports Complex and is responsible for all
"above ground" needs including sprinkler systems, storage sheds, public restrooms,
soccer goals and various incidental supplies. The BSA site is available year-round for the
general public in addition to the wide array of organized activities the BSA sponsors.
The site is used by hundreds of people and family members each year.
Our mission statement, which is included on the club's web site www.BlairSoccer.or , is
as follows:
Located in eastern Nebraska north of Omaha, and serving Washington County and
surrounding communities, the Blair Soccer Club is a non-profit organization dedicated to
providing excellence in soccer instruction and character -building experiences for
competitive, recreational and micro soccer players. Boys and girls programs are
available for youth players ages 4 and up.
The BSA was established in 1987. As evidenced on the BSA's web site,
www.BlairSoccer.or , the BSA is very structured and contains numerous volunteer
positions including coaches, field maintenance support and administrative staff.

Our goal is to break ground next spring 2013. Although the funds would not be needed
immediately we would like to plan ahead for the financing portion of this deal by having
the necessary down payment to secure a loan. We plan to continue our fundraising
annually to service the loan payments along with our registration fees that we bring in.

Re: Here is our proposal for the new concession, restroom, and storage building at the
soccer complex. In this proposal we have included 8 outlets on dedicated circuits in the
concession area, 2 ceiling fans and switching. In each restroom we have included 2 lights,
1 exhaust fan, 1 outlet, and the switching. There are also 6 cans on the covered patio and
in the walkout level we have 6 lights, 1 outlet, a switch, and an outside 75 watt wallpack.
We will install a 150 amp service in the walkout basement also. The price of the permit
is included in this bid.
All trenching, pipe, and wire that will need to be installed to the OPPD transformer will
be figured at a later date when transformer is located and installed.
